Protect a website from abusive bots by matching controls to the endpoint and action being abused. Combine edge filtering and rate limits with application-level session or identity limits, then check for business-level anomalies. Keep legitimate users, search crawlers, monitoring agents, and accessibility tools working: robots.txt is crawler guidance, not a security boundary.
Start by identifying what the bot is doing
“Bot traffic” is not one problem. A crawler collecting public catalog pages, automated login attempts using stolen credentials, and scripts repeatedly reserving checkout inventory create different risks. Identify the affected endpoints and the harm before choosing a control: content extraction, excess origin load, account abuse, inventory hoarding, or service disruption.
OWASP’s Bot Management and Anti-Automation Cheat Sheet treats scraping as one automated threat among several and recommends threat modeling rather than relying on a single defensive product or signal.
Inventory the endpoints and actions
Include public and authenticated routes that may be attractive or expensive to automate:

- Search, catalog, and detail pages, including pagination and filters.
- APIs and high-cost queries, such as repeated price or availability lookups.
- Login, signup, password recovery, and account-management flows.
- Checkout, inventory reservations, forms, and other actions with business impact.
For each, decide what normal use looks like and what harm you need to prevent. A limit suited to product lookups may be inappropriate for browsing pages or login attempts.
Use layered, endpoint-aware controls
A robust defense places controls at more than one layer. Edge controls can filter known bad traffic and apply broad limits before requests reach the origin. Application controls can account for sessions, authenticated users, API keys, and the specific operation. Business-level checks can detect suspicious outcomes such as implausible account creation or repeated high-value actions.
OWASP advises logging decisions and tuning defenses over time. Treat a single signal as evidence, not proof: a request rate, IP reputation, or bot score by itself can misclassify legitimate activity.

Rate-limit the operation, not just the whole site
Set limits around actions such as searches, product lookups, pagination, or particular API operations. Where your stack supports it, combine useful keys: IP address as a coarse baseline, session or cookie, authenticated identity or API key, and endpoint or action. ASN or geography may help in suitable cases, but should not be applied indiscriminately.
One key is rarely sufficient. Distributed residential proxies can evade a per-IP limit; rotating cookies can evade a session-only limit. Choose thresholds from your legitimate traffic and system capacity, then respond progressively as evidence builds.
Cloudflare’s rate-limiting documentation illustrates a price-lookup rule using a managed challenge at 10 requests per 2 minutes and a block at 20 requests per 5 minutes. These are example configuration values, not universal recommendations; available rule features can depend on plan.

Escalate responses gradually
A practical response ladder is to observe first, then apply a rate limit, challenge suspicious traffic where appropriate, and block when evidence is stronger. Log classifications, challenge rates, limit events, false positives, and origin load so you can spot both ongoing abuse and legitimate users being caught by a rule.
Honeypots or canary content can provide additional signals in carefully selected flows, but they are not a substitute for the controls above. OWASP discusses hidden fields and bait paths as possible signals; account for accessibility and privacy, and avoid traps that ensnare compliant crawlers or assistive technology.

Use robots.txt to communicate crawl preferences to compliant crawlers and help manage unnecessary crawl traffic. Google explains that other crawlers may ignore the file and that it is not a way to hide a page from search. A disallowed URL may still be indexed, sometimes without a snippet. Use authentication and authorization to protect private content; use indexing directives when your goal is to control search visibility.

Google’s robots.txt guidance covers crawler access, while its indexing guidance explains the distinction between blocking crawling and preventing indexing. Do not treat a disallow rule as an access-control mechanism.
If Googlebot is sending too many requests
Google Search Central’s Gary Illyes explained on February 17, 2023 that HTTP 429 (“Too Many Requests”) is a clear signal for a well-behaved crawler, including Googlebot, to slow down when it is overloading a server. Google’s post warns that using other 4xx responses such as 403 or 404 to reduce crawl rate can lead to content removal from Search. It recommends Search Console controls or responses such as 500, 503, or 429 when Googlebot is crawling too fast. See Google’s crawl-rate guidance.

- Coverage: Does it control traffic across the edge, or can it address specific application endpoints and operations?
- Signals: Can it use IP reputation, bot scores, sessions, authenticated identities, and behavioral patterns that matter to your site?
- Response options: Can you observe, rate-limit, challenge, or block, while allowing known-good crawlers?
- False-positive handling: Are logs, analytics, test modes, allow rules, and rollback practical for your team?
- Operational fit: Who will tune policies and respond to incidents, and how well does the service integrate with your CDN, WAF, and application?
- Privacy and accessibility: Does the approach minimize retained fingerprint data and offer usable alternatives to challenges?
- Plan and cost: Are the required features available on your plan? Verify current terms, since vendor capabilities and plan availability can change.
As one vendor example, Cloudflare documents Bot Fight Mode and Super Bot Fight Mode for challenge-based controls, and Bot Management for Enterprise with per-request scores, custom rules, endpoint-specific handling, and detailed analytics. Its bot-management overview describes those capabilities; this is a vendor description, not an independent product ranking. Cloudflare’s rate-limit examples also show how operation-specific limits can work with bot-score signals, with some capabilities dependent on plan.
Check whether the defense is helping
Review the controls using both security and service-health signals. Monitor which traffic is classified or challenged, how often limits fire, false-positive reports, and origin load. If legitimate users or crawlers are being disrupted, adjust the affected endpoint’s rule and verify the change rather than broadly weakening protections across the site.
