The U.S. Department of Energy (DOE) says the broader three-site program—including Beaver Valley in Pennsylvania—would add 433 MW. DOE announced a conditional commitment of up to $4.2 billion on October 5, 2026; it is not a completed, funded loan.
How much extra capacity could Ohio’s plants add?
Vistra’s July 2026 investor presentation lists planned uprates of 80 MW at Davis-Besse and 213 MW at Perry. Together, those Ohio projects represent 293 MW of planned additional capacity. These are projections, not measured increases in electricity production.

DOE describes the combined planned increase across Davis-Besse, Perry, and Beaver Valley as 433 MW. The Beaver Valley figure in the table is derived from those published totals, not a separate plant-level figure in the cited materials. The figures describe capacity uprates, not a promise that each plant will generate that much additional electricity at every moment.
What does the $4.2 billion commitment cover?
DOE announced a conditional commitment of up to $4.2 billion to Vistra for uprates and modernization at the three plants. The department says the work is expected to preserve nearly 4 gigawatts of existing baseload capacity while adding 433 MW. Preserving existing capacity and adding capacity are different outcomes: the nearly 4 GW is power the projects are intended to keep available, not new output on top of the uprates.

The proposed work upgrades operating reactors rather than building new nuclear plants. DOE says the projects could produce more electricity from existing facilities without new transmission corridors or equivalent new generation resources. That is DOE’s description of the expected benefits, not a reported operational result.
Is the DOE loan approved and funded?
No. DOE’s October 5, 2026 announcement is a conditional commitment, not confirmation that the loan has closed or that Vistra has received funds. Vistra must meet technical, legal, environmental, and financial conditions before definitive financing documents can be completed and funding can occur.

The announcement does not state a final interest rate, maturity, draw schedule, or how the potential loan amount would be allocated among the sites. It also does not give individual construction milestones for Davis-Besse or Perry. Vistra’s broader timeline says the capacity additions will come online over time through 2034, but does not assign dates to the two Ohio projects.
How does the Meta power agreement relate to the plants?
Vistra says its 20-year agreements with Meta cover existing generation as well as planned uprates. The company said purchases would begin in late 2026, with the full 2,609 MW covered by the agreements available by 2034. That total reflects 2,176 MW of existing generation plus the 433 MW of planned uprates across the three sites.

Vistra says electricity from the facilities will continue to flow to the grid. The DOE commitment is to Vistra, not a direct loan to Meta, and the agreement does not mean the plants’ electricity serves only Meta.

DOE says the projects will support operation for an additional 20 years beyond existing licenses. Vistra’s January 2026 agreement announcement gave then-current license dates of 2037 for Davis-Besse and 2046 for Perry and said it planned to pursue subsequent license renewals. Those future extensions should not be treated as already granted.

DOE also projects nearly 3,000 project-related jobs. That is a forecast, not a count of completed hires. DOE Secretary Chris Wright presented the effort as a way to obtain more affordable, reliable, around-the-clock energy from existing plants; affordability and reliability improvements are agency expectations, not results established by the announced commitment.
