Bell says a software failure in its Next-Generation Core Services (NGCS) call-routing platform caused an 87-minute 9-1-1 outage on 17 September 2026. The company’s filing to the CRTC names five affected provinces—not six—and says the network’s transport system and calls already in progress remained operational.
What caused the Bell 9-1-1 outage?
Bell attributed the incident to a software failure in its Next-Generation Core Services (NGCS) platform, the component that routes calls through Bell’s NG9-1-1 network to public safety answering points (PSAPs). The CRTC’s 1 October 2026 correspondence record summarizes Bell’s report as a “software failure in Bell’s Next-Generation Core Services (NGCS) platform.” CRTC correspondence record
The distinction matters: Bell said NGCS stopped accepting new calls and new transfers to PSAPs, but the Emergency Services IP Network (ESInet)—the transport network carrying NG9-1-1 traffic—and associated data services remained operational. Bell’s report therefore describes a failure in call routing, not a total failure of every part of 9-1-1 infrastructure. The exact software defect has not been established in the public material summarized by the CRTC.
When did it happen, and how long was service affected?
Bell reported that the outage ran from 3:13 a.m. to 4:40 a.m. on 17 September 2026, a total of 87 minutes. The company said it restored full service by 4:40 a.m. CRTC correspondence record

Which provinces and emergency call centres were affected?
Bell’s CRTC filing lists Manitoba, Ontario, Quebec, New Brunswick and Prince Edward Island. It says the incident affected 79 PSAPs and 63 originating network providers in those provinces. CRTC correspondence record
The “six provinces” figure in the headline is not consistent across the sources reviewed: MobileSyrup reports six and includes Nova Scotia, while Bell’s filing names five. The discrepancy has not been resolved in the available accounts, so Bell’s specific list is the clearest official attribution. MobileSyrup’s report

Could callers still get through?
Bell said calls already in progress were not interrupted. The problem affected new calls and new transfers through the affected NGCS platform. For IP-capable calls, originating carriers redirected calls to third-party call operators, who relayed caller location and dispatch information verbally to the appropriate PSAP. Bell also said legacy-originated calls served by legacy E9-1-1 PSAPs were unaffected. CRTC correspondence record
Bell said it extracted records of missed calls and gave them to affected PSAPs on the day of the outage. The reviewed accounts do not state how many calls were missed. Bell’s general consumer guidance says its 9-1-1 routing service will not work during network outages. It notes that Wi-Fi emergency calling has location limitations and advises trying mobile service or a landline if available. Bell told the CRTC that it implemented a permanent solution later on the morning of 17 September and subsequently developed and deployed independent monitoring mechanisms as an additional failsafe. The company also said it intended to hold a post-incident debrief with PSAPs and third-party call operators, and had spoken with other NG9-1-1 providers. CRTC correspondence record

MobileSyrup additionally reported that Bell was conducting an end-to-end review of its NG9-1-1 infrastructure. These are reported response measures, not independent evidence that a similar failure cannot recur. The outlet also reported that alarms appeared at 3:13 and 3:19 a.m., but alarm elements that would trigger Bell’s “war room” were not functioning; engineers were reportedly alerted about 24 minutes later after another system detected an unusual fall in 9-1-1 traffic.
