Water bankruptcy is not simply scarcity, drought, or a dramatic name for a water crisis. It describes a water system that has persistently used more than renewable supplies and safe depletion limits allow, while also suffering irreversible or prohibitively costly losses to the natural assets that sustain water. That distinction—and the fact that it does not apply uniformly to every place or person—is central to understanding the 13 misconceptions identified by Kaveh Madani of UNU-INWEH.

What water bankruptcy means—and what it does not

In January 2026, UNU-INWEH announced a peer-reviewed definition of water bankruptcy: persistent over-withdrawal from surface water and groundwater relative to renewable inflows and safe depletion levels, together with resulting irreversible or prohibitively costly loss of water-related natural capital. The definition makes the condition more than a temporary shortage: it combines sustained hydrological overshoot with damage to the system’s capacity to provide water.

The report uses a financial analogy to explain the distinction. Renewable flows such as rivers, soils, and snowpack are like annual income; aquifers, glaciers, wetlands, and other natural reservoirs are like savings. The analogy is useful, but it is not a literal accounting method. The formal diagnosis concerns withdrawals, replenishment, safe depletion, and the condition of water-related natural capital—not whether a place looks wet or dry on a particular day.

UNU-INWEH distinguishes water stress, which can be high yet reversible, and a water crisis, an acute shock that can be overcome, from bankruptcy: a post-crisis condition in which a system may be unable to return to its historical baseline, or could do so only at prohibitive cost. A wet year or flood does not by itself undo a long-term imbalance.

The figures associated with the concept are broad context, not a count of bankrupt basins. UNU-INWEH’s January 2026 report announcement says 75% of humanity live in countries classified as water-insecure or critically water-insecure; 4 billion people face severe water scarcity for at least one month each year; and 3 billion live in areas where total water storage is declining or unstable. These measures describe different conditions and populations; none alone establishes that a particular water system meets the definition of bankruptcy.

The 13 misconceptions to avoid

Madani’s October 2026 UNU-INWEH commentary lists the following misconceptions. The list below preserves its distinctions; the underlying article presents them as points to avoid, rather than as a universal diagnosis for every basin or country.

  1. It is not just another term for water scarcity

    Scarcity describes limited availability relative to need. Bankruptcy is a more specific diagnosis that requires persistent withdrawals beyond renewable inflows and safe depletion levels, plus damage to water-related natural capital that is irreversible or prohibitively costly to reverse.

  2. It is not the same as water insolvency

    Overuse alone is not the complete definition. The additional defining feature is the loss of natural capital that cannot realistically be restored, or would cost prohibitively much to restore.

  3. It is more than a new metaphor for water crisis

    A crisis can be an acute shock that a system overcomes. Bankruptcy describes a post-crisis condition in which the system’s earlier baseline may no longer be attainable.

  4. It is not purely hydrological

    The diagnosis concerns water flows and system condition, but the commentary’s framing also places water bankruptcy in a wider social and policy context. It should not be treated as a natural event divorced from decisions about water use and development.

  5. “Global” does not mean the whole planet is bankrupt

    UNU-INWEH argues that enough critical water systems have crossed thresholds to create a planetary-scale risk. That does not mean every basin, country, or community has the same condition or faces the same consequences.

  6. Climate change accelerates the problem, but is not the sole culprit

    The commentary says climate change can accelerate water bankruptcy, while development choices have also pushed societies beyond their hydrological means. Treating climate change as the only cause would omit the role of those choices.

  7. It concerns water quality as well as quantity

    The commentary explicitly includes both. A sound account cannot focus only on how much water is withdrawn while ignoring quality.

  8. Water-rich societies are not immune

    Abundant water in a place does not by itself demonstrate that withdrawals are sustainable or that the natural systems supporting water remain intact. The definition is about long-term balance and system condition, not a place’s reputation for being wet.

  9. Protecting water alone is not enough

    The commentary calls for protecting the natural capital and processes that make water available, not water as an isolated resource. Those processes and assets are part of what sustains water systems.

  10. Engineering solutions alone cannot fix it

    Madani’s list cautions against treating engineering as a sufficient response. The diagnosis includes natural-capital loss and persistent overuse, so a purely technical fix is not a complete account of the problem.

  11. It cannot be addressed by the water sector alone

    The commentary says action cannot be confined to the water sector. The choices implicated in the diagnosis extend beyond water management itself.

  12. Bankruptcy does not make further decline inevitable

    Madani’s summary says bankruptcy is not doom. Naming a post-crisis condition does not mean that continued deterioration cannot be prevented or that adaptation and transformation are pointless.

  13. Its effects are not distributed equally

    The commentary says water bankruptcy affects people differently and identifies equity and justice as essential. A global-scale risk does not imply uniform local harm or equal power over decisions.

Why aquifers and natural capital matter

Groundwater is a useful example of why long-term accounting matters. UNESCO’s release of the 2022 UN World Water Development Report states that groundwater makes up 99% of Earth’s liquid freshwater, supplies half the volume of water withdrawn for domestic use globally, and provides around 25% of all water used for irrigation. These global figures show groundwater’s importance; they do not diagnose any particular aquifer as bankrupt.

That context also explains why the definition includes reservoirs and ecosystems rather than only current surface-water availability. A system can keep meeting demand for a time by drawing down stored water, but the fact that withdrawals continue does not establish that the pattern is sustainable or that the underlying natural capital can be restored.

What the global diagnosis does—and does not—tell you

UNU-INWEH’s January 2026 report announcement says 2.2 billion people lack safely managed drinking water, 3.5 billion lack safely managed sanitation, and 170 million hectares of irrigated cropland are under high or very high water stress. It also reports an annual value of US$5.1 trillion in lost wetland ecosystem services and a current annual global drought cost of US$307 billion. These figures describe important water-related conditions and impacts; they should not be added together or treated as direct counts of water-bankrupt systems.

The same announcement says that 3 billion people live in areas where total water storage is declining or unstable, and that more than half of global food is produced in those areas. The implication is interconnected risk, not uniform bankruptcy: UNU-INWEH links consequences across places through trade, migration, climate feedbacks, and geopolitical dependencies.

Madani, the report’s lead author and director of UNU-INWEH, described the diagnosis this way in the institute’s January 20, 2026 announcement: “This report tells an uncomfortable truth: many regions are living beyond their hydrological means, and many critical water systems are already bankrupt.” The statement reflects the report’s argument; it should not be read as a claim that every water system has crossed the same threshold.

How to use the term carefully

  • Use “water scarcity” for limited water availability relative to need; do not use it as a substitute for the more specific bankruptcy diagnosis.
  • Use “water stress” for high pressure that may remain reversible, and “water crisis” for an acute shock that can be overcome.
  • Reserve “water bankruptcy” for the two-part condition in the January 2026 definition: persistent over-withdrawal against renewable inflows and safe depletion limits, plus irreversible or prohibitively costly loss of water-related natural capital.
  • Do not infer bankruptcy from a dry spell, a flood, a water-rich setting, or a broad global statistic alone.
  • Keep local impacts and equity in view: a planetary-scale risk does not mean identical conditions or consequences everywhere.

Madani’s October 2026 commentary frames the challenge succinctly: “Changing the vocabulary is easy. Changing the discourse is harder. And changing policy and practice is harder still.”
