Rain has reportedly applied to the U.S. Office of the Comptroller of the Currency (OCC) to establish Rain National Trust Bank, a proposed New York-based national trust bank. The proposed institution is not approved or operating: its application details come from an October 6, 2026, Cointelegraph report, and no Rain-specific application record was visible in the OCC listing checked for this story.

What Rain is applying to do

Cointelegraph reported on October 6, 2026, that Rain, a stablecoin payments infrastructure provider, filed the application on Monday. The report did not provide an OCC filing control number. If approved, Rain National Trust Bank could provide institutional clients with fiduciary custody of digital assets and U.S. dollars, manage reserves for permitted stablecoin issuers, and issue and redeem dollar-backed stablecoins under the GENIUS Act. These are proposed activities, not services currently offered by a chartered Rain bank. Cointelegraph’s report attributes the proposed bank’s leadership to former Square Financial Services CFO Brandon Soto, subject to OCC review; it does not establish that he has taken office.

Rain CEO and co-founder Farooq Malik said: “The institutions building on Rain want the assets behind their programs held by a fiduciary that answers to a federal regulator.” The statement explains Rain’s stated rationale; it does not indicate that the application has been approved. Cointelegraph reported the statement.

Why the application’s timing matters

The application was reported days after the Independent Community Bankers of America (ICBA) announced a lawsuit challenging national trust bank charters for crypto firms. The ICBA dated its announcement October 2, 2026. The ICBA announcement says the challenge concerns the OCC’s March 2026 National Bank Chartering rule and Interpretive Letter 1176.

ICBA argues that the framework lets non-depository trust banks conduct activities beyond the proper scope of a trust charter and could give them an advantage over conventional community banks. It seeks to overturn the rule and interpretive letter and to prevent further approvals relying on them. Those are the plaintiff’s allegations and policy arguments, not findings by a court. The available information does not establish a ruling or injunction.

Cointelegraph also reported that Modern Treasury announced a charter application on the same Monday. That is context for a broader run of charter activity, not evidence of Rain’s filing status or approval.

What a national trust bank charter would—and would not—mean

A national trust bank charter is not automatically the same as a full-service, deposit-taking bank charter. The application report describes fiduciary custody, stablecoin reserve management, and issuance and redemption as the proposed scope for Rain. It does not establish that Rain would be authorized to accept ordinary customer deposits, that deposits would be FDIC-insured, or the precise supervisory requirements and fiduciary powers that would apply. Those details should not be inferred from the word “bank”; they depend on the charter, applicable law, and OCC action.

For this proposal, the practical distinction is that the reported services are institutional and tied to custody and stablecoin operations. The report does not describe a consumer deposit account, payment card, or other retail banking product.

How to check whether the OCC has received or acted on Rain’s application

The OCC’s Digital Assets Licensing Applications page describes its table as listing pending applications from entities planning digital asset products or services. Rain was not listed in the version checked for this story. That absence alone does not show that Rain failed to file: a news report may precede OCC intake or public posting.

  1. Wait until at least five days after the reported filing date. The OCC says its Corporate Applications Search (CAS) has a five-day delay between receipt of an application and its appearance in the search.
  2. Search CAS by applicant name, “Rain,” and a date range around the reported Monday filing. Check for an application number and the listed status.
  3. Review any comment period and subsequent actions shown in the record. A filing or pending status is not an approval.
  4. Use the OCC’s chartering information to understand the agency’s review role. The OCC says its chartering unit receives and analyzes filings and works with legal and supervisory divisions on decisions supported by facts and legal and supervisory analysis.

As of the information available for this article, no Rain-specific public OCC application record or approval was established. OCC records—not the reported filing alone—are the place to verify procedural status.
