An AI agent can do more than reply: depending on its design, it may choose tools, take a sequence of actions, and pursue a goal with limited human supervision. A traditional bot, by contrast, is often configured to follow predefined rules or workflow steps. The practical difference is not the label—it is what the system is authorized to access and change, and when a person must approve its actions.

What is the difference between an AI agent and a traditional bot?

“Traditional bot” is a useful shorthand for a system that follows configured rules, triggers, or workflow branches. An AI agent may use a model to decide which tools to call and in what order as it works toward a goal. Some agents may also use memory. These are practical distinctions, not universal definitions: systems vary, and the label alone does not establish how autonomous or capable one is.

Recovery Rollback depends on the workflow and the systems it uses. Plan for revoking access, containing activity, and reviewing actions already taken.

This comparison describes common design patterns, not every bot or agent. A bot with broad write privileges can still cause substantial harm; a carefully constrained agent may have very limited authority.

Can an AI agent take actions without approval?

Yes, if its implementation allows it. An agent may be configured to call tools and carry out permitted actions without pausing for a person each time. Whether that is appropriate depends on the action’s consequences, the agent’s access, and the controls around it—not simply on whether the system is called an agent.

OWASP Cornucopia’s agentic AI guidance recommends applying change-management controls used for human administrators, with additional guardrails for autonomous operation. It calls for explicit human approval when an action would modify security-relevant configuration, permissions, or infrastructure state. The guidance does not set one approval threshold for every organization or risk level.

Put approval at consequential changes

Design review gates around changes that could materially affect systems, data, access, or security. The reviewer should be able to inspect the proposed action and its scope before approving it. A gate at the beginning of a session is not a substitute for approval at a later, consequential change.

Match autonomy to impact

Low-impact, reversible tasks may be suitable for more automation when the agent’s authority is tightly bounded. Actions that expand access, change security settings, alter infrastructure, or affect important records call for stronger review. This is a risk-based design approach, not a universal threshold prescribed by the cited guidance.

What permissions should an AI agent have?

Give an agent a distinct, attributable identity and only the permissions its task requires. NIST’s National Cybersecurity Center of Excellence describes agent identity and authorization as an important concern because agents may access diverse data, tools, and applications. Its project page characterizes agents as systems capable of autonomous decisions and action with limited human supervision.

In February 2026, NIST published a concept paper on the identity and authority of software agents and announced its AI Agent Standards Initiative. Those efforts focus on standards and secure, interoperable approaches; they do not mean every deployment already follows one universal agent-permission standard.

Use a permission checklist

  • Assign a separate identity. Make it possible to attribute activity to the agent instead of silently using a person’s broad credentials.
  • Limit scope. Specify which tools, resources, records, and actions the identity can use, and exclude unrelated systems.
  • Separate reading from writing. Start with read-only access where possible. Grant write access only when the task requires it, and constrain what can be changed.
  • Make authority revocable. Define how to disable the identity or remove its access if the task ends or the agent behaves unexpectedly.
  • Review access over time. Check whether the original task still justifies the tools and permissions the agent retains.

These are practical controls drawn from the identity and authorization concerns raised by NIST; they are not a claim that one detailed, universal standard mandates this exact checklist.

How can you keep an AI agent from changing things it should not?

Control the tools and actions it can reach, not just the wording of its instructions. OWASP’s AI Agent Security Cheat Sheet identifies risks such as memory poisoning and excessive autonomy, and recommends per-tool permission scoping, including distinguishing read-only from write access. It warns against unrestricted tool access and wildcard permissions.

Constrain tools, destinations, and authority

  • List the tools the agent can call and remove tools unrelated to its task.
  • Restrict access to the specific records or resources needed; do not treat access to a tool as a reason to grant access to everything it can reach.
  • Limit external destinations where the architecture allows it, and consider isolation for tasks that process untrusted material.
  • Do not let the agent grant or expand its own authority without a separately controlled approval.
  • Require human authorization for security-sensitive changes, following the change-management approach described by OWASP Cornucopia.

NIST’s August 5, 2025 account of lessons from the Consortium on tool use in agent systems raises whether agents should be configured with write permissions. That is a design question, not a blanket prohibition: write access needs a stronger justification and tighter bounds than read-only access, with review proportionate to the potential impact.

How can untrusted content hijack an agent?

An agent may encounter instructions in material it reads or processes, including content from external sources. If it can also invoke powerful tools, an attacker may try to steer it into using those tools in an unsafe way. OWASP’s agentic risk guidance highlights behavior hijacking, tool misuse, and identity or privilege abuse; its security guidance also identifies memory poisoning as a risk.

NIST’s January 2025 technical blog, “Strengthening AI Agent Hijacking Evaluations,” describes an evaluation scenario in which an agent with command-line access in a Linux container was tasked with downloading and running a program from an untrusted URL. NIST explains that successful hijacking in this scenario could permit arbitrary code execution in that environment. This is an evaluation example, not proof that every deployed agent is vulnerable or that the result applies to all models and configurations.

For deployments that process untrusted content or expose sensitive tools, consider isolated execution, constrained network access, allowlisted tools, and approval gates for risky actions. The right implementation depends on the system’s architecture; the controls should be checked against the actual tools, data, and destinations available to the agent.

What should you record and how should you respond to a problem?

Keep records sufficient to reconstruct what the agent did, which identity it used, and what authority it had at the time. The NIST and OWASP materials discussed here support the need for identity and authorization controls, but they do not establish one complete logging specification for every agent deployment.

Plan a response path before enabling consequential actions: revoke or disable the agent’s access, contain the affected tool or environment, and review its activity to identify changes that may need correction. Revocation stops further authorized access; it does not by itself undo actions already taken, so recovery also depends on the connected systems and their rollback or restoration capabilities.
