Give contractors individual, task-limited accounts; approve the systems, data, devices, and connection methods they need; require strong authentication; monitor access; and plan how it will be removed. Assign an internal sponsor to own the request and make sure access is reviewed during the engagement and revoked when the work ends.
The guidance cited here comes from U.S. federal sources. Use it as a framework, then adapt controls to your jurisdiction, sector, information, and contractual obligations.
What to approve before access is granted
Start with a documented request, not an account. Record enough detail to make the decision auditable and to define what IT should provision:
- Internal sponsor: Name the person accountable for the contractor’s work and access.
- Business purpose and task: Describe the work the contractor must perform.
- Systems and information: Identify the specific resources and data required, including their sensitivity.
- Privilege level: Specify whether ordinary user permissions are sufficient or whether narrowly scoped administrative access is necessary.
- Device and connection route: State which device types and remote-access methods are approved.
- End date and removal owner: Set an expected end date, identify who must initiate revocation, and define how promptly it must happen.
Document any confidentiality or access agreement required by organizational policy or applicable obligations. How to provision contractor identities and permissions
Create an attributable identity
Issue a separate account tied to the individual contractor. Shared employee accounts obscure who performed an action and make it harder to change or revoke one person’s access without affecting others. Include contractor onboarding, role changes, and offboarding in the organization’s identity and access management lifecycle. CISA describes enterprise identity and access management as providing visibility into identities and formally managing identity changes, preferably through automation: CISA TIC 3.0 Remote User Use Case, version 2.2.
Limit access to the work
Grant only the permissions needed for the approved task and resources. Keep administrative access separate from routine work and tightly limit privileged accounts. Review the request at the resource level rather than treating “contractor” as a blanket permission category. CISA’s remote-user guidance supports least privilege and limits on privileged accounts; it does not prescribe one universal time limit or a specific just-in-time access product.

Require strong authentication
For remote access and sensitive actions, use strong multi-factor authentication (MFA). Where the organization’s identity provider and applications support it, prefer phishing-resistant methods such as PIV, FIDO2, or WebAuthn. CISA’s July 2025 federal remote-user guidance says agencies should, wherever possible, employ phishing-resistant MFA, and advises re-verification when remote users seek suspicious or sensitive actions. These are recommendations for federal agencies, not a guarantee that every organization or application supports every method.
How to decide which devices can reach which resources
Do not assume that a contractor-owned device is either always acceptable or always prohibited. Decide which device and resource combinations are allowed, with safeguards appropriate to the sensitivity of the information. A resource-by-resource matrix makes the decision concrete:

CISA’s Federal Mobile Workplace Security guide distinguishes government-furnished equipment from bring-your-own-device (BYOD) and includes separate contractor, partner, and vendor tiers. Its example allows limited access to some resources while denying remote contractor access to certain sensitive ones. Treat the federal example as a model for making explicit choices, not as a rule that applies to every organization: CISA Federal Mobile Workplace Security.
How to oversee access during the engagement
Access approval is not a one-time decision. Keep changes controlled, check that permissions remain current, and monitor relevant activity so unusual access can be investigated.

- Have the sponsor notify IT and security when the contractor’s task or role changes.
- Review permissions periodically against the work still being performed; remove access that is no longer needed.
- Log relevant access and investigate anomalous activity under the organization’s monitoring and incident procedures.
- Keep the account and its privileges aligned with the approved scope as systems or project needs change.
CISA recommends visibility into identities and periodic review of external-supplier permissions, but the cited guidance does not set one universal logging configuration or review interval. Set intervals and evidence-retention practices according to organizational policy and applicable obligations.

Make offboarding an assigned operational step, not an assumption that a contract end date will disable access automatically. CISA’s Catalog of Recommendations, version 7, says: “The organization establishes procedures to remove external supplier physical and electronic access at the conclusion/termination of the contract in a timely manner.” The organization must define what “timely” means for its own work and risk, and assign a responsible owner: CISA Catalog of Recommendations, version 7.

- Trigger the process: Require the sponsor or contract owner to notify IT and security when the engagement ends or access is no longer needed.
- Revoke electronic access: Remove the contractor’s account access, group memberships, tokens, remote-access routes, and other relevant permissions.
- Revoke physical access: Disable facility credentials or other physical permissions that were issued for the work.
- Verify and record: Confirm removal across applicable systems and retain evidence according to organizational policy.
Also use role changes and periodic access reviews to catch permissions that should be removed before the contract formally ends.
How to compare contractor-access approaches
When choosing an implementation, compare the controls against the work and the organization’s risks rather than relying on a product label. Useful decision axes are:
- Privilege and resource scope: Can permissions be limited to the contractor’s actual task and required resources?
- Identity attribution and lifecycle: Is each action attributable to an individual, and can onboarding, changes, and offboarding be managed reliably?
- Authentication: Can the access route use strong, preferably phishing-resistant MFA where supported?
- Device ownership and posture: Can policy distinguish approved organization-furnished and contractor-owned devices for each resource?
- Remote exposure and monitoring: Can remote access be constrained and relevant activity reviewed?
- Revocation: Can access be removed promptly, completely, and verifiably?
These are practical comparison criteria derived from the cited guidance, not a vendor ranking or a claim that one access architecture is suitable for every organization.
