Stuart Russell’s warning is not that every kind of AI alignment is impossible. It is that, for a powerful system operating in an open-ended world, we may not be able to write down a complete human objective once and trust the system to optimize it safely. His proposed alternative is to build systems that remain uncertain about what people want, learn from their behavior, and stay open to correction.

What Russell means by “impossible”

In an interview with The Information, Russell challenges a familiar picture of alignment: a person specifies a goal, engineers encode it, and the machine pursues it. That approach can make sense for a narrowly bounded task. It becomes much harder when the system’s actions can affect many parts of people’s lives, because a short instruction may leave out context, trade-offs, and preferences the person takes for granted.

Russell’s claim is about the difficulty of achieving perfect, one-time specification for capable systems in open-ended settings. It is not proof that all alignment research is futile, nor does the interview establish a mathematical impossibility theorem. The distinction matters: an incomplete objective can cause trouble even if it sounds clear, while recognizing that problem does not by itself show that safer approaches cannot be developed.

Why a clear-sounding objective can go wrong

Literal success can conflict with wider interests

Russell uses the story of King Midas to illustrate the risk. Midas gets his wish that everything he touches turn to gold, but the literal fulfillment also threatens what he needs to live. The point is not that an AI will behave like a mythological king; it is that optimizing exactly what was specified can produce an outcome that violates the requester’s broader interests.

A restricted task, such as navigating within a defined environment, may be easier to specify because its scope and consequences are limited. A broad instruction with real-world effects is harder: the system may need to account for preferences that were never stated, or for consequences the person did not anticipate. Russell’s analogy illustrates this specification problem; it is not empirical evidence about how a particular AI system behaves.

Human preferences are not a finished checklist

People often express goals incompletely. They may not know every consequence of an action in advance, and their preferences can depend on circumstances. If a system treats an initial instruction as a full and final account of what matters, it has no built-in reason to distinguish the literal target from the person’s wider intent.

The University of California, Berkeley’s Center for Human-Compatible AI (CHAI) describes the state of the problem cautiously: it says there is no known formula for human values that is known to provably benefit humanity if installed as the objective of a powerful AI. That statement describes what CHAI says is currently known; it does not establish that no such formula could ever be found.

How the two approaches differ

Russell advocates moving away from treating a fixed objective as a complete account of human intent. CHAI describes assistance games as one formal way to model an alternative: the machine is uncertain about human preferences and uses human behavior as evidence. The contrast is about the systems’ assumptions, not a demonstrated head-to-head safety result.

What does the system assume? A specified objective is the goal to optimize. Human preferences are not fully known to the machine.
What if instructions are incomplete? The system may still optimize the stated objective, even if it omits wider interests. The system treats human behavior as evidence about preferences rather than assuming the initial specification is complete.
Can later feedback matter? The basic fixed-objective picture does not, by itself, explain how new feedback revises the goal. Learning from human behavior is part of the approach described by Russell and CHAI.
How are correction and shutdown treated? The sources do not establish that fixed-objective systems will accept correction or shutdown. CHAI says systems built on these principles can behave cautiously and allow themselves to be switched off in formal settings; that is not a general guarantee for deployed AI.
What safety evidence is established here? The cited sources do not provide a general empirical comparison. The cited sources describe a research direction, not proof that it is safer across systems or settings.

What assistance games change

In the assistance-game framing, the machine is not treated as already knowing the human’s complete objective. It represents uncertainty about what the person prefers and interprets actions as evidence. That changes the intended relationship: the system is meant to help people realize preferred futures, rather than independently pursue a goal that has been assumed to capture those futures.

As Russell explains the proposal, uncertainty can give a system a reason to ask, defer, or accept correction when the consequences of acting are unclear. CHAI presents assistance games as one formal instantiation of this idea. The framework is a research model; the available sources do not establish it as a complete, production-ready solution for current general-purpose AI.

What Russell says about language models

Russell also raises concerns about language models. In the interview, he argues that imitation learning may reproduce some goal-driven patterns present in human text, and that a model’s opacity makes it difficult to determine what internal processes produce its behavior. These are his interpretation and concern, not independently established findings in the cited material.

The interview does not establish that all language models have stable hidden goals, that a particular training method necessarily creates such goals, or that every example discussed there has been independently verified. The narrower point is that, in Russell’s view, the difficulty of interpreting a system’s internal behavior adds to the challenge of relying on a one-time objective specification.

What the argument does—and does not—establish

  • It identifies a specification problem: a written objective can omit important parts of what a person actually wants.
  • It proposes a direction for research: represent uncertainty about preferences and use human behavior and correction as evidence.
  • It does not prove all alignment impossible: Russell’s warning concerns perfect, one-time alignment for open-ended systems.
  • It does not establish a universal safety winner: the cited interview and CHAI materials do not provide a direct empirical comparison showing assistance games outperform every alternative.
  • It does not guarantee current systems are corrigible: CHAI’s statements about caution and shutdown apply to formal settings, not necessarily deployed systems.

Russell’s phrase in the interview, “That’s too much to ask,” refers to making a system perfectly aligned once and then releasing it. Read in context, it is a warning against assuming that a complete human objective can be captured upfront—not a declaration that work on safer AI should stop.
