At a Global Innovation Alliance (GIA) meeting in Bengaluru on October 6, 2026, Karnataka Minister Priyank Kharge said the state plans to establish a dedicated single-window interface for international partnerships. The aim is to keep engagements moving beyond one-off visits and events, coordinating work between Karnataka and international partners and assessing whether it produces lasting results. India Live reported the announcement.
The proposal forms part of a broader reported shift from counting delegations and signed agreements to following partnerships through implementation. Kharge’s remarks, as quoted by India Live, frame the goal as connecting Karnataka to global networks where technology companies and jobs are being created.
How would the partnership process work?
Kharge described a lifecycle that starts with finding suitable partners and aligning priorities, then moves through formal agreements, execution and measurement. Programs that demonstrate results could be scaled. The emphasis is on what a partnership accomplishes, not just whether the parties held meetings or signed a memorandum of understanding (MoU) or letter of intent.

What are the GIA Engagement Framework, International Desk and GIGA?
Moneycontrol reports that Karnataka is introducing a GIA Engagement Framework and that a dedicated International Desk would oversee it and coordinate international partnerships. Reported focus areas include startup mobility and market access, institutional partnerships, global visibility and strategic engagement. Moneycontrol’s October 6 report also describes a planned permanent Bengaluru space called the Global Innovation and Growth Alliance (GIGA).

GIGA is intended to provide workspace and meeting facilities for partner-country startups, innovation agencies and institutions, and connect them with Karnataka universities, incubators, investors and technology organizations. BioSpectrum also reports a planned physical platform for international innovation collaborations. BioSpectrum’s report likewise describes the initiative as a plan; neither report establishes when the space will open, how it will operate or how organizations can apply.
How this differs from existing single-window approval portals
The phrase “single window” can refer to business approvals, but the announced interface has a different reported purpose: coordinating international innovation partnerships and following their outcomes. Karnataka’s existing investor portal and India’s national approvals portal should not be treated as the same program.
