“Your account has been blocked” can describe several different ChatGPT problems. OpenAI may have deactivated the account for a policy violation, temporarily restricted it after detecting suspicious activity, disabled it because age verification was not completed, or shown a deletion/deactivation message that does not explain which occurred.
The wording of the error and the email in your inbox usually determine the correct fix. Do not immediately create another account: that is not an official workaround for a policy or Terms-based deactivation.
1. A usage-policy or Terms-of-Service violation
OpenAI says it may deactivate accounts for violations involving these policy areas:
- Nudity and sexual content
- Child exploitation
- Violence and self-harm
- Deceptive behavior and scams
- Hate, harassment, and spam
- Other inappropriate or illegal content
- Other intellectual property
OpenAI also lists conduct such as circumventing security or access restrictions, inappropriately sharing an account or API keys, or using the service in a way that could harm others or disrupt service integrity. A warning may come first; OpenAI says repeated violations after warnings can result in deactivation, though the notice does not say every case requires a series of warnings. How to fix a policy-based deactivation
- Check the email address associated with your account. Search your inbox and spam folder for OpenAI’s notice. It may explain whether the action involved usage policies, Terms of Service, or account security.
- Read the relevant rules. Review OpenAI’s Usage Policies and Terms of Service before submitting an appeal.
- Appeal through the link in the notification email. OpenAI says this is the most efficient route because it connects the appeal to the deactivation notice.
- Use the appeal form if you cannot access the email. Submit the form at openai.com/form/appeal.
- Contact Help Centre chat if no notification arrived. Start a new chat from help.openai.com and explain that access was lost without a deactivation email.
OpenAI’s appeal guidance asks for your User ID and Org ID if available, relevant usage context, the date range if you suspect the account was compromised, and the security steps you have already taken. Keep the explanation factual: identify what happened, why you believe the action may be mistaken, and what you will do differently. If the issue involves unauthorized charges, OpenAI asks for charge dates and amounts, the last four card digits, card brand, issuing bank, and billing ZIP Code. 2. Suspicious activity or a compromised account
OpenAI may temporarily suspend an account when its systems detect suspicious activity suggesting unauthorized access or compromise. A login challenge may be triggered by a new or unrecognized device, an unusual location, an attempt to update sensitive account information, or a requested security check. The email login challenge uses a six-digit, one-time password (OTP). OpenAI identifies noreply@tm.openai.com and otp@tm1.openai.com as official OTP senders. A mobile push request may show “Yes, it’s me” and “No, deny access.”

What to do when suspicious activity is the likely cause
- Do not approve an unfamiliar login. Select “No, deny access” if the attempt was not yours. If it was yours, select “Yes, it’s me.”
- Change your OpenAI password. Use a new password that you do not use on another service.
- Rotate your API keys. In the OpenAI Platform, revoke exposed keys and create replacements. Update any application, server, or environment variable that used the old key.
- Review security settings and enable MFA. OpenAI recommends these steps when you receive an unknown-location login alert.
- Contact Support if the restriction remains. Use a new Help Centre chat from help.openai.com. OpenAI’s AI phone support cannot submit an appeal, perform an account review, or guarantee an escalation.
Login-code problems
If the OTP does not arrive, check spam or junk mail, confirm that you entered the right email address, and request another code. If a code fails, request a fresh one: it may be expired, mistyped, or an older code.

Multiple incorrect OTP entries can temporarily lock the account. Wait for the lock to expire, then request a new OTP, or contact Support if necessary. If push approval does not appear, make sure the ChatGPT mobile app is signed in, notifications are enabled, and the phone has an internet connection. On the login screen, choose “Try with email” to use email verification instead. These steps are described in OpenAI’s login verification guidance.
3. Required age or identity verification was not completed
Some users must verify their age or identity before continuing to use OpenAI services. In locations where age verification is required, ChatGPT displays a banner and gives the user 60 days to complete the process; after that, access is disabled until verification is completed. Age verification is handled through Yoti. Depending on the option presented, you may need to take a selfie, upload a valid government ID, or use the Yoti app. Users aged 18 or older complete their own verification. For users aged 13–17, a parent or guardian must complete the process on the user’s behalf using the account’s email address. How to restore access after missed verification
- Open the reactivation or verification link in the deactivation message.
- Use the same email address as the OpenAI account. If you used Apple’s Hide My Email feature, use the Apple private-relay address associated with the account.
- Complete the Yoti process. Use a valid, unexpired identity document if an ID upload is requested.
- After verification, log in again to ChatGPT to check whether access has been restored.
- If the link is missing or the page fails, contact Support through help.openai.com and ask for the verification process to be restarted or the link to be resent.
OpenAI says verification processing may take a few days and a separate completion email may not arrive immediately. If the verification page or document upload fails, try again later and check that the document is valid and unexpired. See OpenAI’s missed age verification guidance.
Pay attention to the exact error message:

4. The account was deleted, or an access restriction was mistaken for a block
The message “You do not have an account because it has been deleted or deactivated” does not distinguish between those two situations. First, search the inbox and spam folder for an OpenAI email.
If you deleted the account yourself, it cannot be reactivated. OpenAI allows a new account with the same email only after 30 days, and only when the previous account was fully deleted rather than merely deactivated. Creating another account immediately is therefore not a reliable fix for a blocked account. See OpenAI’s deleted or deactivated account guidance.
Deletion may have been initiated in ChatGPT or through OpenAI’s Privacy Portal. If you did not request deletion, say so clearly when contacting Support. Provide the affected email address, approximate date of the loss of access, the exact error message, and any deactivation or deletion email you received. See OpenAI’s account deletion guidance.
Do not confuse phone verification with account blocking
Phone verification is no longer required to create a new OpenAI account or use ChatGPT, so claims that every new ChatGPT account must be phone-verified are outdated. See OpenAI’s phone verification guidance.

Phone verification is still required on platform.openai.com to generate an account’s initial API key. It is not required for later API-key generation. A phone number can be used for initial API-key verification up to three times, and deleting an account does not immediately free another verification slot. Information to include in a Support request
A concise, complete report is easier to investigate than several duplicate requests. Include:
- The account email address and sign-in method, such as Google, Apple, or Microsoft
- The exact error message, copied rather than paraphrased
- The approximate date and time access stopped
- Your User ID and Org ID, if available
- The contents or screenshot of the OpenAI notification
- Your country and whether you were traveling or using a VPN
- Any suspected unauthorized activity and the date range involved
- Password-change, API-key-rotation, and MFA steps already completed
Do not send a password, complete API key, OTP, or full payment-card number. For billing disputes, provide only the payment details OpenAI requests, including the last four card digits rather than the entire number.
FAQ
Can I create a new ChatGPT account if my old one was blocked?
Not as an official way around a policy or Terms-based deactivation. If the old account was deleted, OpenAI says you may create a new account with the same email after 30 days. That rule applies to a fully deleted account, not one that was merely deactivated. See OpenAI’s account guidance.

How long does a ChatGPT account suspension last?
There is no single duration for every suspension. A temporary security lock may end after the login challenge or security issue is resolved. Policy, Terms, or failed age-verification deactivations require the relevant appeal or verification process.
Is phone verification required to use ChatGPT?
