No public evidence establishes that Anthropic subscriptions deliver about five times the API-equivalent monthly value of OpenAI’s. The available vendor documentation gives API token rates and describes separate subscription billing, but does not provide a matched comparison of plan allowances, task success, or quality-adjusted costs. Here is what the published information does establish—and what a fair comparison would need to measure.

What the published prices do—and do not—show

Anthropic lists Claude Opus 5.5 API rates of $4 per million input tokens, $20 per million output tokens, and $0.20 per million cache-read tokens. OpenAI lists GPT-6.1 Sol standard API rates of $2 per million input tokens, $10 per million output tokens, and $0.10 per million cached input tokens. These rates are from the vendors’ product pages reviewed in 2026 and may change.

On those listed API rates, GPT-6.1 Sol costs half as much per million tokens in each listed category. That is an API rate comparison, not a subscription-value comparison. Cached input and cache-read terms are not necessarily identical measures, so even a token-rate comparison should preserve the vendor’s category definitions.

A subscription-to-API-equivalent ratio asks a different question: how much work a person can complete within a subscription’s usable allowance, compared with what equivalent work would cost through the API. A token price alone cannot answer that. It also does not show how often an agent succeeds, retries, uses tools, or consumes cached versus uncached context.

Do Claude or OpenAI subscriptions include API usage?

No. Anthropic says Claude plan subscriptions do not include Console API usage. OpenAI likewise bills API usage separately from Work or Codex subscription usage; any included allowances vary by plan and usage. Subscription access to a model and metered API access are different billing arrangements.

Anthropic says Claude Opus 5.5 is available to Claude Pro, Max, Team, and Enterprise users, as well as through its API and named cloud platforms. OpenAI says GPT-6.1 Sol is available to Plus, Pro, Business, Enterprise, and Edu users in ChatGPT Work and Codex, but not in Chat; it is also available through the API. Availability does not mean a plan includes a fixed quantity of API tokens.

How much GPT-6.1 Sol usage is included in Work or Codex?

OpenAI’s Help Center gives an estimate of 15–160 local messages per five-hour window for GPT-6.1 Sol on Plus and Standard Business. OpenAI describes those counts as estimates, not guaranteed message quotas; actual usage varies with the task, model, and settings, and weekly limits may apply. This is a plan-specific illustration, not a monthly allowance and not an API-equivalent token quantity.

Messages are not a reliable unit for comparing agentic workloads: a short request and a multi-step coding task may use very different amounts of reasoning, context, tool activity, and output. The estimate therefore cannot support a claim that one subscription is worth a particular number of API dollars.

Why agentic workloads make a simple value multiple unreliable

An agentic workflow may call tools, inspect or modify files, run code, search, and retry before completing a task. Two models given the same task can consume different amounts of input and output tokens, use caching differently, and require different numbers of attempts. A lower token rate may not mean lower cost per successful result if more tokens or retries are needed; a larger subscription allowance may not help if the model or plan cannot complete the work reliably.

OpenAI documents tools including web search, file search, code interpreter, hosted shell, computer use, and MCP. Depending on the service and how a workflow uses these capabilities, tool activity can affect usage or cost. Any comparison must account for the tools actually enabled rather than treating model-token rates as the whole bill.

“API-equivalent value” also needs a stated definition. It might mean the API cost of tokens consumed during subscription use, or the API cost of completing the same set of tasks to the same quality. Those are not interchangeable: the second definition accounts for success and retries, while the first may simply attach API rates to observed token counts.

What a fair Claude-versus-OpenAI subscription test needs

A defensible fivefold claim would require a reproducible, matched-workload study—not just a comparison of plan names or token prices. At minimum, report:

  • The exact Claude and OpenAI plan tiers, billing geography, and test date.
  • The same set of agentic tasks, with identical tool access and comparable reasoning settings.
  • Predefined success criteria and an independent assessment of output quality.
  • Total runs and retries, plus input, output, cached-input or cache-read tokens by category.
  • Any task, message, weekly, or other usage limits encountered, and how much usable allowance remained or was exhausted.
  • The definition of “API-equivalent value,” along with cost per successfully completed task and the calculation used to convert subscription usage into API cost.

Without those details, the ratio has no stable meaning: changing the plan, task mix, settings, success threshold, or allowance measure could change it substantially. Anthropic’s and OpenAI’s published pages establish their respective API rates and billing distinctions; they do not report a matched benchmark proving this headline’s approximate fivefold ratio.

Is Claude Pro or ChatGPT Plus better for coding agents?

The available pricing information cannot determine which subscription is better for a particular coding agent. The choice depends on the coding tasks, the plan’s current limits and included features, available tools, completion quality, retries, and how much work can be done before an allowance or cap is reached. Compare subscriptions using your own representative tasks; compare APIs separately using metered token categories and tool costs.

For a subscription, record completed tasks and remaining usable allowance over a defined period. For API use, record token consumption by category and any applicable tool costs, then calculate spend per successful task. Keep the two results separate unless a study explicitly measures both sides under the same conditions.

Price, model availability, and usage limits can change. Anthropic’s Claude Opus 5.5 product information, OpenAI’s GPT-6.1 Sol model information, and OpenAI Help Center usage guidance reviewed in 2026 are the relevant vendor sources for the figures and availability described here; check the current vendor pages before making a purchasing decision.
