An Android-compatible phone is one that meets the Android Compatibility Definition Document (CDD) requirements for its Android version and passes the Compatibility Test Suite (CTS). That does not automatically mean it includes Google Play or other Google Mobile Services (GMS): those require a separate licensing step. A manufacturer can also customize Android’s interface without making the phone any less Android.
What might “true Android phone” mean?
The phrase can refer to three different things: a phone that runs Android-derived software, a phone that meets Android’s compatibility requirements, or a phone that includes Google Play and Google apps. These descriptions overlap, but they are not interchangeable.
- Android-derived software: Android is open source, so its source code can be adapted to many devices. Using that code alone does not establish that a device is Android-compatible. Android Compatibility FAQs
- Android-compatible device: The device’s Android implementation meets the applicable CDD and passes CTS. Android Compatibility Program overview
- Google services included: The exact device has access to Google Play and GMS through the relevant licensing process. Compatibility is a prerequisite, not an automatic grant. Android Compatibility FAQs
How Android compatibility is defined
The CDD sets the requirements for Android implementations, including requirements that vary by device type. CTS is the test suite used to check compatibility with those requirements. In short, the CDD describes what an implementation must meet; CTS checks it. Neither should be read as a guarantee that every possible hardware behavior has been tested or specified. Android version matters: the CDD, CTS, and Android source are version-specific. At the time of the source page’s listing, the current CDD was for Android 17. To assess a particular phone, use the compatibility requirements corresponding to the Android version it runs, rather than assuming that a result for another release applies. Does every Android phone have Google Play?
No. Passing Android compatibility requirements does not itself provide Google Play, Google apps, or other GMS access. Google describes compatibility as a prerequisite; a qualified manufacturer pursues access through the Google Mobile Services licensing process, and Google typically validates compatibility before agreeing to license Google Play client software. That distinction matters when buying: check Google services on the exact model and sales-market variant. A phone may run Android-derived software without the Google ecosystem, and compatibility alone is not proof that Google Play is licensed for it.

Does a custom Android skin make a phone less “real”?
No. A manufacturer can change the home screen, dialer, icons, colors, and other parts of the interface while the device remains Android-compatible. Appearance is not the compatibility test. Customizations must respect restrictions where they could affect how third-party apps behave. Android Compatibility FAQs
So “stock Android” or a familiar-looking interface is a matter of presentation and usability, not by itself evidence that a phone is more authentic or more compatible.

How to check a particular phone
- Identify the exact model and software version. Record the model variant and the Android version currently installed; regional variants can differ.
- Check the compatibility basis for that version. Consult the corresponding CDD and CTS requirements. Android-derived source code by itself is not proof that the phone meets them.
- Verify Google services separately. Confirm that the exact model and sales market include Google Play/GMS access; do not infer this from Android compatibility.
- Judge the interface separately. Treat a custom skin as an appearance and usability choice, not as a verdict on Android compatibility.
The Android compatibility documents explain the program, but do not provide a current roster of compatible commercial models.
