Applying does not guarantee approval; Anthropic verifies applicants and asks for evidence of the security controls required for the requested tier.
Which CVP tier fits your work?
Anthropic’s October 6, 2026 announcement describes three tiers. Choose based on the activity and the systems involved, not simply on your job title.

Can an individual researcher apply?
Individuals may be eligible for Defense Access, particularly when they have a track record of reported vulnerabilities. Anthropic has not published a complete list of qualifying credentials or an exhaustive set of individual-applicant edge cases, so eligibility should not be assumed from a role or résumé alone.
Red Team Access is different: Anthropic says it is currently for organizations only, and individual researchers are not eligible for that tier. Specialized Access is also described as an organization-focused route.

What counts as authorized testing?
Red Team Access covers penetration testing and red teaming only when the organization has permission to test the target systems. CVP does not remove all safeguards: Anthropic says real-time blocks remain for actions that could cause physical harm or mass disruption, including ransomware deployment and damage to physical systems. High-risk safety-system penetration testing is not part of Red Team Access; that work belongs to the separately reviewed Specialized Access tier.
How does verification and review work?
Anthropic says it verifies every applicant and requests proof of the security controls applicable to the requested tier. Its announcement does not publish a universal document checklist or a complete list of required controls. Submit the information requested in the application and consult Anthropic’s current program guidance for requirements that apply to your organization and use case.

- Red Team Access: review may take a few weeks; qualifying organizations receive Defense Access during the review.
- Specialized Access: Anthropic describes an in-depth review with the US government but gives no specific timeline.
These are stated expectations, not approval guarantees or fixed service-level commitments.
Which models and platforms are included?
Anthropic says each tier includes access to its most capable models, naming Claude Opus 5.5, Claude Sonnet 5.5, Claude Mythos 5.1, and future models. Model access and eligibility can differ by program and platform: Anthropic separately describes Mythos 5.1 as available to vetted cyberdefenders through trusted access programs.

The announcement lists CVP availability on the Claude Platform, Google Cloud Vertex AI, and Microsoft Foundry. Amazon Bedrock is limited to customers eligible for Enterprise Frontier Safeguards.
Existing CVP members keep settings for models they previously had access to and are automatically evaluated for the models named in the expanded program. Administrators must assign access to specific workspaces. Existing Project Glasswing members transition to Specialized Access and do not need reapproval for current models.

What data-retention conditions apply?
Anthropic says CVP enrollment requires data retention to support monitoring for cyber misuse. It also describes exceptions: eligible customers with zero data retention for Claude Fable 5.1 or Claude Mythos 5.1 can use CVP with zero data retention. Anthropic announced Enterprise Frontier Safeguards (EFS), which would let eligible organizations store data in cloud infrastructure they control, as planned for later in fall 2026. Because these conditions and availability can change, check the current application and Help Center before applying.

CVP provides qualifying applicants with access to advanced cyber capabilities and reduced blocking classifiers; it is not unrestricted access or blanket authorization to test systems. The organization or researcher remains responsible for having permission to work on the targets, and the tier’s remaining safeguards still apply.

Anthropic reported that, on its CyScenarioBench evaluation, Claude Opus 5.5 in Defense Access blocked 46 of 50 trials at some point, while four trials succeeded. In Red Team Access, 34 of 50 tasks were completed without blocks; Anthropic characterized that as effectively equivalent to the model’s 67.6% success rate with no safeguards applied. Without CVP access, all 50 trials were blocked on the first prompt in the same evaluation setup. These are Anthropic’s reported benchmark results, not a guarantee of how the model will behave in a particular engagement.

How to decide whether to apply
- Identify the work. Routine defense, incident response, malware analysis, and vulnerability validation point to Defense Access; authorized organizational red teaming points to Red Team Access; testing safety systems where failure could threaten lives or disrupt markets points to Specialized Access.
- Confirm the applicant type. Individuals can consider Defense Access, but cannot currently apply for Red Team Access as individuals. Specialized Access is for a limited set of organizations.
- Confirm authorization and controls. Be prepared to document why the work is legitimate, which systems are in scope, and the security controls relevant to the requested tier.
- Check operational fit. Confirm platform availability and current retention conditions, then use Anthropic’s application for the latest requirements and case-specific eligibility details.
