Then verify that your organization, cloud providers, and relevant subcontractors can meet those terms on the proposal schedule. The solicitation controls the requirements for that procurement; the general DoD baseline alone cannot establish whether a particular bid is eligible.
1. Start with the solicitation and its amendments
Read the complete solicitation package, including attachments, statement of work, and every amendment. Record the exact cybersecurity terms that apply to the work. Do not infer a Navy-wide CMMC level or assume that a clause applies—or does not apply—without checking the solicitation’s language and the applicable rules.
Search the documents for these DFARS clauses and provision:

Also check the statement of work and attachments for cybersecurity obligations that may be stated outside these references. General DFARS rules prescribe use of safeguarding and assessment provisions in covered solicitations, with stated exceptions for commercial off-the-shelf (COTS) items; the CMMC clause rollout has its own scope and timing. The presence or absence of a keyword is not a substitute for reading the complete solicitation and amendments.

2. Determine what information and systems are in scope
Establish whether performance will involve Federal Contract Information (FCI), Controlled Unclassified Information (CUI), or covered defense information. Then map each contractor information system that will process, store, or transmit the relevant information. Include systems operated by external cloud providers and subcontractors when they will handle in-scope information.
For each system, record its boundary, the information it handles, the work it supports, and the relevant CAGE code or codes. This map is essential because assessment and CMMC records need to match the systems used for the proposed work; a broad corporate security statement does not show that a particular system is covered.

3. Verify the NIST SP 800-171 DoD Assessment
Where DFARS 252.204-7012 and associated assessment requirements apply, the offeror generally must have at least a Basic DoD Assessment for every covered contractor information system relevant to the offer. A Basic DoD Assessment is not the same as simply asserting that the organization follows NIST SP 800-171: verify the government assessment record and its scope.
- Check the assessment date. The general currency period is no more than three years, unless the solicitation requires a shorter interval.
- Check the system boundary. Confirm that the assessed system is the one that will perform the work and handle the relevant information.
- Check the identifiers. Verify that the record’s relevant CAGE codes align with the proposed work.
- Check SPRS. Confirm that the summary score is posted in the Supplier Performance Risk System (SPRS) before award and that the record is the relevant one for the offer.
A stale, missing, unposted, or mismatched assessment is a bid-readiness and schedule issue. Resolve it before submission or establish a realistic path to resolution that fits the solicitation’s deadlines; do not assume it can be corrected after award.

4. Check CMMC as a separate solicitation-specific requirement
Do not treat a NIST SP 800-171 DoD Assessment record as proof that the solicitation’s CMMC requirement is met. If the requiring activity specifies a CMMC level, use the solicitation to identify that level, then verify in SPRS that the applicable system’s status meets or exceeds it and is associated with the relevant CMMC unique identifier (UID).
- Level 1: The required status for award is final.
- Levels 2 and 3: Conditional status can support award within the permitted conditional period. Check that the status is valid for the specific procurement and timing.
- During performance: Where required by the contract, maintain a current CMMC status.
The contracting officer checks relevant records under the cited DFARS procedures. DFARS 204.7502 states: “Contracting officers shall not award a contract, task order, or delivery order to an offeror that does not have a current CMMC status at the CMMC level required by the solicitation.” The solicitation and current records—not a general claim that the company is “CMMC compliant”—are the practical eligibility check.

5. Include cloud providers and subcontractors in the bid plan
External cloud services
When an external cloud service provider handles covered defense information, DFARS 252.204-7012 requires security requirements equivalent to the FedRAMP Moderate baseline, along with applicable incident and reporting duties. Confirm which provider and service will handle the information, whether the arrangement satisfies the contract’s requirements, and what incident responsibilities apply. Do not assume that using a cloud service by itself establishes compliance.
Subcontractors and suppliers
Identify every partner expected to handle FCI or CUI and determine which flowdown obligations apply. For applicable CMMC contracts, review the required annual affirmation and flowdown duties for subcontractors and suppliers handling that information. Ask partners to confirm their relevant system scope, assessment or CMMC status, and ability to meet the required schedule. Include their readiness work, costs, and timing in the proposal plan.

6. Make a bid/no-bid decision from the evidence
Before committing to the proposal, compare the solicitation’s requirements with the systems and records that will actually support performance. A useful screening record captures:
- the cited clauses and provisions, including any amendments or additional terms;
- the information types and system boundaries in scope;
- the required CMMC level, if specified, and the corresponding SPRS status and UID;
- the assessment type, date, score posting, system coverage, and relevant CAGE codes;
- cloud-provider and subcontractor dependencies, including applicable flowdowns and annual affirmation work; and
- the time and cost needed to close any gap before the required milestone.
Treat a missing, expired, unposted, or out-of-scope record as an unresolved eligibility or schedule risk, not as a paperwork detail. If the company cannot show that the required status and systems match the proposed work in time, raise the issue with the proposal lead and follow the contracting officer’s instructions for interpreting the solicitation. Do not assume that a corporate certification automatically covers every system, provider, or partner used on the contract.
How to compare two Navy opportunities
When screening multiple solicitations, compare the actual obligations rather than assigning an informal “cybersecurity score.” These are useful decision axes:

Which source controls—and what this screening cannot decide
The current DFARS text provides a DoD-wide baseline, but it does not determine the requirements of an unnamed Navy procurement. The solicitation, attachments, amendments, and contracting-officer instructions control the evaluation for that opportunity. The DFARS text current as of October 7, 2026, includes a change identified as effective May 7, 2026; requirements and implementation details can change, so verify the current text and the procurement’s actual documents when making a bid decision.
DFARS 204.7302 states: “Contractors and subcontractors are required to provide adequate security on all covered contractor information systems.” This screening framework does not verify a bidder’s assessment or CMMC status, and it cannot determine compliance without the specific solicitation and system records.
