AI is shaping education through proposed uses such as personalized instruction, tutoring, teaching materials, and advising, while schools and policymakers are also focusing on AI literacy and educator development. These are emerging applications and policy priorities—not proof that AI improves learning in every setting. Whether a use is beneficial depends on the tool, the learners, the subject, and how it is integrated into teaching.
How is AI changing education?
AI is being considered for more than classroom chatbots. It can support instructional activities and education services, but official guidance describes possible applications and policy priorities rather than certifying particular products or establishing universal learning gains.

Can AI personalize learning?
AI may help tailor explanations, practice, or instructional support to a learner’s needs. But “personalized” describes an intended approach, not a guaranteed result. A system can produce individualized responses without accurately diagnosing what a student understands, choosing an effective next step, or improving learning.

Before using an AI tool for personalized instruction, educators should consider whether it fits the learning goal and age group, whether its responses can be checked, and whether teachers can see and respond to student progress. Accessibility, privacy, and the possibility that different learners receive unequal-quality support also matter. These are practical decision questions inferred from UNESCO, U.S. Department of Education, and OECD guidance, not a formal standardized scorecard.
What role will teachers and AI literacy play?
The policy direction is not simply to place AI tools in front of students. It also includes building the capacity to use and evaluate them. UNESCO reports that its student and teacher AI competency frameworks launched in 2024, while the U.S. Department of Education’s July 2025 proposed priority names AI and computer science education and educator professional development.

For students, AI literacy can include understanding what AI systems can and cannot do, assessing generated information, and using tools responsibly. For educators, preparation needs to connect tool use to subject knowledge, pedagogy, student needs, and the ability to review outputs. The cited policy sources identify these as areas of attention; they do not establish one required curriculum or a single implementation model for all schools.
What might the future of AI in education look like?
The future question is broader than whether students will use chatbots. The OECD’s Trends Shaping Education 2025, published on January 23, 2025, asks how advances in AI, virtual reality, and other technologies could transform teaching and learning. It connects technological change to work, high-skilled labor markets, lifelong learning, privacy, equity, wellbeing, and human interaction.

These are issues for strategic futures thinking, not predictions with fixed dates. Education systems may need to consider how changing work affects what people learn, how learning continues beyond school, and how technology changes interactions among students and teachers. The OECD report is a broad foresight publication, not a controlled study showing that AI tools improve learning outcomes.
What safeguards should schools consider?
UNESCO’s Guidance for generative AI in education and research, originally published on September 7, 2023 and updated on January 16, 2026, emphasizes human-centered, age-appropriate approaches, pedagogical design, ethical validation, and data privacy. It notes that publicly available generative AI is evolving rapidly and that regulatory frameworks may lag behind it.

The guidance calls for an age limit for independent conversations with generative AI platforms, but the information summarized here does not specify a particular age threshold. The U.S. Department of Education’s July 2025 announcement also highlights privacy and stakeholder engagement, especially engagement with parents. Schools should apply relevant laws and local requirements rather than treating a general policy announcement as a complete compliance checklist.
- Protect student information: Understand what data a tool collects, how it is used, and what privacy protections apply.
- Keep people involved: Ensure educators can review AI-supported work and make consequential instructional decisions.
- Match the use to learners: Consider age appropriateness, accessibility, and whether the tool supports a defined pedagogical purpose.
- Assess equity and interaction: Consider who can benefit, who may be disadvantaged, and how the use affects human contact and student wellbeing.
How should schools judge an AI education tool?
Since a policy priority or product feature is not evidence of effectiveness, evaluate a proposed use in its actual context. A practical review can ask:

- What learning need is being addressed? Specify the instructional task and why AI is being considered for it.
- Does it fit the learners and teaching approach? Review age suitability, accessibility, subject fit, and the role of the educator.
- Can its output be checked? Decide how students and teachers will identify errors or unsuitable responses and what happens when they do.
- What happens to student data? Establish what is collected, who can access it, and how privacy obligations will be met.
- What evidence applies to this use? Look for evidence relevant to the specific tool, age group, subject, and implementation—not a general claim that AI is effective.
- Could it worsen inequities or reduce useful interaction? Consider access, differing impacts across learners, and the effect on relationships and wellbeing.
UNESCO reports that 25 ministers attended a virtual ministerial roundtable on generative AI in education on May 25, 2023. It also reports that an October 2022 consultation on its AI competency framework for teachers involved 15 international experts and more than 70 participants. These figures describe participation in policy and framework development, not student achievement or the effectiveness of AI tools.
