The U.S. Nuclear Regulatory Commission (NRC) has issued the Tennessee Valley Authority (TVA) a construction permit for one GE Vernova Hitachi BWRX-300 reactor at the Clinch River site in Tennessee. That is a significant U.S. licensing milestone, but it is not approval to operate—and the announcement does not say the unit is dedicated to a data center. The data-center connection is the wider surge in electricity demand from AI and computing, not a confirmed customer or power-supply deal for this reactor.
What did the NRC approve?
On September 29, 2026, GE Vernova Hitachi announced that the NRC had issued TVA a construction permit for Clinch River Unit 1, a single BWRX-300 planned for the Clinch River site near Oak Ridge, Tennessee. The manufacturer described it as the first U.S. construction permit for a BWRX-300. TVA submitted its application in April 2025, according to the announcement: GE Vernova Hitachi’s permit announcement.
The permit authorizes construction under the applicable nuclear licensing process; it does not authorize fuel loading or electricity generation. TVA still needs a later operating authorization before the reactor can begin those steps. TechRadar reported that the NRC completed its assessment in 14 months, but that duration is TechRadar’s figure rather than one stated in the manufacturer announcement: TechRadar’s report.
Is TVA’s reactor actually for a data center?
That has not been established by the cited project announcement. GE Vernova Hitachi’s release identifies TVA, the Clinch River location and the planned reactor, but does not name a data-center customer or describe a dedicated data-center power agreement. It is therefore more accurate to connect the permit to the broader growth in AI and data-center electricity demand than to call this a data-center-specific reactor.

A nuclear plant could contribute electricity to a grid that serves data centers without being built for one particular customer. But the available details do not establish whether that is the plan for TVA’s unit, or whether a specific data center will receive its power.
What is the BWRX-300?
The NRC describes the BWRX-300 as an approximately 300-megawatt-electric (MWe), water-cooled small modular reactor that uses natural circulation and passive safety features. The UK regulators identify its technology as boiling-water reactor technology. These are design characteristics, not a statement that the Clinch River unit has been built or is generating power. How does the U.S. permit compare with the UK milestone?
The two developments are at different stages. TVA has a site-specific U.S. construction permit for one unit. In the UK, the BWRX-300 has completed Step 2 of a generic design assessment (GDA), which examines a reactor design rather than approving a particular site or construction project.

For the UK, a completed design-assessment step is not permission to build. GOV.UK says a project would also need site-specific approvals, including environmental permits, development consent and an Office for Nuclear Regulation (ONR) nuclear site licence. The regulators’ Step 2 announcement says the assessment found no fundamental shortfalls that could prevent deployment in England and Wales, while making clear that more detailed assessment and site-specific approvals are still needed.

What the permit means for data-center power
The Clinch River permit shows that the BWRX-300 has advanced to an authorized construction stage at a U.S. site. It does not show that a reactor is ready to power data centers: construction must still take place, and TVA needs operating authorization before the unit can generate electricity. Nor does the permit announcement establish a named data-center customer or dedicated supply contract.
The other U.S. development mentioned by GE Vernova Hitachi is earlier still: Blue Energy’s Texas filing is an application milestone, not a construction permit. Neither announcement supports treating a BWRX-300 as already operating or committed to serve a particular data center.
