The AI boom echoes the dot-com era in its rapid investment and market enthusiasm, and some measures of technology investment are near their 2000 highs. But current evidence does not establish that markets are headed for the same collapse. Today’s AI activity is more concentrated in established firms with earnings, while new financing and infrastructure risks could still amplify a downturn.
What makes the dot-com comparison credible?
Technology investment is approaching a historical peak
A Federal Reserve analysis published July 6, 2026, found that intellectual-property and equipment investment as a share of GDP had risen about 0.8 percentage points above its 2024 level by 2026:Q1, leaving it only slightly below its 2000 peak. This is a measure of investment intensity, not a measure of stock valuations: companies can invest heavily even if their shares are reasonably priced, and expensive shares do not by themselves prove that the economy is overbuilding.
The spending is large and concentrated. According to the Federal Reserve Board’s April 3, 2026, accessible data on AI adoption, Amazon, Google, Meta, Microsoft, and Oracle reported a combined $131 billion in capital expenditure in 2025’s fourth quarter and $412 billion for the full year. Those figures exclude leases; the annual total was approximately 1.31% of US GDP. They describe reported spending by five companies, not all AI investment.
AI is already affecting measured economic growth
The St. Louis Fed’s January 2026 comparison estimated that four AI-related investment categories contributed 0.97 percentage points to GDP growth in the first three quarters of 2025, versus 0.81 points from comparable information-technology categories in 2000. Excluding data centers, the 2025 contribution was 0.90 points. The corresponding shares of GDP growth were 39% in 2025 and 28% in 2000; excluding data centers, the 2025 share was 36%.

These are annualized contributions calculated from partial-year data, not a like-for-like measure of annual spending. Data-center investment is included in the 2025 comparison, but comparable 2000 data-center figures are unavailable; the September 2025 data-center figure was imputed from July and August. The estimates nevertheless show why the AI build-out matters beyond a handful of stock prices: it has become a substantial component of recent US growth.
How is today’s boom different from the dot-com era?

That distinction is important: a technology can be genuinely transformative and still attract overinvestment or unsustainable share prices. The Federal Reserve’s historical analysis treats overinvestment as a possible result of expectations and investment cycles, not as proof that the underlying technology has no lasting value. Vice Chair Jefferson cautioned in November 2025 that history is a reference, not a predictor.

There is no harmonized, same-date comparison in the available evidence for the valuations of equivalent AI-focused and dot-com-era stock portfolios as of October 7, 2026. It therefore cannot support a claim that current AI valuations are exactly above, below, or equal to the 2000 peak.
Could the AI build-out create risks beyond stock prices?
Concentration can magnify a market shock
The Federal Reserve Board’s April 2026 accessible data reported that Nvidia, AMD, and Broadcom together made up 11.2% of S&P 500 market capitalization at the end of 2025, down from a 12.4% high in October 2025. The same data tracked extraordinary market-capitalization growth from ChatGPT’s late-2022 launch through year-end 2025: 975% for Nvidia, 179% for AMD, and 636% for Broadcom. These figures cover three companies and one specified period; they do not measure the whole AI market or establish that those gains continued at the same pace in 2026.

Concentration matters because a sharp reassessment of a few highly valued companies can affect broad indexes, suppliers, lenders, and investment plans. The IMF’s April 2026 Global Financial Stability Report also describes interconnected financing arrangements that could transmit pressure through balance sheets. Those are potential shock channels, not evidence that a crisis has already occurred.
Borrowing and long-lived infrastructure add financial exposure
The IMF projected $3.4 trillion in AI-related capital expenditure through 2029. It reported that hyperscalers had raised more than $100 billion in bond financing since January 2025, supplemented by leveraged loans and intercorporate arrangements. Separately, the Kansas City Fed’s 2026 analysis reported $330 billion of year-to-date investment-grade bond issuance to AI firms through the second-quarter data discussed in its article—ten times full-year 2023 issuance. This is a reported partial-year figure, not full-year 2026 issuance.

The Kansas City Fed also found that investment-grade bonds issued by hyperscalers and utilities from 2025 through August 2026 had average maturities of 16 and 17 years, respectively, compared with 10 years for the market average. Long maturities can help match debt to infrastructure that takes years to build and operate, but they also leave investors exposed if demand, revenues, or technology change before the assets have paid for themselves. The evidence does not show that this financing structure is equivalent to dot-com-era funding.
Hardware payback depends on useful life and revenue
The IMF puts the average implied useful life of property, plant, and equipment at major hyperscalers at about seven years, while warning that GPUs and advanced chips may become obsolete sooner. If the hardware loses economic value faster than expected, firms may face weaker returns on their build-outs, impairment charges, or pressure to refinance before expected revenues arrive. A shorter chip life is a risk to monitor, not a finding that current equipment is already obsolete.

Adoption is another part of the payback question. In the Federal Reserve Board’s new Census survey series, the four-observation moving average through year-end 2025 showed about 18% of US businesses using AI and 21% planning to adopt it. Adoption can expand into new firms and uses, but usage figures alone do not show how much productivity or revenue it will produce.

A useful test is whether investment and valuations continue to be supported by realized results. Watch these indicators together rather than treating any single one as a crash signal:
- Earnings and free cash flow: Are AI-linked companies converting demand into durable earnings and cash, or relying increasingly on future promises to justify their spending?
- Capex versus returns: Is investment growth matched by measurable productivity, revenue, and returns on infrastructure, or is spending outrunning the business case?
- Debt and financing links: Are borrowing, leverage, and interconnected funding arrangements growing faster than the capacity to service them?
- Market breadth: Are gains spreading across firms with sustainable businesses, or relying on a small group of highly valued companies?
- Infrastructure life: Do chip and data-center assets remain useful long enough to earn back their construction and financing costs?
- Valuation support: Are prices increasingly dependent on distant growth assumptions rather than earnings investors can observe?
These are warning indicators, not a timing model. The Federal Reserve’s July 2026 analysis posed the possibility of overinvestment and a capital overhang, while also arguing that investment need not be preemptively curbed simply to avoid that possibility. The central distinction is between acknowledging a real investment cycle and claiming that its eventual correction must match 2000.
What is the most defensible conclusion?
The AI boom has a real historical echo: investment intensity is near a prior peak, markets have rewarded AI-linked firms rapidly, and the build-out is a meaningful contributor to growth. Yet the dot-com comparison also shows important differences in the number and earnings profile of public companies, and the available data do not establish a repeat of the 2000 collapse. Risk is elevated—not a settled forecast. AI may prove economically important while particular investments, financing structures, or stock prices still disappoint.
