There is a concrete basis for the Miami comparison. Axios reported that the first trailer’s opening shot includes the Loews Miami Beach Hotel, the Royal Palm South Beach Hotel, and the condominium tower at 1500 Ocean Drive. The report cited Daniel Ciraldo, executive director of the Miami Design Preservation League, who said: “I must say the depictions are pretty exciting, it looks like they took the best of South Florida from the Everglades to South Beach and everything in between.” Axios’s landmark analysis concerns trailer imagery, not a confirmed in-game location directory.

Why the real-world map will not match exactly
GTA VI uses recognizable Florida ingredients while fictionalizing and rearranging them. Ciraldo told Axios: “The architecture looks very realistic, though some buildings are out of order or on the wrong block!” That is a reminder not to use a trailer frame as a precise street map: the visual resemblance can be intentional even when the arrangement is not geographically faithful.

The comparisons also operate at different scales. A hotel façade may resemble a specific Miami Beach building; wetlands may evoke an entire ecosystem; a fictional town’s industry may parallel a regional economy. Those are not equally precise claims, and none by itself establishes an official real-world counterpart.
