US and Australian authorities warn that attackers are exploiting two vulnerabilities in customer-managed Citrix NetScaler ADC and NetScaler Gateway appliances: CVE-2026-88771 and CVE-2026-88772. Citrix’s bulletin covers eight vulnerabilities in total. Administrators should check their appliance’s release branch and configuration, investigate for signs of compromise, and update to a fixed build after considering evidence preservation and potential downtime.
What the US and Australian warnings say
On 27 September 2026, the US Cybersecurity and Infrastructure Security Agency (CISA) said it had added CVE-2026-88771 and CVE-2026-88772 to its Known Exploited Vulnerabilities catalog, citing reports and partner threat intelligence confirming global active exploitation. CISA described the two flaws as critical zero-days that can independently enable remote code execution.
Australia’s Australian Signals Directorate’s Australian Cyber Security Centre (ASD/ACSC) published its alert on 28 September and last reviewed it on 3 October 2026. The agency said Australian organizations had reported confirmed exploitation after the alert was first published, and advised them to review for evidence of compromise dating back to at least 4 September 2026.
The warnings concern customer-managed NetScaler ADC and Gateway deployments. The advisories and fixed builds can change, so check Citrix’s live bulletin for the exact product edition and release branch before taking operational action.

Which NetScaler vulnerabilities are being exploited?
Citrix bulletin CTX697096 describes eight vulnerabilities, CVE-2026-88771 through CVE-2026-88778. The two singled out by CISA as actively exploited have different exposure conditions:
| Vulnerability | Impact described by Citrix | Configuration condition | Exploitation evidence in the alerts |
|---|---|---|---|
| CVE-2026-88771 | Unauthenticated remote code execution | Citrix says it affects all NetScaler ADC and Gateway deployments; no additional feature requirement is stated. | CISA reported global active exploitation; the ACSC reported confirmed exploitation in Australian organizations. |
| CVE-2026-88772 | Remote code execution or denial of service from a memory-overflow flaw | DTLS must be enabled. Citrix notes DTLS is enabled by default on a VPN virtual server. | CISA reported global active exploitation; the ACSC reported confirmed exploitation in Australian organizations. |
| CVE-2026-88773 through CVE-2026-88778 | Configuration-specific vulnerabilities; the individual impacts are not stated in the reviewed alert summary (Citrix, CTX697096). | Citrix states additional feature or configuration preconditions apply. Check the per-CVE conditions in CTX697096. | The CISA and ACSC alerts discussed here single out CVE-2026-88771 and CVE-2026-88772 as exploited; they do not establish exploitation of these six vulnerabilities. |
Citrix assigned CVSS v4.0 base scores of 9.5 to each of CVE-2026-88771 and CVE-2026-88772. These are vendor-reported scores, not independent measurements.

Which builds contain Citrix’s fixes?
Citrix lists the following fixed build floors for the eight-CVE bulletin. “And later” refers to the relevant release branch; it does not mean that a build from a different branch or edition is an equivalent fix.
| NetScaler product and release branch | Fixed build floor listed by Citrix |
|---|---|
| NetScaler ADC and Gateway 14.1 | 14.1-73.37 and later |
| NetScaler ADC and Gateway 13.1 | 13.1-64.23 and later 13.1 releases |
| NetScaler ADC 14.1-FIPS | 14.1-73.37 FIPS and later 14.1-FIPS releases |
| NetScaler ADC 13.1-FIPS and 13.1-NDcPP | 13.1.37.279 and later releases |
These floors are from Citrix’s CTX697096 bulletin as summarized in the September–October 2026 alerts. Confirm the current bulletin’s exact wording for your appliance’s edition and branch before selecting an update. For CVE-2026-88778, Citrix also directs affected deployments to enable Enhanced ISN Generation through its TCP configuration guidance.

What administrators should do
- Identify the appliance and release. Record whether the system is NetScaler ADC or Gateway, its edition (including FIPS or NDcPP where applicable), release branch, and current build. Compare that information with Citrix CTX697096 rather than relying on the product name alone.
- Check each vulnerability’s conditions. Use Citrix’s per-CVE inspection instructions to review the relevant features and virtual-server configuration. In particular, inspect whether DTLS is enabled for CVE-2026-88772; Citrix says it is enabled by default on a VPN virtual server. Check the vendor’s stated conditions for the other six vulnerabilities as well.
- Review signs of compromise. CISA advises checking for compromise before patching where possible. Citrix says indicators of compromise are available through NetScaler Console. Review device logs for suspicious activity; Australian organizations should include evidence dating back to at least 4 September 2026, as the ACSC advises.
- Preserve evidence if compromise is suspected. CISA warns that an update can reduce forensic visibility and advises preserving forensic evidence before applying updates when compromise is suspected. If your team cannot investigate safely or thoroughly, involve qualified incident-response support before changing the appliance.
- Plan and apply the appropriate update. CISA notes that updating NetScaler appliances can be complex and may require downtime. Schedule the change accordingly, follow Citrix’s current upgrade guidance for the appliance’s branch and edition, and verify the resulting build and required configuration changes.
How to interpret Australia’s SAML update
The ACSC’s 3 October update adds a separate issue affecting NetScaler deployments that use SAML authentication. The agency says exploitation may cause system crashes or denial of service and may permit further exploitation; it advises SAML users to review Citrix’s advice and watch for unusual activity. The ACSC explicitly distinguishes this SAML issue from CVE-2026-88771 and CVE-2026-88772. Do not treat it as a ninth CVE in Citrix’s eight-vulnerability bulletin.
Citrix also has a separate bulletin, CTX696939, for CVE-2026-19489 and CVE-2026-19490. It describes CVE-2026-19490 as an alternate-path authentication bypass whose exposure depends on Gateway or AAA configuration and, for some build ranges, SAML configuration. That separate advisory is not the same issue as the ACSC’s later SAML note; check the relevant live Citrix bulletin if either applies to your deployment.
