Yes—but reaching a signature target usually triggers attention or a formal step, not the change petitioners requested. In the UK Parliament and government service, 10,000 signatures bring a government response; 100,000 bring consideration by the Petitions Committee for a possible debate. Neither threshold guarantees that the government will adopt the petition’s demand, and these rules are specific to that UK service.

What an online petition can change—and what it cannot

A petition can make an issue more visible, show that people support a request and, if it is submitted through an official channel, prompt an institution to respond or consider further action. Those are real forms of influence, but they are not the same as winning a policy change.

  • Visibility: A petition can help communicate public concern and support wider advocacy. A signature count alone does not show that the petition caused a later decision.
  • Formal acknowledgement: On the UK Government and Parliament petition service, 10,000 signatures trigger a response from the responsible government department. The response may explain the government’s position without agreeing to the request.
  • Parliamentary attention: At 100,000 signatures, the Petitions Committee considers whether a petition should be debated. Consideration is not a promise that a debate will happen.
  • Policy change: The thresholds do not compel a law, referendum, vote or policy change. To say a petition caused a particular outcome, you need case-specific evidence and should account for other campaign activity and influences.

What happens when a UK Parliament petition gets enough signatures?

10,000 The responsible government department provides a response. The government does not have to accept the petition’s request.
100,000 The Petitions Committee considers the petition for debate. A debate is not automatic, and policy change is not guaranteed.

The petition remains open for six months after publication. These thresholds apply to the official UK Parliament and government service, not to every petition website or government. See the official service guidance for its rules.

Why 100,000 signatures do not force a debate

The Petitions Committee decides what follow-up is appropriate and does not act on every petition. It may decline to schedule a debate, for example if Parliament recently debated the subject or a debate is already planned. It may instead seek written or in-person evidence, write to government or another public body, or ask another committee to examine the issue. As UK Parliament puts it: “The Petitions Committee will not be able to take action on every petition.” The Committee’s options and discretion are set out in its description of what it does.

Why the petition’s platform matters

Collecting names on a third-party petition site does not automatically qualify a petition for the UK service’s official response or committee consideration. The UK Government’s response obligation and the Petitions Committee’s debate consideration apply to petitions created on petition.parliament.uk.

Eligibility and subject matter also matter. Under the UK service rules, creators and signers must be British citizens or UK residents. A petition must ask for a clear action on a matter within the responsibility of the UK Government or Parliament. The service excludes matters outside that remit, active UK court cases and certain petitions naming public-body employees; check the official guidance for full eligibility requirements.

For a petition aimed at another institution, identify who has authority to act and check that institution’s own petition rules. GOV.UK directs people to separate routes for the Scottish Parliament and Senedd Cymru, so Westminster’s signature thresholds should not be assumed to apply elsewhere in the UK—or internationally.

How common are large signature totals?

Large totals are unusual even on the official UK platform. The House of Commons Library’s briefing, published on 21 July 2025, says most e-petitions routinely receive fewer than 1,000 signatures. It reports that since 2020, 206 petitions had more than 100,000 signatures and two had more than one million. These counts describe the briefing’s stated period, not a success rate or a worldwide pattern. See the House of Commons Library briefing.

The same briefing reports that 1,819 e-petitions were submitted and accepted from October 2024 to May 2025, collecting more than seven million signatures in total. That is a specific reporting window, not a full-year figure. It also counts 66 petitions debated in 2015–17, 86 in 2017–19, and 10 in the 2024 Parliament as of the briefing’s reporting period. The last figure covers only a partial parliamentary period and is not directly comparable with the full-term totals.

A 2017 study of historical UK and US petition data found that, in the systems and period it analyzed, more than 99% of petitions failed to reach the UK 10,000-signature response threshold and 0.1% reached the 100,000-signature debate threshold. It also found an association between early signature growth and eventual threshold attainment. These are historical platform-era findings, not current odds for a new petition or a general measure of whether petitions produce policy change. The study is by Taha Yasseri, Scott Hale and Helen Margetts: “The struggle for democracy: online petitions and the dynamics of political participation”.

Low signature counts do not by themselves establish that a petition had no effect. A local organization, institution or campaign may respond in ways that national platform thresholds do not measure. The figures above describe activity and formal steps, not a general causal success rate.

How to choose the right petition route

  1. Identify the decision-maker. Work out which government, legislature, council or other institution has authority over the issue.
  2. Use the institution’s official route if you want its formal process. Read the rules before collecting signatures; a third-party petition may raise awareness without triggering an official response.
  3. Check what the threshold means. Distinguish a response, consideration, debate and binding action. Do not treat one as another.
  4. Plan follow-up beyond signatures. Depending on the issue, that can include presenting evidence, contacting the relevant representative or body, and working with other campaigners. Do not assume the signature total will itself deliver the requested result.
