In March 2016, Wuhan-based XMC was preparing a 3D NAND wafer-fab project that industry analyst Sean Yang called a milestone for XMC and China’s domestic semiconductor industry. The construction date, production start and capacity figures in the original report were forecasts—not confirmed outcomes. Later developments at Yangtze Memory Technologies Co. (YMTC) provide a separate update on China’s 3D NAND industry, but they do not verify every projection made for XMC in 2016.
What did XMC plan for its Wuhan 3D NAND fab?
EE Times published Dylan McGrath’s report on March 22, 2016. Citing TrendForce, it said XMC was poised to break ground on a 3D NAND wafer fab in Wuhan by the end of that month. The report expected volume production in 2018 and projected that the fab could eventually reach capacity of 200,000 wafers per month, a level that might take years to achieve. These were expectations reported in 2016, not confirmation that construction began on schedule, that production started in 2018, or that the capacity target was reached. EE Times, March 22, 2016
At the time, XMC was producing mostly NOR flash and had capacity of about 20,000 wafers per month, according to TrendForce as quoted by EE Times. The proposed NAND fab therefore represented an intended expansion into a different memory business, not simply a report about increasing an existing 3D NAND operation. The 20,000-wafer figure describes XMC’s reported capacity at the time; the 200,000 figure was a projected eventual capacity for the planned fab.

Sean Yang, then research director at TrendForce subsidiary DRAMeXchange, framed the plan as evidence that China’s memory industry was moving into another phase after years of preparation. The article quoted him: “While XMC is showing its strong ambition to form its NAND flash business, the Chinese memory industry is signaling that it is entering the next phase of development after two years of groundwork,” Yang said through a statement. That was an attributed industry interpretation, not an official government designation. The report also paraphrased Yang’s view that a fast-developing local NAND supply chain was drawing international suppliers’ attention; that, too, was his characterization rather than a measured result presented independently in the article.
What market context did the 2016 report give?
DRAMeXchange estimated that 3D NAND would account for 20% of global NAND production by the end of 2016, compared with 6% in 2015. These are historical estimates quoted in the March 2016 article, not current market shares or a newly verified historical series. EE Times

The report also discussed Intel’s Dalian fab, which was being retooled for 3D NAND, and forecast that its output would raise China’s share of NAND wafer production. That was another projection made at the time; it should not be read as a description of current production or capacity.

How should the 2016 projections be read alongside later YMTC developments?
YMTC’s official profile describes a Wuhan-based integrated device manufacturer focused on designing and manufacturing 3D NAND flash. It says the company was established in July 2016. That later company context is relevant to China’s NAND industry, but it does not make XMC and YMTC interchangeable names in the March 2016 report or establish that every forecast for XMC was fulfilled. YMTC’s news archive records an April 2020 announcement that its 128-layer, 1.33Tb QLC chip, X2-6070, passed sample verification on an SSD platform. This documents a chip verification milestone and a downstream storage application path; it does not show that any particular retail SSD contains YMTC NAND. YMTC, April 13, 2020
A Shanghai Stock Exchange release dated August 21, 2026, citing Counterpoint Research, reported that YMTC held 14% of global NAND flash shipments in Q2 2026 and ranked third worldwide. The release also said YMTC was mass-producing 267-layer 3D NAND based on Xtacking 4.0 and developing products exceeding 300 layers. These are Counterpoint claims relayed by the exchange; the original Counterpoint report was not reviewed here, so the figures should remain attributed and dated. What the comparison does—and does not—show
| Measure | March 2016 report | Later reported context |
|---|---|---|
| Company and timing | XMC’s planned Wuhan 3D NAND fab; reported March 22, 2016. EE Times | YMTC says it was established in Wuhan in July 2016 and focuses on 3D NAND design and manufacturing. YMTC |
| Production or capacity | Volume production expected in 2018; eventual capacity projected at 200,000 wafers per month, potentially taking years. These were forecasts, not verified outcomes. EE Times | Counterpoint, as reported by the Shanghai Stock Exchange in August 2026, said YMTC was mass-producing 267-layer NAND; no comparable wafer-per-month capacity is stated in that release. Shanghai Stock Exchange |
| Market measure | DRAMeXchange estimated 3D NAND at 20% of global NAND production by end-2016, versus 6% in 2015. EE Times | Counterpoint reported YMTC at 14% of global NAND flash shipments in Q2 2026. Shipment share is not wafer capacity or production share. Shanghai Stock Exchange |
| Technology generation | The report concerned a proposed 3D NAND fab; a layer count for its planned output is not stated. EE Times | The exchange release attributed mass production of 267-layer NAND and development of products exceeding 300 layers to YMTC, citing Counterpoint. Shanghai Stock Exchange |
The comparison shows different kinds of evidence: a 2016 forecast about a planned fab and later, attributed reporting about YMTC’s market shipments and technology. A wafer-capacity target cannot be directly compared with shipment share, and later YMTC figures do not establish whether XMC’s original timeline or capacity projection was achieved.
