NTTがNTTモビリティを設立した狙いは、グループ各社に分散していた自動運転の知見を集約し、自治体や交通事業者に車両の提供から導入・運行支援、遠隔監視までをまとめて提供することです。2025年11月に発表された設立計画は同年12月15日に実現しました。2026年には実証拠点の運用と公道実証が始まっていますが、全国で商用サービスが展開済みという意味ではありません。
NTTモビリティはいつ設立され、何をする会社か
NTTは2025年11月、自動運転事業を担う専門会社を12月に設立すると発表しました。NTTモビリティは2025年12月15日に設立され、事業を開始しています。会社概要ではNTT株式会社が100％出資し、資本金は14億3,000万円とされています。設立完了と事業開始については、NTTモビリティの設立発表、株主と資本金については会社情報で確認できます。
同社が掲げる事業は、自動運転車両の提供・管理、導入や運行の支援、遠隔監視などです。自動運転車そのものを製造する会社というより、車両や自動運転システムをパートナーと組み合わせ、地域でサービスとして動かすための実務を支える会社と位置づけられます。
設立の狙いは、グループの知見を事業運営に結び付けること
NTTグループ各社は、自治体や地域の事業者と連携しながら自動運転の実証に取り組んできました。NTTモビリティを設けたのは、そこで得た技術や運用ノウハウを一か所に集め、地域ごとの実証で終わらせず、導入を検討する顧客に提供できる体制をつくるためです。NTTは全国各地のグループ企業の拠点や地域との関係も生かす方針を示しています。設立の目的と連携構想はNTTの2025年11月の発表に記載されています。

NTTは発表時点で、グループ会社による自動運転の実証が全国で35件を超えると説明しました。ただし、この数には2024年度の実績に加え、2025年度に予定していた実証も含まれます。すべてが完了済みの実証件数を示す数字ではありません。
自治体や交通事業者に提供するサービス

NTTグループ各社が地域の顧客窓口となり、NTTモビリティが自動運転の導入・運行に関する専門支援を担う構想です。必要に応じて、通信、利用者向けアプリ、保険なども含むサービス全体を組み立てるとしています。したがって、自治体や交通事業者が検討する対象は車両だけではなく、どの運行形態を選ぶか、地域で誰が運行を担うか、遠隔監視をどう組み込むか、導入後も継続できる運営体制をどう整えるかです。
2026年の状況：実証拠点と公道での取り組み
武蔵野市のCo-Creation Hub
NTTモビリティは2026年6月1日、東京都武蔵野市に設けた「Co-Creation Hub」の運用を開始しました。同社の説明では、車や歩行者、自転車が行き交う公道を含む通年の実証フィールドです。自治体、交通事業者、サービス提供者などと連携し、安全性の向上、遠隔監視・制御の仕組みの整備、導入後も継続できるサービスモデルの開発を目指します。概要はNTTモビリティの発表にあります。

May Mobilityのシステムを搭載したe-Palette
2026年9月3日、NTTモビリティとMay Mobilityは、May Mobilityの自動運転システムを搭載したトヨタのe-Paletteを使い、武蔵野市で公道実証を始めると発表しました。目的は走行性能や運行方法を検証し、将来のレベル4サービスにつなげることです。複数拠点での実証は同年度内の計画で、e-Paletteの車両を増やす時期として2027年度を目標に挙げています。いずれも発表時点の計画であり、完了した全国展開や、現在利用できる全国規模のレベル4サービスを示すものではありません。発表内容は両社の公道実証に関する告知で確認できます。
同発表によると、May Mobilityは日本の9都市で実証または運行を実施し、米国と日本での自動運転の累計走行回数は50万回を超えています。これは2026年9月の発表に基づくMay Mobility側の数字で、独立監査された統計として示されたものではありません。

NTTが示した事業規模の目標
NTTの島田明社長は2025年11月の記者会見で、グループ各社のノウハウをNTTモビリティに集め、今後の事業展開につなげる考えを説明しました。また、2030年ごろに数千億円規模の売上を目指す趣旨の発言をしています。これは会見時点でのNTTの意欲・目標であり、実現済みの売上や第三者による業績予測ではありません。発言の文脈は2025年11月4日のNTT社長記者会見で確認できます。
この設立発表をどう捉えるべきか
NTTモビリティ設立の本質は、自動運転車の販売開始ではなく、グループの技術・経験を束ね、地域の交通サービスとして導入・運営するための体制づくりです。車両の手配から地域に合わせた運行支援、遠隔監視、通信などを組み合わせることで、導入する自治体や交通事業者を支援しようとしています。2026年の実証は、その運用モデルや技術を確かめる段階にあり、計画された取り組みと、すでに提供されているサービスを区別して見る必要があります。
