You can avoid many unexpected baggage charges by checking the rules for every airline and fare on your itinerary before booking, then packing within those limits. There is no universal baggage allowance: fees and size or weight limits vary by carrier, route, and fare. Compare the total trip cost with the bags you plan to bring, not just the advertised ticket price.
Check baggage rules before you book
Look up the baggage allowance and charges for the exact fare and itinerary you are considering. The U.S. Department of Transportation advises travelers to check a carrier’s baggage policies before buying a ticket because extra charges or restrictions may apply to oversized and overweight bags. See the DOT’s Buying a Ticket guidance.
On a trip with more than one airline, check each carrier’s rules, including the airline operating each flight. A bag that fits one carrier’s limits may not meet another’s. The DOT notes that there is no single federal standard for carry-on size, weight, or number; aircraft and airline limits can differ. Its Plane Talk guidance recommends: “Check with the airline for any limits it has on the size, weight, or number of carry-on bags.”
Compare the trip’s full cost
For each flight option, add the fare to the baggage charges for the bags you expect to bring. Check what the fare includes, whether a carry-on or checked bag costs extra, and whether your bag’s dimensions or weight could trigger an additional charge. A fare that looks cheaper at first may not be the lower-cost choice once your baggage needs are included.

Whether it costs less to pay for a checked bag separately or choose a fare that includes one depends on that itinerary and your baggage. There is no reliable fee ranking that applies across airlines, so use the current terms for the specific fare rather than assuming a particular carrier or fare type will be cheaper.
Pack within the airline’s limits
Check dimensions and weight
Use the airline’s current limits for the route and fare. Check both the size and weight rules for carry-on and checked baggage; meeting one limit does not mean the bag meets the other. Oversized or overweight bags may incur extra charges, as the DOT’s baggage guidance explains.

Weigh checked bags before leaving
If a checked bag is close to the airline’s weight limit, a portable luggage scale can help you check it at home and redistribute items before departure. It is a practical aid, not a guarantee against a fee: the airline’s limit and its assessment at the airport control.
Keep essential items with you
Carry valuables, medication, keys, passports, essential documents, and irreplaceable items in a small carry-on. The DOT recommends this in its guidance on avoiding baggage problems. Keeping essentials with you does not change baggage fees, but it can reduce the impact if checked baggage is delayed or lost.

What changed in U.S. baggage-fee disclosures in 2026?
Older explanations of a federal requirement for airlines to display baggage fees upfront may no longer describe the current U.S. rule. In a June 30, 2026 update, the DOT said it issued a final rule implementing the Fifth Circuit’s vacatur of the 2024 ancillary-fee rule. The DOT described the restored framework as requiring airlines and ticket agents to alert consumers on the first website page where fare and schedule information appears that baggage fees may apply, direct them to where the fees can be found, and maintain a central place for ancillary-fee information.
For your own booking, use the airline’s baggage information rather than relying on an old summary of disclosure requirements. The DOT says baggage-fee information should be available through a clear link from the airline’s homepage and a link on the first screen showing a fare quotation. Fees and allowances can change, and rules outside the United States may differ, so verify the operating carrier’s current policy for your route and travel date.
