There is evidence that generative AI is being used in child exploitation, but the available evidence does not show that open-source AI tools alone are making offenders harder to stop. The distinction matters: documented risks include AI-generated or altered imagery and AI-enabled interactions, while the tools used to detect and investigate abuse have their own limits. NCMEC’s reporting figures show a growing AI nexus, not that one kind of model release caused it.
What the evidence says about AI and child exploitation
Generative AI is part of documented exploitation patterns, according to the National Center for Missing & Exploited Children (NCMEC). The organization identifies risks including creating abusive imagery, manipulating previously created abuse material, using fake accounts to entice children, and supporting sextortion. These harms involve more than images: conversations, grooming, coercion, and attempts to gain access to children also matter.
Child sexual abuse material (CSAM) refers to abusive imagery, while child sexual exploitation (CSE) also includes conduct such as enticement and sextortion. AI-generated or manipulated imagery can harm identifiable children even when an image does not depict an actual abuse event. It can be used to coerce, harass, bully, or re-victimize a child.
Those risks apply to generative AI broadly. The evidence cited here does not isolate open-source models as the cause, compare them with closed models, or establish that open-source release by itself has made investigations less effective. It supports a narrower conclusion: AI is part of an evolving threat, and preventing harm requires attention to both content and interactions.

What NCMEC’s AI-related figures do—and do not—show
NCMEC’s Generative AI page reports a sharp rise in CyberTipline reports with a generative-AI nexus: 4,700 in 2023, 67,000 in 2024, and more than 400,000 in 2025. These are reports, not counts of unique offenders, victims, or confirmed crimes. NCMEC also cautions that the nexus does not always reveal precisely how AI was used. Its page says more than 200,000 reports in 2025 had an AI nexus without enough information to classify the use.
Other figures describe different categories and should not be added together or treated as equivalent:

- NCMEC says its staff categorized more than 158,000 submitted images and videos as AI-generated between January 2023 and December 2025.
- NCMEC reports more than 182,000 2025 reports involving possession, generation, or attempted generation of GAI CSAM.
- NCMEC says more than 275 direct victims of GAI CSAM were identified in 2024 and 2025 alone.
- NCMEC received 21.3 million CyberTipline reports in 2025 and escalated more than 53,000 urgent or imminent-danger reports to law enforcement.
These figures indicate substantial reporting and investigative demands. They do not measure the prevalence of offending on their own, establish how many reports concern distinct people, or prove that any particular model or release policy caused the increase.
How detection systems can help—and where they fall short
Detection tools can help services sort large volumes of material and prioritize cases for human attention. They are signals for triage, not proof that a crime occurred, and they do not replace human review or investigation.

Image and video classifiers
Thorn’s July 22, 2024 announcement describes Safer Predict as a platform-facing service with image and video classifiers that predict whether content may be CSAM. The company says its system can provide risk scores for signals including CSAM, child access, sextortion, and self-generated content. These are vendor-reported capabilities, not an independent efficacy evaluation.
Text and conversation analysis
Safer Predict also uses text classifiers to assess conversation context, according to Thorn. The Australian eSafety Commissioner’s March 2026 Designing for Safety toolkit describes a case study in which potential CSAM is queued for human review and text classification can assess lines and conversations for signals such as sexual extortion and potential offline exploitation. The toolkit presents these as operational uses, not quantified evidence of outcomes.

Conversation-level analysis is important because grooming or enticement may be visible in the interaction rather than in an image. Conversely, classifiers can misread context, so a risk score should guide review rather than determine guilt.
Known-image matching
Hash-matching tools can help identify known material by comparing digital fingerprints. The OECD’s 2025 report discusses PhotoDNA and Meta’s PDQ and TMK+PDQF tools, as well as Google’s Content Safety API and Project Artemis, an anti-grooming tool made available by Thorn to qualified organizations offering chat.

The OECD cautions that hash matching is not used universally or consistently and is poorly suited to material that is new, live, or ephemeral. A match-based approach cannot by itself find previously unreported material or interpret a changing conversation. Services need safeguards adapted to their features and interaction types.
What to examine when evaluating a detection approach
- What it can see: known material, previously unreported imagery, text, or conversation-level signals.
- When it operates: on uploaded or stored content, or during live and ephemeral interactions.
- What happens after a signal: whether the system prioritizes a case, queues it for human review, or supports an investigation workflow.
- How it handles context: language, platform features, and the risk of mistaking a signal for proof.
- How it is governed: privacy, data handling, escalation, and reporting procedures.
- What supports its claims: a vendor description, regulator guidance, independent evaluation, or measured operational outcomes.
What changed in U.S. platform reporting
In the United States, the REPORT Act was enacted in May 2024. NCMEC’s October 29, 2024 guidance announcement says it requires U.S.-based platforms to report suspected child sex trafficking and online enticement to the CyberTipline. The Act also extended the platform content-retention period from 90 days to one year, according to NCMEC, giving investigators more time to seek relevant information.
This reporting framework is U.S.-specific; it should not be assumed to describe platform duties in other countries. NCMEC president and CEO Michelle DeLaune said the new reporting requirements would allow platforms to become “a first line of defense to safeguard child victims.” Reports support response and investigation, but their number alone does not establish the effectiveness of a detection system.
What the evidence means for the open-source question
The key distinction is between a real, documented AI-related exploitation problem and a narrower causal claim about open-source tools. NCMEC documents AI-related risks and reports; Thorn and eSafety describe detection workflows; and the OECD outlines technical coverage limits. Taken together, these sources show why platforms need layered approaches that address known images, new content, and interactions, with human review and appropriate reporting.
They do not establish that open-source AI is uniquely responsible for the threat, or quantify whether open-source availability has made stopping offenders harder than it otherwise would be. The evidence supports concern about misuse of generative AI and about the limits of detection—not a proven causal verdict on open-source release.
