A good AI safety test begins with a specific, falsifiable claim about a defined risk, then gathers several kinds of evidence under stated conditions. A benchmark, red-team exercise, or user test can show how a system performed within its scope; none can prove that the system is safe in every situation. The UK AI Safety Institute (AISI) calls advanced AI safety evaluation a nascent science with virtually no established standards of best practice.
What should an AI safety test establish?
Start by defining the safety claim: what behavior should the system resist, in what circumstances, and against which users or adversaries? “The model is safe” is too broad to test. A more useful claim identifies a specific unwanted behavior and the safeguards expected to prevent it.
The UK AI Security Institute’s evaluation approach uses safeguards against malicious cyberattacks as an example: the requirement should say that users must not be able to elicit the behavior. Its safeguard evaluation principles also call for documenting threat actors and assumptions, so readers can tell what a test result actually covers.
Which methods provide useful evidence?
Different methods answer different questions. An informative evaluation chooses methods that fit the claim and combines evidence rather than treating one score as a verdict.

Automated assessments and benchmarks
Automated tests can provide a broad, repeatable baseline across many tasks. But AISI characterizes them as broad and shallow: they can help identify areas for closer investigation, but do not necessarily probe every route to a failure.
Expert red-teaming
Red-teamers interact with a system to test its capabilities and try to bypass its safeguards. Their adaptive probing can expose weaknesses that fixed test cases miss. The findings still depend on the testers’ expertise, time, access, and choice of attacks.

Human-uplift studies
These evaluations ask whether AI assistance materially changes what a person can accomplish, including on harmful tasks. The comparison matters: results should be considered against existing tools, such as internet search, rather than treating AI performance in isolation.
Agent evaluations
Systems that plan over time, use tools, or act semi-autonomously need tests that account for those behaviors. A test of a model answering isolated prompts may not capture the risks of an application that can take a sequence of actions.

User and field testing
NIST’s ARIA program adds field testing to model testing and red-teaming. Its goal is to examine technical and contextual robustness, not only accuracy and performance. NIST’s ARIA overview describes this approach; its Evaluation Planning Manual, published September 18, 2026, presents a holistic application evaluation combining model testing, red-teaming, and user testing. Teams can use it as a starting point for a customized evaluation.
How can evaluators make results more credible?
Look for converging evidence. AISI lists red-team exercises, static evaluation on existing datasets, and automated robustness checks as possible sources of evidence. It also recommends involving third parties to gather or assess evidence and sharing the justification for review where feasible.

Interpret the result in relation to the tested system and conditions: its version, access level, tools, tasks, and threat model. A passing result means only that the test did not elicit the measured failure under those conditions. It cannot rule out unknown failure modes or establish how the system will behave in every deployment context; that limitation follows from the bounded scope of evaluation described by AISI and NIST.

Tests sample behavior rather than every possible situation
A benchmark samples tasks and prompts; a red team explores a wider but still limited set of interactions. Different prompts, tool configurations, users, or deployment environments can produce behavior the evaluation did not cover. This is a limitation of scope, not proof that any particular test has failed.

Methods have different blind spots
A benchmark measures what it was designed to elicit, which may not represent all relevant real-world tasks. Red-teaming adapts to a system but is constrained by the testers and the access they receive. Human-uplift studies connect evaluation to task performance, but their conclusions depend on meaningful comparisons and realistic conditions. AISI describes these methods as complementary and says evaluation science is still developing.
Attackers and safeguards change
A safeguard that withstands known attacks may be less effective when new jailbreaks appear. AISI recommends specifying requirements, documenting evidence, involving third parties, and reassessing protections as threats and best practices evolve. The International AI Safety Report’s November 25, 2025 safeguards update said sophisticated attackers can often bypass current defenses and that the real-world effectiveness of many safeguards remains uncertain. That is a dated assessment, not a guarantee about every current system or safeguard.
How should you compare AI safety tests?
These questions are a practical comparison framework drawn from AISI and NIST guidance, not a published universal rating scale.
- Claim and risk: What specific harmful capability, safeguard requirement, or deployment impact is in scope?
- Threat model: Which users, adversaries, access levels, and assumptions does the evaluation represent?
- Coverage: Are test cases fixed, adaptive, or based on real-world use? Which tasks or modalities are absent?
- Method: Is the evidence automated, expert-led, based on human performance, focused on agent behavior, or gathered in the field? Do methods complement one another?
- Conditions and access: Did the evaluation use a system, tools, and access conditions representative of deployment?
- Independence: Did a third party gather or critically review the evidence?
- Time horizon: Is reassessment planned after new attacks or material system or deployment changes?
- Interpretation: Does the report explain both what the result supports and what it cannot establish?
What does a good evaluation plan do next?
AISI’s safeguard principles lay out five connected steps: state requirements and assumptions; establish a safeguards plan; document evidence that safeguards are sufficient; plan regular assessment; and decide whether the evidence and ongoing assessment plan together support the requirements. This makes evaluation an ongoing process rather than a one-time pre-release hurdle.
