Look for a platform that can run one specific, owned business process end to end while keeping your identity, data and network controls intact at every hand-off. It should enforce policy at runtime rather than just report on it. It should route risky actions to a human, produce logs that can reconstruct any decision, and give you a way to measure whether the automation delivers its intended outcome after launch.

“AI-enabled” labels and long connector catalogs don’t show enterprise fit. Judge each candidate against the exact deployment boundary, connectors, downstream systems, permissions and actions your workflow needs. The sections below follow the order in which those questions should be asked.

Start with the process, not the platform

Most failed evaluations compare products before anyone has defined what is being automated. Before any demo, write down the process, its owner, the current baseline, the intended outcome, the exception paths, and what happens if the result is wrong or incomplete.

Microsoft’s enterprise AI orchestration guidance recommends starting with a workflow that has clear owners, measurable outcomes, manageable integrations and defined approval points. It also warns that encoding an unclear or disputed process can amplify the dysfunction already in it. If two departments disagree on how a step works, resolve that first.

Signals that a process is a good candidate

Microsoft Support’s guidance on deciding when Copilot or an agent is the right tool gives a useful screen. It looks at repeatability, impact, how easily errors can be detected, and time sensitivity. It also states that responsibility for review, validation and approval stays with the organization using the tool.

Error detectability deserves extra weight. A platform that drafts or routes work is much safer where a reviewer can quickly confirm the result than where a bad output quietly flows into a downstream system.

Map integrations and identity for every step

List every application, API, model, agent, connector and user-interface action the workflow touches. Then, for each one, ask the vendor to show you the following rather than describe it:

  • Calling identity: does the step run as the requesting user, a service account or the platform’s own identity? Is that identity least-privileged?
  • Permissions: what can it read, create, change or delete in the target system?
  • Data transferred: which fields leave the source system, and do they reach a model?
  • Secrets handling: where credentials and keys are stored, who can view them, and how they are rotated.
  • Network path: whether traffic crosses the public internet or private connectivity.
  • Downstream policy: which controls in the called system still apply.

Microsoft’s AI Decision Framework evaluation criteria make the key point: a connector is not a substitute for validating the behavior and permissions of the system it calls. A connector that can “update a record” says nothing about whether it can be limited to the right records.

Also check which integration styles the platform supports. Microsoft documents Power Automate as covering API, UI and AI automation, and describes no-code connections between apps and services. A real workflow often mixes all three, for example an API call to an ERP, a screen-driven step in a legacy application, and a model step to classify a document. Each style carries different failure modes, so test the combination your process needs.

Pin down the deployment and data boundary

The same vendor can offer very different trust boundaries depending on how you buy and run the product. The Microsoft AI Decision Framework distinguishes between tenant-managed services, connector-mediated access and customer-operated cloud deployments. Identify which one applies to the service you would actually use.

For that boundary, request product-specific evidence on:

  • access controls and who at the vendor can reach your data
  • data retention and deletion
  • audit logging and how long records are kept
  • data residency and regional processing
  • private networking, where relevant
  • key management
  • patching responsibility
  • incident ownership: who detects, who notifies, who remediates

Don’t assume controls carry over from one product or cloud offering to another. A security attestation for a vendor’s flagship service doesn’t automatically cover a newer AI feature, a preview capability or a self-hosted variant.

Demand governance that is enforced, not just documented

Separate monitoring from control

Many products can inventory automations and report on activity. That is useful, but it is not the same as a control that intercepts and constrains an action before it happens. Ask directly: what does the platform block or allow at runtime, how is that policy administered, and what evidence is retained?

The AI Decision Framework also separates two things that buyers often blur:

  • Runtime enforcement constrains which calls and arguments are permitted, regardless of what the model “wants” to do.
  • Behavioral evaluation tests whether the system follows its instructions in ordinary and adversarial cases.

You need both. Testing shows how the system tends to behave. Enforcement limits the damage when it doesn’t.

