It is not established in the cited references as a standardized technical term with one universal definition. A useful synthesis is that it means protecting a network’s confidentiality, integrity, and availability while helping an organization continue its important functions despite threats.
What does network health protection mean?
The phrase combines two ideas: protecting a network, and keeping it in a condition where it can reliably support its users and services. In this context, “health” is descriptive rather than a formal security rating. NIST describes a network as a system made up of interconnected components, which can include routers, hubs, cabling, and telecommunications and technical-control devices. Protecting the network therefore involves more than protecting a single device.
NIST’s glossary contains multiple definitions of “security,” each tied to its source. It advises readers to interpret definitions in their original context rather than assume one definition applies universally. Accordingly, “network health protection” is best treated as an explanatory phrase, not quoted as a formal NIST term.
What does it protect?
Information security is concerned with protecting information and systems against unauthorized access, use, disclosure, disruption, modification, or destruction. NIST describes the intended outcomes through three familiar objectives:

These objectives apply to the information a network carries as well as the systems and services that make it accessible. A network may be operational while still failing to protect confidentiality or integrity; conversely, strong access restrictions that prevent authorized users from getting needed services can undermine availability.
Does protection mean only preventing attacks?
No. NIST’s glossary describes security measures as part of risk management and includes deterrence, avoidance, prevention, detection, recovery, and correction. That broader view matters because no single preventive measure guarantees that a network will remain secure or available.

This describes categories of protective measures, not a prescribed implementation plan. The right measures depend on the network, the information and services involved, and the organization’s security requirements.
Is network health protection a measurable score?
There is no universal network-health score or threshold established by the cited references. If an organization uses a “health” rating, it should state what the rating measures and where its criteria come from—for example, whether it reflects service availability, security controls, or both. Without that context, a health score cannot be compared reliably between networks.

How should you use the phrase?
For general discussion, use “network health protection” to describe efforts to keep a network, its information, and its services secure and usable. For technical policies or requirements, name the specific objective or control—such as confidentiality, integrity, availability, detection, or recovery—and identify the applicable source or organizational requirement. This makes the meaning clearer than relying on “health” alone.
