Investigative reporting has documented intense industry advocacy around the EU’s proposed broad restriction on PFAS, the chemicals often called “forever chemicals.” But lobbying activity is not proof that it caused a delay or changed the outcome: the restriction is still being assessed, and it has not been adopted. The European Commission said in June 2026 that it expected the European Chemicals Agency (ECHA) to complete its scientific assessment by the end of 2026, after which the Commission would present a proposal.
What the EU is considering—and where the process stands
The policy at the centre of the lobbying debate is a proposed broad, sometimes called “universal,” restriction on PFAS under the EU’s REACH chemicals regulation. PFAS are a large family of man-made chemicals used in many industrial and consumer applications. Their persistence and potential to accumulate are central concerns in the Commission’s account of the issue.
The restriction is not yet law. In its 15 June 2026 update, the Commission said ECHA was expected to deliver its final scientific assessment by the end of 2026, after which the Commission would present a restriction proposal. The Commission’s July 2026 REACH Restrictions Roadmap still listed PFAS work as ongoing. Those are dated process updates, not confirmation that an assessment or proposal has since been completed.
The Commission’s stated direction
The Commission says it will consider a ban on PFAS in consumer goods. For industrial applications, it says continued use could be allowed for critical uses where adequate alternatives are not yet available, under strict conditions and until substitutes are developed. Commissioner for Environment, Water Resilience and a Competitive Circular Economy Jessika Roswall described the approach on 15 June 2026 as seeking a ban in consumer goods and in industrial uses “where adequate alternatives exist.” This describes the Commission’s intended approach; it is not the text of an adopted restriction.

The debate therefore involves questions of scope, alternatives, critical uses and possible transition arrangements—not simply a choice between public health and industry. The Commission itself describes substitution and critical industrial uses as part of the policy problem.
What the lobbying investigation documented
The Forever Lobbying Project, a collaborative investigation coordinated by Le Monde with Corporate Europe Observatory and media partners, reported on industry efforts to influence the proposed restriction. Le Monde described a year-long investigation into PFAS pollution and lobbying, based in part on public-record requests and collected documents. The project said it involved 46 journalists and 29 media partners in 16 countries.

Consultation participation and spending figures
In a 15 January 2025 report, Le Monde said ECHA received 5,642 contributions to the consultation on the proposed restriction, and that two-thirds came from economic actors. It reported coordinated participation, including a password-protected Chemours advocacy portal that provided materials to customers. These are the investigation’s descriptions of the consultation and advocacy—not a finding by ECHA that participants acted improperly.
Le Monde also reported, citing declarations in the EU Transparency Register, that Chemours’ declared EU lobbying expenditure rose from €550,000 in 2017 to more than €2.25 million in 2023. Those are figures for the years reported, not current spending estimates. They document spending as reported by the investigation; they do not, on their own, show what policy effect the spending had.

Arguments for continued uses
The investigation reported that industry groups representing sectors including batteries, medical devices, textiles and semiconductors argued for continued uses or exemptions. These are attributed advocacy positions. They are distinct from ECHA’s scientific assessment and from the Commission’s eventual proposal and legislative decisions.
Access, records and what they establish
The project also reported a January 2024 email from Cefic director Marco Mensink to the Belgian prime minister’s office concerning an industry summit, as well as gaps in records of some discussions. These examples raise questions about transparency and lobbying channels. They do not by themselves establish that access was improper or that lobbying caused a particular policy outcome.

What is known about the Ramboll conflict-of-interest complaint
Transparency International EU reported on 29 January 2026 that it and Corporate Europe Observatory, LobbyControl and the Good Lobby had complained about ECHA contracts with Ramboll. The groups pointed to reporting that Ramboll had advised ECHA on PFAS while allegedly advising companies lobbying over PFAS rules. This is a civil-society complaint and an allegation; the complaint itself does not establish misconduct.
According to Transparency International EU, ECHA said it assessed possible conflicts. The watchdog also reported that ECHA subsequently expanded rules requiring service providers to assess conflicts and requiring tenderers or contractors to declare and avoid them. That account distinguishes the allegation, ECHA’s reported response and the reported changes to the rules; it should not be read as a finding that the agency or contractor violated them.

The broad restriction is not the only PFAS measure
Several PFAS-related measures have different scopes and legal status. In a July 2026 roadmap, the Commission said that since 2022, 11 REACH restrictions covering hundreds of hazardous substances had been adopted, while six more were at final evaluation stages. It listed PFAS among major ongoing initiatives. The figures describe the broader REACH restrictions programme, not the number of PFAS restrictions.

The drinking-water regime is already in application and should not be confused with the pending broad REACH restriction. The Commission described mandatory monitoring and harmonised limits as tools for Member States to detect and address PFAS in drinking water.
What the evidence does—and does not—show about influence
The reporting documents substantial consultation participation, advocacy activity and declared lobbying expenditure. It also describes access and record-keeping concerns. Those facts make lobbying a legitimate part of the story, but they do not establish that lobbying caused the restriction’s timetable, changed the scientific assessment or determined the final policy. The reviewed material does not identify an official measure of lobbying’s causal effect on the pending restriction.
For now, the most concrete way to assess the policy is to keep the stages separate: ECHA’s scientific assessment, the Commission’s proposal and the eventual decisions on scope, exemptions and conditions. Until those steps are completed, lobbying positions and the Commission’s stated direction are not the final legal rules.