Check who can build, publish and operate

Ask the vendor to demonstrate how policies are assigned, and who can create, publish, change and run workflows. Separation of duties matters here. The person who builds an automation shouldn’t be able to push a change into production unreviewed.

Require reconstructable logs

After an incident, you should be able to answer what happened without guesswork. Logs should capture:

  • who or what initiated the workflow
  • the model and version involved
  • the context supplied and every tool call made
  • approvals requested and granted, and by whom
  • outputs produced
  • relevant policy decisions, including blocked actions

Microsoft Learn’s “Govern, Assure, and Respond” guidance treats assurance, documentation, evaluation, threat modeling and incident preparedness as a continuing lifecycle discipline, not a one-time launch checklist. Settle monitoring, incident response, change review and lifecycle ownership before production.

Verify the exact edition and hosting model

Vendor documentation describes what a product can do, not what your configuration will do. Governance features often vary by edition. UiPath’s Automation Ops governance documentation, for example, notes that the available governance policies depend on the cloud offering. Confirm the version, hosting model, region, licensing tier and operating configuration in writing during procurement.

Match human oversight to the risk of the action

Blanket “human in the loop” requirements slow everything down, while no oversight at all invites costly errors. Microsoft’s governance and task-suitability guidance points toward a middle path: scale approvals, validation and stop controls to the impact of the action, its reversibility, and how easily mistakes are detected.

The tiers below are an illustrative way to apply that principle, not a standard taken from any one vendor:

Test whether the platform supports these patterns natively: approval steps with a named approver, escalation when nobody responds, deterministic checks that run outside the model, and a way to halt or roll back a running workflow. Keep a human accountable wherever the output or action requires review.

Plan for operations and measurable value

A platform that works in a pilot can still fail when twenty teams start building on it. Microsoft’s Power Automate Center of Excellence guidance highlights what scaling needs: governance, reusable templates and components, and benefits tracking through KPIs. Use that as a checklist for any candidate:

  • Reuse: can teams share templates, components and approved patterns?
  • Error handling: are retries, exception queues and failure alerts built in?
  • Instrumentation: can you see run history, volumes, failures and outcomes?
  • Skills and training: who builds and maintains workflows, and what does the vendor provide to support them?
  • Controlled adoption: can you grant capabilities to teams gradually rather than all at once?
  • Value tracking: can you compare the post-launch outcome with the baseline you recorded at the start?

Run a like-for-like evaluation

Give every shortlisted vendor the same workflow, the same data-handling constraints and the same list of evidence requests. Score each against these axes:

  1. Process fit and exception handling
  2. Required API, UI, model and application integrations
  3. Identity, permissions, data boundary and deployment options
  4. Runtime policy enforcement and governance administration
  5. Human approvals, validation, escalation and recovery controls
  6. Testability, observability, audit records and incident response
  7. Lifecycle operations, skills and organizational ownership
  8. Measurable outcome, implementation effort and total cost under current vendor terms

The published guidance establishes these axes but does not provide a neutral, feature-by-feature or price comparison of named vendors. Features, licensing and availability change, so get current written evidence for your exact deployment before committing.

Red flags during demos

  • The demo runs on clean sample data and never shows an exception, a denied action or a rollback.
  • “Governance” turns out to mean a dashboard, with no runtime blocking.
  • Answers to data-boundary questions refer to the vendor in general rather than the specific product, edition and region.
  • Logs show that a run happened but not the model version, tool calls or approvals.
  • The vendor can’t say who owns incident response when a downstream system is changed incorrectly.
  • The only success metric offered is the number of automations built, not a business outcome.

The Bottom Line

Pick the process first, then prove the platform can handle it inside your own identity, data and approval boundaries. Reject any vendor that can’t show runtime enforcement, reconstructable logs and a named owner for each risk. Treat feature lists as claims until they are demonstrated on your workflow, in your edition and region.
