Not uniformly. Being able to access an AI tool is only one part of readiness. Schools also need prepared teachers, student AI literacy, clear rules, privacy-conscious decisions, equitable access and human accountability. UNESCO provides a useful framework for judging these conditions, but the evidence available here does not establish a current global readiness score or show that every school system has met them.
What does it mean for a school to be ready for AI?
Readiness is not a yes-or-no measure of whether a school has purchased or allowed an AI application. It is the capacity to use AI in ways that support learning while educators understand the tool’s limits, protect students and retain responsibility for consequential decisions.
UNESCO’s 2024 frameworks offer a reference for building that capacity. They are designed to guide competency frameworks, training and assessment; their existence does not mean teachers or students everywhere already have the competencies they describe.
What should teachers and students be able to do?
UNESCO separates teacher and student competencies, reflecting their different roles. Its 2024 frameworks organize development into three progression levels, but the dimensions and level names differ:

Teacher readiness is more than tool familiarity
Teachers need ongoing professional learning that helps them understand AI capabilities and limitations, assess outputs, select uses that fit their teaching goals and recognize ethical risks. UNESCO’s framework also includes AI pedagogy and professional learning, not just technical knowledge.
Human accountability is central: educators remain responsible for pedagogical decisions when AI is used in teaching or by students. A school should not treat an AI-generated answer or recommendation as a substitute for a teacher’s judgment.

Student readiness means literacy, not just permission
Students need opportunities to understand AI, use it thoughtfully and consider how AI systems are designed. UNESCO encourages schools to weave AI topics into core subjects, including STEM and social studies, rather than treating AI literacy as permission to use a particular product.
What should schools check before adopting an AI use?
Assess the proposed activity—not just the tool’s feature list. A school can use these questions before adopting a classroom application or expanding an existing use:

- Teacher preparation: Have educators had time and support to evaluate outputs, understand relevant limitations and decide whether the use fits the lesson?
- Learning purpose: Does the activity help students inquire, understand or practice, or does it mainly produce standardized answers? UNESCO cautions that AI without pedagogical guidance may weaken intellectual development.
- Human responsibility: Is a qualified educator still making and owning consequential pedagogical decisions?
- Privacy and participation: Have privacy concerns been considered, and have parents and other affected stakeholders had an appropriate role in adoption decisions?
- Equity and context: Can students access the activity, and have decision-makers considered bias, explainability, safety, language and cultural context?
- Evidence of fit: Is there evidence that the use helps with the intended learning task? The frameworks set out readiness considerations; they do not establish that a particular commercial tool improves student outcomes.
These checks reflect UNESCO’s emphasis on human-centred, equitable, inclusive, explainable and safe AI under human control and accountability. They also help distinguish a planned educational use from adoption driven mainly by novelty or availability.
What does the evidence say about readiness today?
A dated policy baseline illustrates why readiness should not be assumed. In the foreword to UNESCO’s 2024 teacher framework, UNESCO Assistant Director-General for Education Stefania Giannini reported that, as of 2022, only seven countries had developed an AI competency framework or professional development programme for teachers. That figure describes those two forms of national support at that time; it is not a current count of teacher skills, a measure of school-level outcomes or a present-day global readiness rate.

The frameworks provide a way to plan training and assess competencies, but the evidence here does not establish current readiness rates by country or district, compare school adoption levels, or show the effects of AI use on student outcomes. Schools therefore need to evaluate their own staff support, policies and learning goals instead of assuming that a national or global label settles the question.
