What the vulnerability allows—and what it does not
Atlassian rates CVE-2026-21589 Critical, with a CVSS 4.0 score of 9.3. That is Atlassian’s internal severity assessment; evaluate the exposure in the context of your own environment.
The flaw can let an unauthenticated attacker access particular files under the web application root if the attacker already knows each target file’s exact name and path. Atlassian says it does not allow attackers to enumerate files or list directory contents. This is not a claim of arbitrary access to every file on the host. Files present in a particular configuration may affect the practical risk.
Atlassian’s October 5, 2026 advisory cannot confirm whether individual customer installations were affected. Treat the issue as requiring both remediation and log review, rather than assuming either that an attack occurred or that it did not.

Which products and versions need attention?
The advisory names eight self-managed product families. It says versions before the corresponding fixed versions below are affected. These are product-specific fixes: do not use a version number listed for one product to assess another.

The table records the fixes in the advisory as last modified October 5, 2026; it is not a list of every affected release or a substitute for checking the live version guidance. Atlassian recommends upgrading each affected installation to a fixed version or the latest version, and using a fixed LTS version or later where applicable. Its Jira Data Center issue, JRASERVER-79546, also documents the Jira-specific fix guidance and Critical 9.3 rating.

How to plan and verify the upgrade
- Inventory all deployments. Include every instance of the eight named products, including installations on unsupported or end-of-life branches. Atlassian’s Jira issue notes that versions outside support may also be affected; being on an old or unsupported branch is not evidence of safety.
- Record the exact product and installed version. Keep the product identity and version together, then compare that pair with the applicable row in the fixed-version table and the current Atlassian advisory.
- Choose the appropriate target. Upgrade to a listed fix or later release appropriate for that product’s branch and support requirements. Use the product’s release notes and the download center linked from Atlassian’s advisory to plan the change.
- Deploy and verify. Follow the product’s normal upgrade procedure, including its cluster and maintenance requirements. After the upgrade, confirm the deployed product version on each relevant instance or node is at least the selected fixed target.
- Review access logs. Ask your security team to look for traversal attempts, as described below, and investigate any suspicious requests under your incident-response process.
If you cannot patch immediately
Atlassian recommends removing an instance from the internet until it is patched or mitigated where possible. If it must remain externally accessible, restrict external network access even if users must authenticate. Apply a temporary control that matches the product and deployment topology; these controls are not substitutes for upgrading.
WAF or proxy rule for all affected products
Atlassian provides a regular expression intended to block URLs where .. is immediately adjacent to /, , or ::, including encoded patterns. Configure the rule in your WAF or proxy and test it against relevant URL-encoded traversal forms before relying on it. Implementation details depend on the filtering product. Use the current advisory for the exact expression and instructions.

Tomcat RewriteValve for Confluence, Jira, Bamboo, and Crowd
Atlassian documents a RewriteValve mitigation for Confluence Data Center, Jira Service Management Data Center, Jira Software Data Center, Bamboo Data Center, and Crowd Data Center. Back up the instance and configuration files first. For each cluster node, shut it down, enable the RewriteValve in the relevant Tomcat configuration, and install or append Atlassian’s supplied rewrite.config in that product’s WEB-INF directory before restarting the node. Consult the advisory for the exact product-specific paths and configuration.
Bitbucket urlrewrite.xml rule
For Bitbucket, back up the instance, edit <installation-directory>/app/WEB-INF/urlrewrite.xml, and place Atlassian’s supplied rule before the other rules. Apply the change to every cluster node and every Bitbucket mirror or mirror-farm node, then restart Bitbucket Data Center. Follow the current vendor instructions for the exact rule.

What to check in logs
Atlassian suggests URL-decoding logged requests up to two passes before checking for .. adjacent to /, , or ::. Alternatively, search raw log lines with the regular expression in the advisory. The decoding step matters because traversal patterns may be encoded in the request. Escalate suspicious matches for investigation; a matching string alone does not establish that a file was accessed.
Cloud customers are a separate case
Atlassian says affected Cloud products have been patched, it found no evidence of exploitation, and Cloud customers need take no action. That statement applies to Atlassian Cloud and should not be used to infer that self-managed Data Center installations are patched or unaffected.
