What is South Korea’s new frontier AI project?
It is a proposed effort to build an AI model capable of competing with leading models worldwide. Reuters reported on October 6, 2026, that the Ministry of Science and ICT intends to organize a 4.7 trillion won program, equivalent to about $3.5 billion in its report. The Korea Times reported the same won figure as about $3.48 billion the previous day; the dollar amounts are approximate conversions.
The proposal reflects a choice between pursuing a mid-tier model and concentrating resources on a more ambitious frontier effort, according to Science and ICT Second Vice Minister Ryu Je-myung, as quoted by The Korea Times. Ryu said, “The frontier AI project will begin next year,” and that it “will be reflected in next year’s budget.” Those remarks describe the government’s intent, not a budget that has already passed.
When could the program start, and what happens first?
The reported target is to begin development in March 2027. Before that, South Korea’s parliament is expected to consider the 2027 budget in December 2026. Participant selection could take place as early as February 2027, according to reports, leaving the proposed selection and setup period ahead of the potential March start. These dates are targets, not confirmed milestones.

The Korea Times also reported that participating companies are expected to match public investment with private funds. Reuters described the funding approach more broadly as a combination of state equity investment and private funding, alongside a focus on bringing computing chips, data and talent together. None of these reported figures establishes that money has been appropriated, spent or committed to a supplier.
Who could compete to participate?
The Ministry is reported to be planning an open or competitive selection process after the budget is considered. Reuters’ account says potential participants could include individual companies, consortia or special-purpose vehicles, with startups, established businesses, universities and researchers potentially taking leading roles. How is this different from South Korea’s existing AI model program?
The proposed frontier initiative is described as separate from—not a replacement for—the existing Sovereign AI Foundation Model project.
