IMF Managing Director Kristalina Georgieva urged governments to act faster on public debt and inequality while preparing for artificial intelligence’s economic effects. In remarks delivered in Singapore on October 7, 2026, she framed the challenge around heavy borrowing, rapid AI investment and shocks linked to conflict. The policy priorities reported by the Associated Press include controlling spending and inflation without abandoning vulnerable people, regulating AI, training workers and improving energy security.
What Georgieva urged governments to do
The Associated Press reported that Georgieva called for countries to rein in public spending and raise borrowing costs when needed to control inflation, while protecting vulnerable people. She also urged governments to:
- Develop policies to regulate AI well.
- Train workers for changes in the labor market.
- Make labor markets more flexible and facilitate entrepreneurship.
- Improve energy security.
These are reported policy priorities, not a published regulatory blueprint: the IMF event listing described the speech as “Coming Soon,” and no full official transcript of the October 7 remarks was available in the account published by AP.
Why AI investment is both an opportunity and a risk
Georgieva described AI as increasingly important to countries’ economic prospects. “Love it, hate it or fear it, AI is here, rapidly becoming a key driver of countries’ relative fortunes in the world economy,” AP quoted her as saying.

Investment is arriving before all the gains
Spending on AI and data centers is already supporting stock markets, corporate earnings and current economic growth, AP reported. But the construction and investment costs come before the full productivity benefits are known. If earnings fail to meet expectations, the shortfall could expose financial vulnerabilities, including leverage among large technology companies and investors’ concentrated holdings of U.S. equities.
Energy demand adds pressure
Data-center growth requires more energy, adding to demand at a time when energy costs are already high. AP also linked AI-related energy demand and conflict-related disruptions to wider pressure on fuel, fertilizer, food and other commodities. That makes energy security part of the economic challenge, not simply an infrastructure issue.

Debt, inequality and the policy trade-off
Georgieva’s reported appeal was not simply to cut spending. Governments face pressure to curb borrowing and control inflation while protecting people who are vulnerable to higher prices or reductions in public services. AP reported that wealthy countries with large debt burdens and low-income countries struggling to balance public services against debt repayment are both affected, though it did not provide a country-by-country prescription.
She urged policymakers not to delay necessary action, saying, “My message to the world’s economic policymakers next week will be this: we cannot keep delaying necessary policy action – you have the tools, now have the wisdom to use them,” according to AP.

What the IMF had said about debt before the speech
In a separate statement on September 1, 2026, Georgieva said worldwide public debt was almost 100 percent of GDP, exceeded its post-World War II highs and was set to rise further. The IMF called for credible medium-term fiscal consolidation plans in that statement. This is earlier IMF context, not a new debt figure announced in the October 7 speech.
The September statement also said that AI’s effects on future productivity and financial stability remained uncertain. That distinction matters: current investment can boost activity even as the scale and distribution of later gains—and the risks if expected earnings do not arrive—remain unresolved.

Asia-Pacific’s growing economic role
AP reported that Georgieva cited Asia-Pacific as accounting for 43% of global economic activity, compared with 25% in 1991, and said seven of the ten leading countries for AI-related trade are in the region. These figures are reported by AP as part of its account of her remarks; they should not be read as independently verified IMF statistics.
The IMF-World Bank Annual Meetings were scheduled to take place in Bangkok from October 12 through 18, 2026. Georgieva’s reference to policymakers acting “next week” came ahead of those meetings.

What is—and is not—being proposed
The reported speech sets out broad priorities rather than a specific AI law, binding international standard or detailed country-level debt plan. Its central tension is practical: governments are being asked to manage debt and inflation, cushion vulnerable people, build worker readiness and energy resilience, and oversee AI while investment and its eventual economic returns remain uncertain.
