That means planning for continuity as well as security and restoration—not assuming every service needs a duplicate or that a backup alone is enough.
What does technology resilience mean?
Technology resilience is an organization’s ability to prepare for disruption, maintain essential functions where possible, and recover when systems or services fail. It includes infrastructure and data, but also people, decision-making, suppliers, and the dependencies that connect one service to another.
CISA’s Critical Infrastructure Security and Resilience Month Toolkit emphasizes preparation, continuity, recovery, and the ability to operate in a degraded state. The ten strategies below are an editorial synthesis of CISA guidance, a 2024 Natural Resources Canada data-centre guide, and a 2026 peer-reviewed study. They are not an official ten-part standard.
How do you build resilience in technology?
1. Identify critical services and their dependencies
Start with the business functions people depend on, rather than beginning with an inventory of servers or applications. For each essential service, map the technology, data, staff, facilities, suppliers, networks, and other infrastructure it needs to work.

Trace dependencies far enough to see how an interruption could spread. A service that appears independent may rely on a shared identity system, network provider, cloud service, or facility. CISA warns that interconnected infrastructure can create cascading effects, so include relevant third parties in the map.
2. Prioritize risks by disruption and consequence
Identify threats and vulnerabilities that could interrupt the services you have prioritized, then focus mitigation work on the risks with the greatest operational consequences. Consider not only how a failure might start, but what would stop working next and how difficult recovery would be.
This risk-prioritized approach helps distinguish material weaknesses from issues that can be addressed later. CISA recommends prioritizing risk rather than treating all infrastructure or systems identically.
3. Set acceptable downtime and recovery goals
Business owners and technology teams should agree, service by service, on how long an interruption can be tolerated and how quickly useful capability must return. A customer-facing transaction service, for example, may have different recovery expectations from an internal tool that can remain unavailable longer.

Use those agreed goals to guide architecture, staffing, recovery procedures, and spending. They are business decisions as much as technical ones: technology teams can explain what is achievable and at what operational cost, but the business must determine the impact it is prepared to accept.
4. Design for continuity and degraded operation
Plan how essential work can continue when part of a system is unavailable. Depending on the service and its dependencies, that could mean an alternate capability, a manual process, or another way to keep a reduced level of service available while a full restoration is underway.
Redundancy can help, but full duplication is not automatically the right answer. Natural Resources Canada’s Best Practice Guide for Canadian Data Centres (2024) says resilience levels should match business requirements and cautions against unjustified oversizing. Choose continuity measures that support the recovery goals you have set.
5. Modernize high-risk single points of failure
Use the risk and dependency assessment to find legacy infrastructure or other single points of failure that could materially threaten reliability or recovery. Prioritize modernization where it reduces a significant, understood risk—not simply because a component is old.

For each proposed investment, connect the change to an outcome the business values, such as making an essential service more recoverable or reducing reliance on a fragile dependency. This makes it easier to compare modernization with other resilience work competing for resources.
6. Plan backup, recovery, and restoration
Document how systems and data will be restored, who can authorize recovery, and what must happen first. The restoration sequence should reflect service dependencies: restoring one component may not bring a service back if a required network, supplier, or supporting system is still unavailable.
Backups are one part of recovery planning, not a complete recovery plan. The sources support planning and testing recovery but do not establish a universally suitable backup product or architecture. Select an approach based on the service’s recovery needs and the dependencies the plan must address.
7. Prepare incident coordination and communications
Define who leads an incident, who makes decisions about invoking recovery, and how internal teams and relevant partners share information. Make responsibilities clear before an interruption, including how decisions that affect service continuity will be escalated.

Communication arrangements should support action: responders need to know what has failed, which services are affected, and who can approve the next steps. Coordinate these decisions with the service’s downtime and recovery goals.
8. Build capable, supported IT teams
Resilience depends on the people responsible for delivering and restoring technology services. Train staff for their incident roles, encourage clear communication and problem-solving, and make sure teams can work across the boundaries between infrastructure, applications, security, and business operations.
A 2026 Information Systems Journal study by Raymond Henry and coauthors surveyed 157 IT leaders and examined relationships among IT service quality, governance practices, and organizational IT resilience. Its findings make people and service practices relevant to resilience planning, but the sample and results are specific to that study context—not an industry-wide benchmark.
9. Use adaptable governance and coordinate with suppliers
Make ownership of essential services and risk decisions explicit. Technology choices should reflect business priorities, while governance should allow teams to respond as systems, threats, and dependencies change.

Include suppliers and external infrastructure providers where a service depends on them. Agree on relevant coordination and information-sharing arrangements rather than assuming that an internal recovery plan alone can restore a service whose critical dependencies sit outside the organization.
10. Exercise, learn, and improve
Test recovery plans against realistic disruptions, not just ideal conditions. Exercises can reveal unclear authority, missing dependencies, impractical restoration sequences, or gaps between a written plan and what a team can actually do.
After each exercise or real incident, record what worked and what did not, assign changes to owners, and update the plans. Revisit them when services, suppliers, infrastructure, or threats change. CISA recommends exercising for continuity and recovery and using lessons to improve readiness.

When choosing between architecture, recovery, or service options, compare them against the same business requirements. The following decision axes are a practical synthesis of the cited guidance, not a prescribed scoring system:

- Recovery needs: How much downtime and data loss can the business accept for that service?
- Dependencies and separation: Does the option rely on the same supplier, network, facility, or other infrastructure as the primary service?
- Testability: Can the organization exercise recovery and verify that the approach works?
- Security and operational complexity: What new operational demands or risks does the option introduce?
- Staffing and supplier requirements: Are the people and external partners needed to operate or recover it available?
- Total cost: Does the expected resilience benefit justify the investment for this service?
Natural Resources Canada’s 2024 guide is specific to Canadian data centres; its advice to tailor resilience to business requirements is useful when evaluating data-centre choices, but it does not set a universal level for every organization.
Where should a business start?
- Choose an essential service. Identify the business function and the people who are accountable for it.
- Map its dependencies and risks. Include internal systems, external suppliers, facilities, and infrastructure that could interrupt or delay recovery.
- Agree on recovery expectations. Have business and technology leaders define tolerable downtime and the speed of return needed for useful capability.
- Select proportionate measures. Decide what continuity, modernization, backup, and recovery work addresses the highest-priority risks without adding unjustified complexity.
- Assign owners and exercise the plan. Clarify authority and communications, test a realistic disruption scenario, then track resulting changes to completion.
This sequence turns resilience from a collection of isolated controls into service-focused preparation, continuity, and recovery work.
