In Play Console, open Testing > Closed testing > Manage track > Countries/regions. If the track is synced with production, its country availability follows production by default; Google permits changing that sync only in certain app states. Then verify the tester’s enrollment and opt-in link.
Check the affected closed-testing track’s countries
- In Play Console, go to Testing > Closed testing.
- Find the track the tester is supposed to use and select Manage track.
- Open Countries/regions and confirm the tester’s Google Play country is included.
Country targeting is configured for each track. If your app has multiple closed tracks, check the one the tester actually joined—not just another track or the app’s overall settings. Google’s official country availability guidance explains the country controls and navigation.
Understand whether the track follows production
Google says, “Country availability is synced with production by default.” That means a closed-testing track may inherit production’s country choices rather than have an independent country list. Production and test availability are distinct concepts, but the default sync can make production settings relevant to a tester’s access.
Google documents that the sync setting can be changed only when the track has no release rolled out, production targets at least one country or region, or pre-registration targets at least one country other than “Rest of World.” Check the current state shown in Play Console: the option may not be available for every app or track.

If the control is available and you need test countries to differ from production, choose Unsync countries/regions and then edit the track’s countries. If it is unavailable, do not assume a hidden setting or workaround will unlock it; inspect the production and pre-registration configuration and follow the available controls.
Verify tester enrollment and opt-in
Correct country targeting does not enroll someone in a test. Check that the tester’s Google account is included on the track’s email list or Google Group, and that they opted in using that same account through the track’s test process. - Confirm the tester is using the account added to the list or group.
- Make sure they opened the opt-in link for the affected track and completed enrollment.
- Share the direct Play Store listing or opt-in link rather than relying on a search result.
If the app has not had open testing or a production rollout, a closed-test app may not appear through ordinary Play Store search. Google also notes that a test link can take several hours to become available after first publication.
Separate country errors from other access problems
The wording points first to regional availability, but it does not establish that every instance has the same cause. Check the likely failure points separately:

Do not make changing the tester’s Google Play country or using a VPN the default fix. Google’s closed-testing guidance directs developers to track country targeting and does not prescribe either action for this error.

If the track includes the tester’s country, the sync settings are understood, and the tester is correctly enrolled and using the right link, contact Play Console support. Include the app, closed-testing track, tester’s Play country, and exact error text so support can investigate account-specific state that is not visible in public documentation.

A Google Play Developer Community report describes a similar closed-test availability complaint and a suggestion to check production country settings and contact support. It is an anecdotal case, not proof that production configuration is always the cause or that the same diagnosis applies to another account.
