But UK evidence does not show that funding alone causes those outcomes for every family: care must also be available when and where it is needed, and the strongest recent UK comparisons cannot separate the effect of Tax-Free Childcare from differences between users and non-users.
What UK evidence says about childcare funding and mothers’ work
Recent UK evidence on Tax-Free Childcare points in a promising direction, but it measures different things in different ways. HM Revenue & Customs (HMRC) published linked administrative-data analysis on 23 April 2026, comparing mothers who used Tax-Free Childcare with those who did not. The study found more favourable earnings patterns among users after childbirth:
- Payrolled mothers: 18 months after childbirth, users’ earnings were within 5% of their pre-pregnancy level; non-users’ earnings remained 28% below it.
- Self-employed mothers: one year after childbirth, users’ earnings were 24% below their pre-pregnancy level; non-users’ earnings were 39% below it.
These are comparisons, not estimates of what the scheme caused. HMRC says differences in the user population and the complexity of childcare provision mean the figures cannot establish that Tax-Free Childcare caused higher labour-market engagement. Users and non-users may differ in ways that also affect their work and earnings. HMRC’s linked administrative-data analysis therefore describes outcomes associated with scheme use, rather than a guaranteed effect of funding.
What parents say the support changes
A separate HMRC-commissioned Ipsos study, conducted in 2024 and published in January 2026, gathered survey responses from 3,636 eligible parents and follow-up interviews with 60. Among Tax-Free Childcare users surveyed:

- 37% said the scheme helped them or their partner afford to work at all.
- 54% said it affected household work hours in some way: 24% said it helped them maintain hours and 25% said it helped them increase hours.
These are parents’ reports of the scheme’s perceived contribution, not independent causal estimates. The survey also found differences among groups: 34% of self-employed users said it helped them increase hours, compared with 25% of users overall; 32% of single parents said it helped them maintain hours, compared with 24% overall. Among parents of children with a registered disability, 46% said they would not be able to work their current hours without it, compared with 35% of users overall. These subgroup findings are survey comparisons, not proof that the scheme has a larger causal effect for each group. HMRC’s Ipsos impact study includes the survey and interview findings.
Why funding may not be enough to make work possible
Reducing the bill helps only if a family can find suitable care that fits its work. In HMRC’s qualitative interviews, parents described work decisions as shaped by childcare choices, work arrangements, household finances, informal care and the hours care is available.

- Shift workers described out-of-hours childcare as a key constraint.
- Single parents said whether care was available around their work hours could matter more to how much they worked than the subsidy itself.
- Parents of disabled children identified access to suitable-quality care as a larger constraint than cost alone.
That distinction matters: a subsidy can reduce the price of care without creating a place, extending opening hours, or ensuring that care meets a child’s needs. Work flexibility, family circumstances and preferences also affect whether a parent can or wants to take up work or increase hours.
What evidence from other countries can—and cannot—tell us
Studies outside the UK show why results should be read in context. They examine different policies, populations and outcomes, so neither is a direct estimate of what UK mothers can expect.

Uganda: childcare support and household income
A field experiment in Uganda randomly offered mothers a childcare subsidy, an equivalent cash grant, both, or neither. The official summary reported a 44% increase in household income from the childcare treatment, at least as large as the cash-grant effect; the increase was driven by mothers’ business revenue and fathers’ wages. It also reported improved child development with the childcare subsidy, but not with the cash grant. This is a household-income result from a low-income context, not a UK estimate of maternal employment. The Foreign, Commonwealth & Development Office summary quotes the study authors as concluding that childcare subsidies can promote child development and reduce poverty in a low-income context.
Egypt: subsidies and job search
An urban Egypt randomized controlled trial tested childcare subsidies, job-matching services, and both together. In the study sample, none of these interventions increased job-search intensity or changed the working conditions participants said they would accept. The result suggests that easing those constraints alone was insufficient in that setting; it does not show that childcare subsidies never help employment. How the current England offer fits in
Tax-Free Childcare and free childcare hours are separate forms of support, not two names for the same scheme. HMRC’s 2026 analysis says that, from September 2025, eligible families in England could access Free Childcare for Working Parents for children aged 9 months to 4 years, and that parents may use it alongside Tax-Free Childcare. The England offer should not be assumed to apply uniformly across the UK; eligibility and implementation differ among nations.
The HMRC report was prepared partly to support the Department for Education’s evaluation of the free-childcare expansion, but it does not provide a causal estimate of that latest expansion’s effect on employment. Separately, the Department for Work and Pensions’ October 2024 research on Universal Credit childcare-cost support set out to understand childcare choices and whether claimants felt able to work, seek work, stay in work or work more. That work addresses childcare support as part of a wider decision; its stated purpose is not itself an estimate of employment impact. The DWP research publication outlines that scope.

How to interpret claims that funding helps mothers work
- Check the outcome: returning after childbirth, having a job, maintaining hours, increasing hours, job search and household income are different measures.
- Check how the evidence was collected: survey responses show what parents say helped; administrative comparisons show what happened among different groups; randomized trials can estimate effects in their study settings.
- Check the setting and time period: evidence from England, Uganda and Egypt, or from a particular period after childbirth, should not be generalized without qualification.
- Consider access as well as price: funding may ease costs, but availability, opening hours, suitability and work arrangements can remain barriers.
