No. AI may bring major productivity gains, but the evidence does not show that workers must accept preventable hardship for those gains—or that widespread job losses are inevitable. The better question is how employers and governments will manage the transition and share its benefits.
What does AI exposure mean for workers?
Exposure means that some tasks in an occupation could be affected by AI; it is not a forecast that the occupation, or the people in it, will disappear. The International Labour Organization (ILO) reported in its 20 May 2025 brief, Generative AI and jobs: A 2025 update, that one in four workers worldwide are in occupations with some degree of generative-AI exposure. The ILO expects most of these jobs to be transformed rather than made redundant because human input remains necessary.
The brief’s mean automation score was 0.29 in 2025, down from 0.30 in 2023; its standard deviation fell from 0.30 to 0.14. These are scores from a refined exposure assessment, not percentages of jobs automated or workers dismissed.
A separate 2024 IMF staff discussion note estimated that almost 40 percent of global employment is exposed to AI. That broader AI measure differs from the ILO’s 2025 estimate of exposure to generative AI; the figures use different definitions and methods, so they should not be treated as competing estimates of the same thing. The IMF note’s authors also state that its views are not necessarily those of IMF management or the Executive Board. The IMF analysis describes potential exposure, not a tally of jobs lost.

How can AI change a job without eliminating it?
AI can automate a task while leaving the wider job in place, or it can help a worker complete that task faster. Whether either outcome reduces employment depends on how central the task is to the occupation, how the system is integrated into the workflow, and whether management retains people to do or oversee the remaining work. The ILO notes that automating tasks does not necessarily lead to redundancies because AI can also complement human labor.
It is useful to distinguish three outcomes:
- Task change: A tool takes over or alters part of a worker’s routine. This alone says little about total staffing.
- Changed hiring: An employer needs fewer new hires, even if existing roles remain. Exposure or skill-demand data do not by themselves prove this has happened.
- Redundancy: A role is eliminated and a worker loses employment. This is a specific employment outcome, not a synonym for AI exposure.
AI-based algorithmic management is another issue: AI may be used to assign, monitor, or evaluate work rather than to perform a worker’s tasks. That can affect job quality and control even when headcount does not change. The ILO discusses both channels in its AI and work topic material.

Who is most likely to benefit—and who could lose?
Effects will vary by occupation, income, access to skills, and the capacity of workplaces and countries to adopt the technology. Workers whose tasks are complemented by AI may be able to produce more or take on different work. Others may face reduced demand for particular tasks, weaker bargaining power, or displacement if employers choose substitution over augmentation.
IMF staff warn that inequality could rise if AI complements higher-income workers more than others: labor-income gains may become more uneven, while increased returns to capital could widen wealth inequality. They also describe the possibility that sufficiently large productivity gains raise income levels for most workers. Neither distribution is automatic; who owns the systems, how firms deploy them, and how gains are shared matter.

Do changing skill requirements prove that jobs are disappearing?
No. Skill-demand measures describe what employers seek, not whether the economy has a net loss of jobs. An OECD working paper published on 10 April 2024 found an 8 percentage point increase in the share of vacancies demanding at least one emotional, cognitive, or digital skill in occupations highly exposed to AI. The same paper found establishment-panel evidence that demand for some of these skills may be beginning to fall. The figure concerns vacancy requirements in the studied occupations, not displaced workers. The OECD paper examines changing demand, not net employment losses.
In a 2026 article, IMF Managing Director Kristalina Georgieva reported that one in ten job postings in advanced economies and one in twenty in emerging-market economies required at least one new skill. These are shares of postings, not unemployment or displacement rates. Georgieva’s article describes skills requested in vacancies; it does not establish how many workers lost jobs because of AI.

Should workers simply bear the pain?
That is a moral and political choice, not a conclusion that follows from the exposure figures. If a company adopts AI and benefits from lower costs or higher output, it is reasonable to ask whether it should help affected workers adjust, preserve meaningful work where practical, and share productivity gains. Governments also shape the transition through income protection, education, labor rules, and investment in digital infrastructure.
The ILO calls for social dialogue—engagement among workers, employers, and governments—as AI changes work. Its 31 May 2025 account of adoption and employment emphasizes that outcomes depend on the choices made during implementation, not technology alone. The ILO’s discussion frames transition measures as policy and workplace responsibilities, not guaranteed remedies.

IMF policy recommendations likewise include worker reallocation, safety nets, retraining, skills development, and digital infrastructure. These measures can help, but none guarantees that every displaced worker will find equivalent work or income. They should not be used to shift the entire burden onto individuals while employers capture the gains.
What is a defensible way to judge an AI-driven job change?
For workers, employers, and policymakers, the key is to look beyond a claim that a job is “AI-exposed.” Ask what is actually changing and who bears the consequences:
- Identify the affected task: Is AI assisting a worker, replacing a task, or being used to monitor and direct work?
- Check the employment outcome: Is the evidence about task changes, hiring patterns, or confirmed redundancies?
- Track who receives the gains: Do higher productivity and lower costs translate into better pay, more secure work, lower prices, or mainly higher returns to owners?
- Make transition support concrete: Are training, redeployment, consultation, and income protections available before workers are asked to absorb the change?
In January 2024, Georgieva wrote, “The AI era is upon us, and it is still within our power to ensure it brings prosperity for all.” That is an aspiration and a statement about human agency, not proof that the benefits will be shared without deliberate choices.
