The permit covers one proposed GE Vernova Hitachi BWRX-300 small modular reactor. It does not authorize the reactor to operate.
What the construction permit authorizes
The NRC’s permit authorizes TVA to construct the power reactor facility described in its application. The NRC’s Federal Register notice, published October 5, 2026, says the permit was immediately effective. The authorization is subject to conditions; it is not approval to load fuel, generate electricity, or begin commercial operation.
The NRC reported that it found the applicable Atomic Energy Act and regulatory requirements met, that there was reasonable assurance permit-authorized activities would comply with NRC rules, and that TVA was technically and financially qualified to construct the facility. The agency also found no undue risk to public health and safety, subject to the permit conditions. These are the NRC’s regulatory findings, not a guarantee of project cost, schedule, or performance.
What TVA proposes to build, and where
The application is for one GE Vernova Hitachi BWRX-300 unit, designated Clinch River Nuclear Site Unit 1. The proposed facility is at TVA’s Clinch River site in Oak Ridge, Roane County, Tennessee, on the northern bank of the Clinch River arm of Watts Bar Reservoir.

TVA describes its property as approximately 1,200 acres: an approximately 935-acre Clinch River site and an approximately 265-acre Grassy Creek Habitat Protection Area. The property was previously disturbed during the Clinch River Breeder Reactor project, which ended in the 1980s. These are land-area figures, not the reactor’s generating capacity.
How this differs from the 2019 early site permit
The earlier NRC authorization addressed the site; the new permit concerns construction of a specified reactor facility. The NRC issued TVA Early Site Permit ESP-006 on December 19, 2019. The construction permit does not turn that earlier site approval into an operating license.

The NRC said conditions in the early site permit had been met except for those listed in the construction permit. The permit’s conditions and the NRC’s supporting findings are part of the agency’s licensing record.
What remains before the project can produce electricity
A construction permit is a licensing milestone, not a construction schedule or a promise that the project will proceed on a particular timetable. The NRC’s notice says safety questions are to be satisfactorily resolved by completion of construction. The permit itself does not establish when construction will start or finish, when an operating license might be issued, or when the reactor could generate power.

TVA says its decision about potentially building SMRs remains under discussion. That project choice is separate from the NRC’s decision to authorize construction. The available project records do not establish a construction start date, operating-license date, commercial-operation date, project cost, or electricity-output commitment.

The agency’s review included a Safety Evaluation dated June 24, 2026, and a supplemental environmental review. On April 6, 2026, the NRC and U.S. Army Corps of Engineers issued the final supplemental environmental impact statement for the construction-permit application, which describes one BWRX-300 unit. On September 28, 2026, the NRC issued the permit and a Record of Decision incorporating the environmental materials by reference. The NRC’s project page lists the final safety evaluation and environmental review as completed milestones.
