For stronger protection against malicious scripts, use Microsoft Defender Antivirus and selected Attack Surface Reduction (ASR) rules for malware and risky behavior, and consider App Control for Business when you need policy-based control over which scripts can run. PowerShell execution policy can reduce accidental execution of some downloaded scripts, but it is not a security boundary and should not be treated as a substitute for either control.

How the three Windows controls differ

These controls operate at different layers. Defender Antivirus inspects content for malware; ASR rules target specific behaviors. App Control for Business enforces trusted-code policy, including for scripts, with behavior that depends on the script host and policy configuration. PowerShell execution policy sets conditions for loading configuration files and running scripts; it is a limited safety feature, not a malware-blocking system.

App Control for Business Windows code policy can govern applications and scripts, including PowerShell. Depending on policy, unapproved PowerShell content can be constrained or blocked. Best suited to managed devices that need policy-based control over which applications and scripts are trusted. Requires policy design and testing against required software and script hosts. Host behavior differs, and some hosts can change behavior even in audit mode. PowerShell audit events can be reviewed in supported versions. Microsoft’s script-enforcement guidance describes host behavior and scope.
PowerShell execution policy Controls conditions for loading configuration files and running scripts. RemoteSigned can require downloaded, internet-marked scripts to be signed. A useful administrative default to reduce accidental execution of some downloaded unsigned scripts—not an allowlist or antivirus substitute. Locally written scripts can run unsigned, and some download methods do not mark files with the internet zone. Microsoft describes execution policy as a safety feature, not a security boundary. What Defender and ASR can—and cannot—do

Defender Antivirus provides antimalware inspection. ASR adds targeted rules for behaviors attackers may use; the rule to block execution of potentially obfuscated scripts is relevant when that behavior is a concern. ASR is not a general allowlist that approves every safe script and blocks every unapproved one. Its coverage depends on the rules you choose and how you configure them.

For rules outside Microsoft’s standard protection set, collect Audit-mode data before moving to Warn or Block. Review the findings for conflicts with business workflows and decide carefully whether exclusions are necessary; an exclusion can reduce the protection provided by the affected rule. Microsoft’s ASR guidance distinguishes the standard protection rules from other rules and recommends testing those other rules before enforcement.

What App Control adds for scripts

App Control for Business applies code policy to scripts as well as applications. For PowerShell, files allowed by policy can run with Full Language rights; unapproved files may instead run in Constrained Language Mode or be blocked, depending on configuration. PowerShell scripts that fail policy are not necessarily stopped outright unless the relevant policy configuration, such as BlockScriptOnPolicyFailure, is in place. Policy design should account for required files, modules, dependencies, and module exports. Microsoft’s PowerShell App Control guide documents these behaviors and configuration options.

App Control is not a replacement for antivirus. Microsoft Learn states: “Although application control can significantly harden your computers against malicious code, it’s not a replacement for antivirus.” Keep an active antivirus solution alongside App Control. Version and host considerations

  • Microsoft’s script-enforcement documentation covers Windows 10, Windows 11, and listed Windows Server versions including Server 2016 through Server 2025. Available policy capabilities differ by Windows release; check the documentation for the release you manage. See the supported-platform and script-host details.
  • PowerShell 7.4 added App Control audit support. Its audit events are written to the PowerShellCore/Analytic log, which is not enabled by default and can grow quickly. Enable it for the audit period, then disable it when that period ends. Microsoft documents the audit-log setup and behavior.
  • Validate script hosts beyond PowerShell: Microsoft notes that App Control can change host behavior even in audit mode, and MSHTA and MSXML execution can be blocked when script enforcement is active. Review the host-specific caveats.
  • The FileOnlyEntry setting is documented for PowerShell 7.6.6 and newer. It blocks command-string, encoded-command, pipeline, and interactive execution paths, limiting PowerShell to scripts invoked with -File. Do not rely on it with an earlier PowerShell version. Check the version requirement and configuration details.
  • PowerShell 5.1 on Windows 10 and later passes script blocks to AMSI; PowerShell 7.3 expanded AMSI data to include .NET method invocations. These are PowerShell security integrations, not replacements for policy design or antivirus. Microsoft’s PowerShell security-features documentation covers the AMSI details.

Where PowerShell execution policy fits

Execution policy can help reduce accidental runs of some downloaded scripts, but it does not establish which code is trustworthy. With RemoteSigned, downloaded files marked as coming from the internet may need a trusted signature, while locally written scripts can still run unsigned. Some download methods do not attach the internet zone marker, so a file may not receive the expected treatment. Microsoft’s execution-policy reference explains the conditions and limitations.

Use execution policy as an administrative safeguard, not as the main answer to malicious scripts. It is weaker than App Control’s policy-based decisions and does not replace Defender’s malware inspection.

A practical rollout for managed Windows devices

  1. Inventory what must run. Record required script files and modules, PowerShell versions, scheduled tasks, management agents, and other script hosts used by people and business workflows.
  2. Select relevant ASR rules. Choose rules that address the risks in your environment. For rules outside the standard protection set, gather Audit-mode results before considering Warn or Block. Investigate workflow conflicts and assess any proposed exclusions. Use Microsoft’s ASR guidance to distinguish rule categories and rollout considerations.
  3. Design App Control around required code. Allow the files and modules your workflows depend on, and check dependencies and module exports. Decide whether policy failures should constrain PowerShell or block scripts, including whether the BlockScriptOnPolicyFailure configuration is appropriate. Consult the PowerShell-specific policy guidance.
  4. Collect PowerShell audit events where supported. In PowerShell 7.4 and later, enable PowerShellCore/Analytic to review App Control audit events during the evaluation period. Because the log is off by default and can grow quickly, disable it when the period ends. Follow Microsoft’s logging instructions.
  5. Test every relevant host and workflow. Check business scripts, scheduled tasks, management tools, and non-PowerShell script hosts. Audit mode does not guarantee that every host behaves exactly as it would without policy.
  6. Enforce deliberately. Resolve required-script failures, then move suitable policies into enforcement in stages. Keep antivirus protection active alongside App Control.
