Define the use case, derive the data and model requirements, plan system connections, validate results for their intended use, and assign security and lifecycle responsibilities. These five practices synthesize NIST and ISO guidance; they are not a formally prescribed five-step standard.
NIST defines a digital twin as an electronic representation of a real-world entity that can be used to evaluate that entity. The entity might be a physical asset or a process, so a twin is more than a static visualization: it must provide useful evaluation or decision-support capability. NIST’s overview of digital twins explains the definition.
1. Start with a bounded use case and a decision to support
Choose one asset, process, or other clearly defined entity, then state what decision or evaluation the twin should make possible. A broad goal such as “digitize the factory” is difficult to turn into requirements. A bounded goal identifies the process or asset, the people making the decision, and the operational outcome they want to improve or assess.
Write down the scope and intended outcome
- Entity: Specify what the twin represents and where its boundaries are.
- Decision: Identify the operational question it should help answer, such as whether a process is meeting a defined target or how a change may affect an asset.
- Users and action: Name who will use the result and what they can do with it.
- Acceptance criteria: Decide what evidence would show that the twin is useful for that decision, including any accuracy, timeliness, or operational constraints that matter.
These choices keep implementation work tied to a real need and provide a basis for judging whether the finished system is fit for purpose. NIST’s 2021 Use Case Scenarios for Digital Twin Implementation Based on ISO 23247 shows how a generic framework can be applied to manufacturing scenarios. Its three scenarios are manufacturing examples, not a universal count or implementation recipe.

2. Derive data and model requirements from the use case
Once the intended decision is clear, work backward to determine what the twin must represent and what evidence it needs. Avoid collecting data simply because it is available: each data source and model should serve a stated requirement.
Specify what the twin needs to know and when
- List the entity’s relevant properties, states, relationships, and operating conditions.
- Identify the observations, records, or other inputs needed to represent those details, along with their owners and sources.
- Set update and synchronization needs according to the decision. A decision made during an operating event may have different timing needs from a periodic planning review.
- Describe the required outputs in terms users can act on, and record assumptions and known data limitations.
Choose models that serve the required evaluation
Specify what behavior the model must represent and how its outputs will be used. The appropriate model depends on the use case; a visually detailed representation alone does not establish that the twin can evaluate the entity. NIST’s Digital Twins for Advanced Manufacturing work identifies requirement identification, data management, and model development as parts of implementation.

3. Design interoperability and integration before building connections
A twin depends on exchanging information with the real-world entity and, often, with surrounding systems. Decide how those exchanges will work before implementation hardens around isolated data sources or one-off interfaces.
Map the information flow
- Identify which systems produce, transform, store, and consume each required data item.
- Define the interfaces, formats, identifiers, and ownership rules needed to exchange information consistently.
- Specify how the twin will be synchronized with the represented entity, including what happens when data is late, missing, or inconsistent.
- Plan how records and model changes will remain traceable across the relevant lifecycle.
NIST’s ISO 23247 implementation scenarios address a generic reference architecture and synchronization between a twin and its object. NIST’s advanced-manufacturing work also emphasizes digital-thread data flow, traceability, and lifecycle integration. These manufacturing materials illustrate why interfaces and information exchange need deliberate design; they do not establish one integration architecture for every sector.

For broader examples, ISO/IEC TR 30172:2023, published in October 2023, collects representative digital-twin use cases across domains, including smart manufacturing and smart cities, and applies to commercial, government, and not-for-profit organizations. Keep that cross-domain scope distinct from ISO 23247, the manufacturing-focused framework used in NIST’s implementation scenarios.
4. Validate the twin for its intended decisions and make uncertainty visible
Validation should answer whether the twin’s inputs, model behavior, and outputs are reliable enough for the use case—not whether the system merely runs. The consequences of an inaccurate result and the evidence available for comparison should shape the validation approach.

Check inputs, models, and results
- Check that input data is complete, timely, and consistent enough for the stated requirements.
- Verify that the model and its implementation behave as specified, then compare its outputs with suitable evidence from the real entity or process.
- Test representative operating conditions, including relevant edge cases, rather than relying on a single successful example.
- Document what was tested, what the evidence supports, and where the twin should not be relied upon.
NIST’s advanced-manufacturing project explicitly identifies verification, validation, and uncertainty quantification for data, models, and results. Where uncertainty matters to a decision, quantify or otherwise characterize it and communicate it with the result; do not present an uncertain estimate as a precise fact. Revisit validation when data sources, models, operating conditions, or intended uses change.

Plan for cybersecurity and trust alongside architecture and data design, and assign people responsibility for keeping the twin dependable over time. A twin’s connections, data, and models can change after launch, so implementation is not complete when an initial version is deployed.

Include security and trust in design decisions
Identify the systems and information the twin depends on, who should be allowed to access or change them, and how changes and data exchanges will be governed. Address threats and trust considerations in the context of the specific implementation. NIST’s 2025 Security and Trust Considerations for Digital Twin Technology (NIST IR 8356) discusses both traditional and novel cybersecurity challenges. NIST states: “The full benefits of digital twin technology will require interoperable definitions, tools, and standards as well as early consideration of digital twin cybersecurity and trust.”
Assign ongoing responsibility
- Name owners for data sources, interfaces, models, validation evidence, and access controls.
- Set a process for reviewing and approving updates to the entity representation, data, or model.
- Track changes so users can understand which version and assumptions produced a result.
- Reassess whether the twin still serves its intended decision as systems, operations, and requirements evolve.
NIST’s advanced-manufacturing overview frames digital twins as part of system-of-systems and lifecycle approaches that can reduce silos. The practical implication is to plan how information and responsibility continue across the system’s lifecycle, rather than treating the twin as a standalone project with no maintenance owner.
How to compare implementation options
If you are evaluating architectures, vendors, or integration approaches, compare them against the requirements of the use case rather than treating any one feature or standard as proof of fit.
- Use-case fit: Can the option represent the selected asset or process and support the intended decision?
- Interoperability: Does it support the interfaces, information exchange, and standards relevant to the surrounding systems?
- Data and update needs: Can required data be accessed at suitable quality and frequency?
- Validation and uncertainty: Can you test the model and communicate limits or uncertainty in its outputs?
- Security and trust: Can access, data handling, and change be governed for the implementation?
- Lifecycle traceability: Can the option preserve useful records of information and changes over time?
These criteria are questions raised by the cited NIST and ISO materials, not a vendor ranking. The detailed implementation examples in the NIST sources are manufacturing-focused; other sectors should adapt the same decision-led discipline to their own entities, data, risks, and operating context.
