Determine an API change’s impact by comparing the current and proposed contracts, identifying which consumers rely on the affected behavior, and estimating the work and risk of migration. An API is a contract between a service and independently released clients: a routine server-side change can still break those clients. Preserve compatibility where practical; when you cannot, plan a version transition and give consumers a clear migration path.
Start with the contract, not the code change
Record the current published API contract and the proposed one, including the API version, specification format, and relevant runtime behavior. A version-controlled OpenAPI description can provide a comparison baseline and support documentation, code generation, and testing workflows. It is evidence about the described interface, not proof that every deployed behavior or semantic detail is compatible.
Define what “breaking” means for this API’s consumers and business context before classifying the change. Microsoft’s REST API Guidelines say that services should explicitly define their breaking-change policy, including how they treat newly added JSON response fields and API arguments with defaults. The guidelines’ versioned vNext document is labeled deprecated, so treat it as guidance rather than a universal or necessarily current mandate.
Inspect every part of the consumer-facing behavior
Compare more than whether an endpoint still exists. Check the request and response contract, error behavior, and what existing operations mean in practice.

- Operations, paths, and methods: have any been removed, renamed, or redirected?
- Parameters and fields: have names, types, constraints, or requiredness changed? Does a request now require something older clients do not send?
- Responses: have fields been removed, renamed, or changed in type or meaning? Could a consumer reject an added field rather than ignore it?
- Errors: have status codes, response shapes, or conditions for returning errors changed?
- Semantics: does an unchanged operation now produce different results, side effects, ordering, or other behavior that clients rely on?
A schema-only comparison can miss changed runtime behavior and meaning. Review the implementation and observed contract as well as the machine-readable specification. Microsoft’s guideline treats contract changes, altered behavior, error-contract changes, and least-astonishment concerns as relevant to breaking-change policy.
Find the consumers that could be affected
Map known consumers to the operations and fields they use. Include internal services, public clients, generated SDKs, and integrations when they apply. Identify client owners, deployed versions, release cadence, and business-critical workflows. GOV.UK’s guidance on managing an API beta emphasizes understanding the systems and dependencies consumers must manage, as well as the time they need to adapt.

Use available consumer inventories, client identification, or usage telemetry to inform the estimate. An absence of reports is not proof that no consumer exists; the appropriate evidence depends on what the API can observe and how its clients are identified.
Test old-client behavior and estimate the work
Use a suitable contract-compatibility checker to compare versions, then test the proposed provider behavior against representative consumers or consumer-driven contracts. Include error handling and edge cases, and verify that the published API description matches the deployed service. OpenAPI descriptions can support testing, but the test matrix must reflect the API’s actual consumers and behavior.

Estimate the full transition effort, not just the code edit. Account for affected client changes, test and release work, coordination between teams, migration sequencing, and any deployment windows. If old and new versions must run side by side, include the ongoing maintenance and support burden: Australian Government API guidance explicitly notes that older versions create additional maintenance and support requirements.

Compare the practical options against consumer breakage, reach and criticality, migration lead time, operational burden, and clarity of communication. A compatible extension may meet the need without forcing clients to change; a new API version may isolate an unavoidable contract change; deprecation and removal may eventually be appropriate when continued support is not sustainable.

Make a compatible change where practical. If compatibility cannot be maintained, document the versioning scheme, transition support, deprecation and removal plan, and migration instructions. The Australian Government’s API guidance uses MAJOR for incompatible or breaking changes, MINOR for backward-compatible functionality additions, and PATCH for backward-compatible fixes; those labels describe that guidance’s scheme, not a universal rule. Use the scheme the API actually follows.
There is no universal deprecation interval established by the cited guidance. Set a transition period based on affected consumers, their adaptation and release timelines, and the operational cost of supporting old and new versions. Clearly communicate the change, timeline, support status, and upgrade path; GOV.UK specifically calls for clear communication when a backward-incompatible change is necessary.
