A World of Warcraft built around a level 1–60 journey, rather than a steady climb to ever-higher caps, sounds like a better fit for players who enjoy leveling but don’t want to feel left behind every expansion. Blizzard’s announced systems support that direction—but the available official material does not promise that the level cap will never rise.
What Blizzard has announced about World of Warcraft: Forever
Blizzard describes Forever as a Classic-rooted experience centered on a level 1–60 journey. Its announcement outlines two systems that give that journey more structure: Legacy progression for players who enjoy leveling and developing alts, and Camping, a shared outdoor system involving professions and buffs. Blizzard’s announcement presents the concept, while its deep-dive explains the progression design.
The important distinction is between a clear design direction and an absolute promise. Blizzard’s accessible deep-dive describes the 1–60 journey and related systems; the explicit wording “no increase in the level cap” appears in a player discussion, not in the official material cited here. So the hard-cap idea is a compelling reason to watch Forever, but it is not established as a guarantee for every future update.
How progression could work without a higher level cap
Legacy Points carry challenges across characters
Blizzard says players earn Legacy Points by completing challenges. Points are shared across a player’s alts, but each character spends them separately in that character’s Legacy trees. At launch, each character can spend up to 16 points. Blizzard also says players can continue completing challenges and that the system is intended to grow. That makes leveling multiple characters part of progression rather than merely a way to repeat the same climb.

Camping adds shared outdoor activity
Camping is described as a shared outdoor system that brings professions and buffs into the experience. It offers another activity alongside the character-by-character progression trees, though Blizzard’s description does not establish how much new max-level content or long-term variety players will receive.
Classic combat and gear remain part of the appeal
Forever’s combat is rooted in Classic’s feel and pacing, according to Blizzard. The studio says it is revising stats and adding situational effects to gear so equipment choices can vary with a player’s role, activity, playstyle, environment, or enemy. That points toward making gear decisions more contextual rather than treating every upgrade as a simple step toward a bigger number.

This approach will suit players who like deliberate Classic combat and adapting their loadout to the situation. It may be less appealing if the main draw of an MMO is a fast combat loop or a constant stream of levels that immediately replace older progression.

The open question is what happens after the journey
A player forum discussion dated October 5, 2026, argues that a game with characters at or near the maximum level will need enough worthwhile goals at that level, as well as engaging leveling content. That is one player’s concern, not a poll or evidence of general opinion, but it identifies the design challenge clearly: a stable cap removes one familiar form of progress, so the quality and variety of the alternatives matter more.

Blizzard’s announced systems show how Forever could make challenges, alts, outdoor activity, and gear choices carry more weight. They do not prove that every player will find the endgame sufficient, or establish how future support will develop. The game’s appeal may therefore depend on whether you enjoy the journey itself enough to make it the main attraction.

In an interview report, GamesRadar quoted Clayton Stone, associate production director on WoW Classic, saying Blizzard had “no plans” for a WoW Token or purchasable boost. That describes the plans reported at the time, not a permanent policy guarantee. “The journey really is what the game is,” he says. “I mean, the endgame is amazing… the endgame is epic. It’s awesome. And, all the stuff we’ve done with the endgame is amazing, but the journey is so important and you play the game or you get better at the game by playing the game and it’s all about that level 1 to 60 journey and the people you meet along the way.”
For a player who would rather revisit the 1–60 climb, develop alts, and take on challenges than chase a new level cap, that philosophy is promising. For someone who needs a proven stream of endgame additions or an official guarantee that the cap is permanent, the announced direction alone does not settle the question.
