The most dependable way to keep smart lights controllable during an internet outage is to keep commands local. A hub and devices that communicate over your home network or a local radio can continue working when your internet provider is down—if the router, hub, lights, and switches still have power. These five upgrades offer practical ways to add that local control or preserve a physical way to operate lights.
First, identify what has failed
“The internet is down” can describe several different problems, and the distinction determines whether a smart-light setup still works. An ISP outage leaves your home network in place; a router or Wi-Fi failure can disconnect devices from one another; a hub failure removes the controller some systems need; and a power outage disables powered hubs, routers, switches, and lights.
- ISP outage: Local commands may keep working if the router, controller, and devices remain powered and connected. Cloud-dependent commands and remote access from outside the home may stop.
- Router or Wi-Fi failure: Devices that rely on that network may lose their control path. A separate local radio or a direct remote-to-switch connection may still help, depending on the system.
- Hub or controller failure: Devices that need that controller may become unavailable. A directly paired remote or ordinary wall control may provide another route.
- Power failure: Local control cannot operate equipment that has no power. Battery-powered controls do not keep a powered-off bulb lit.
Home Assistant says devices using local protocols such as Zigbee, Z-Wave, Matter, Thread, and ESPHome do not need an internet connection to communicate with it. A local-control hub handles commands inside the home instead of sending every action to a vendor’s cloud service. That can keep lights, switches, sensors, and automations responsive through an ISP outage, as long as the local network and equipment stay available. It does not make cloud-only devices or off-home control independent of the internet.

Home Assistant supports local protocols including Zigbee, Z-Wave, Matter, Thread, and ESPHome. IKEA Deutschland says its DIRIGERA Hub and TRÅDFRI Gateway need a connection to the Wi-Fi router but not an active internet connection; its app can control the system on the same Wi-Fi network. That is a vendor statement for the documented IKEA setup, not a guarantee about every feature, product, or regional configuration: IKEA Deutschland’s internet-interruption guidance.
Before buying: Confirm that the hub supports your existing bulbs and switches, that their commands are genuinely local, and that the features you rely on—such as schedules, scenes, and app control—work without cloud access. A hub that needs a router still cannot solve a router failure by itself.

2. Keep a physical wireless remote within reach
A dedicated remote can preserve a simple control path when a phone app, voice assistant, or internet connection is unavailable. For example, Lutron says Caséta dimmers and switches can communicate directly with Pico remotes without a hub or Wi-Fi. The equipment must be compatible and paired; a remote for one lighting ecosystem will not automatically operate another brand’s bulbs or switches. See Lutron’s Caséta hub documentation.

This is a useful fallback for everyday control, but check what it can operate before relying on it. A remote may control a compatible light without preserving app-based scenes, voice commands, or control from outside the home.

3. Choose a locally communicating switch or dimmer
A smart wall switch or dimmer can provide physical control while communicating with compatible smart-home equipment over a local radio. Lutron says Caséta devices use its Clear Connect wireless protocol rather than Wi-Fi or the internet for in-home communication. That supports the case for local-control switches, but the statement is specific to Caséta equipment; it does not establish the behavior of every smart switch.
Check the switch’s compatibility with the circuit, the light fixtures and bulbs, and any hub or controller you plan to use. Installation requirements vary by product and home wiring. A locally communicating switch can reduce dependence on cloud commands, but it cannot keep a light powered during an electrical outage. Product details are in Lutron’s Caséta documentation.

4. Consider a lighting system with a local radio path
Some lighting systems offer a local connection between a phone, hub, and lights. Philips Hue describes Zigbee operation through a Bridge and Bluetooth operation without a Bridge. Its Bluetooth connection runs directly from a mobile device and has a range limit, so it is not equivalent to whole-home control through a hub. The product overview explains the connection options but does not promise that every Hue feature or app action works through every kind of outage: Philips Hue’s explanation of how its system works.
When choosing between a hub-based setup and direct Bluetooth control, consider the rooms you need to reach, whether the phone must be nearby, and which functions you expect to use. Verify the specific lights and controls you own rather than treating a protocol label as an offline guarantee.

5. Check Matter and Thread requirements before you buy
Matter is designed for local communication over the home network, but a Matter label alone does not guarantee that a particular light will work without internet or that every feature will remain available. Google says Google Home requires a Matter-enabled hub for local control. For Thread devices used with Google Home, that hub must also act as a Thread border router; Google also identifies IPv6 as a requirement for Matter to work properly.
The Connectivity Standards Alliance says Matter provides local connectivity, while control from outside the home requires an internet-connected controller. Before choosing a Matter or Thread light, verify that the controller you already own supports the device and its required network path. Match the upgrade to the outage you want to handle
These options are not interchangeable. A local hub targets dependence on cloud processing; a remote or wall control adds a physical route; and a direct radio connection can provide control within its range. The following summarizes what the cited documentation establishes, not a guarantee for every product or configuration.

What to verify before relying on offline lighting
- Identify the failure: An ISP outage is not the same as losing Wi-Fi, the router, the controller, or electrical power.
- Trace the command path: Find out whether a light is controlled locally, through a hub, or through a vendor cloud service.
- Check the fallback: Confirm that a remote or wall switch operates the specific lights you need, not just a compatible-looking product in the same category.
- Keep equipment powered: Local hubs and routers must remain on for functions that depend on them.
- Test the needed functions: App control, automations, scenes, voice features, and remote access may have different dependencies. Do not infer that all survive just because basic local switching works.
Product behavior and availability can vary by model, region, and setup. The IKEA guidance cited here is from IKEA Deutschland, and the Philips Hue overview describes connection methods rather than guaranteeing all offline features.
