Keep citations as structured metadata from manuscript intake through editing, production, deposit, and publication—not just as formatted text in the final reference list. Retain the full bibliographic details and identifier type, preserve attribution to the original source, and verify that both metadata and reader-facing links survive each handoff.
Why citation preservation requires more than a reference list
A citation serves two purposes: it helps readers identify and reach a source, and it carries information that publishing systems can reuse for matching, indexing, and metadata exchange. If a workflow keeps only a rendered reference string, some of that structure may be harder for downstream systems to use.
Crossref recommends supplying full references or complete marked-up reference metadata, and makes submitted references available through its APIs. Keeping the underlying reference record therefore supports uses beyond how the citation looks on the page. Keep complete reference records and identifiers
Preserve available bibliographic fields as structured reference data throughout authoring and production. Do not flatten a record into a display string earlier than necessary. When a DOI is unavailable, Crossref advises publishers to provide a full reference or complete marked-up metadata so the source can still be identified. Crossref reference-matching guidance

For cited datasets and software, retain both the identifier value and its type. A DOI is useful when available, but it is not the only possible persistent identifier. Represent data and software citations in publication metadata
When an article cites a dataset or software, include that citation among the article’s bibliographic references. If the relationship between the article and the research output should also be explicit in metadata, add a structured relationship where the publishing system supports it. These approaches serve related but distinct purposes: the reference presents a citable source in the article’s bibliography, while a relationship records a connection between publication records. Using both can make sense when the workflow needs both reader-visible citation and explicit machine-readable linkage.
Preserve provenance and a working reader-facing citation
Metadata should retain where a source came from, not merely point to an intermediate copy when the original publisher can be identified. The W3C Data on the Web Best Practices states that “The chain of provenance for data on the Web will be traceable back to its original publisher.” It also recommends presenting a source citation with bibliographic text and a working link. In the published article, keep the citation understandable as text and make its link usable. A persistent identifier can support a durable route to the source, but it does not replace the bibliographic details readers need to recognize what is cited.

Publishing systems differ, so a general recommendation cannot guarantee how a particular CMS, XML format, vendor export, or repository maps citation fields. Treat each handoff as a point to check: compare the source reference record with what the next system receives and what ultimately appears publicly. This is an implementation practice based on the metadata requirements above, not a claim that any specific platform fails.

- Metadata deposit: Check that references and any intended data or software relationships are represented in the deposited metadata.
- Public output and APIs: Inspect the published page and any public metadata interface to confirm citations remain discoverable, correctly attributed, and linked.
Crossref’s guidance describes what reference and relationship metadata can carry; W3C’s guidance emphasizes traceable provenance and source links. Neither establishes a universal field mapping or validation behavior for every publishing product, so verify implementation details against the current documentation for each system in your workflow.
