A procedural is built around professionals solving recurring cases or problems, usually with a satisfying resolution in each episode and longer character stories running alongside. This ranking takes “procedural” broadly: it includes police and forensic dramas, but also series whose central engine is legal or investigative work. The picks below favor strong case construction, distinctive methods and voices, memorable performances, influence, consistency, and how easily a new viewer can start watching. It is an editorial recommendation—not an objective scorecard—so use the subgenre, tone, and format that appeal to you when deciding what to watch next.

How this ranking defines a procedural

Procedurals give viewers a repeatable problem-solving framework: a crime to investigate, a case to prosecute, or another professional challenge to resolve. Many are largely episodic, while others weave increasingly prominent character and season arcs through the weekly cases. That range matters: a hybrid can still feel procedural, but it is not the same experience as a show built almost entirely around self-contained episodes.

The list deliberately spans police, forensic, and legal work rather than treating police dramas as the whole genre. It weighs the quality and variety of the cases, the clarity and distinctiveness of the method, the strength of the leads or ensemble, the show’s influence and consistency, and its accessibility to someone starting now. These are critical judgments, not independently measured ratings.

That is different from ranking by audience scores. For example, Stacker’s July 2022 list limited its pool to English-language crime series released in the United States with more than 10,000 IMDb votes, then ordered eligible titles by IMDb user rating and used vote count to break ties. That is a disclosed popularity-based method, not a universal verdict on quality: Stacker’s methodology and list.

Where many police procedurals build outward from physical evidence, Criminal Minds makes behavioral profiling its central method. That focus gives the cases a psychological intensity and a distinct identity, though the disturbing crimes and emphasis on perpetrators make it a darker choice than a conventional detective ensemble.

13. Bones

Bones combines forensic anthropology with an FBI investigation, using the remains themselves as a recurring route into each mystery. The specialist work is balanced by humor, a strong central partnership, and character arcs, giving the show more warmth than its forensic premise might suggest. It suits viewers who want technical casework and an ensemble that develops over time.

12. The F.B.I.

This classic series offers a straightforward federal-investigation framework: agents pursue cases with a steady emphasis on procedure and professional work. Its value is partly historical, as a clear early model of the network crime series, and partly tonal: it is a good pick for viewers interested in the genre’s older, less serialized style.

Its granular focus on routine calls and encounters makes it a useful counterpoint to more heightened crime dramas: the procedural interest comes from what officers see and do on patrol.

9. Hill Street Blues

Hill Street Blues helped broaden the police drama beyond a neat case-of-the-week formula, giving an ensemble and its precinct a more textured, interconnected life. Its stylistic and ensemble innovations make it especially rewarding for viewers curious about how later, more serialized workplace and police dramas took shape. Expect a busier, less self-contained experience than in a strict episodic procedural.

8. Law & Order: Special Victims Unit

Law & Order: Special Victims Unit gives the franchise a focused mandate: investigate sex crimes and center the people affected by them. Its long-running central character and recognizable investigative structure make it a clear choice for viewers seeking a distinct specialty inside the police-procedural format. The subject matter is often heavy, so it is not the gentlest entry on this list.

Its historical importance is a major part of its appeal, and its direct, procedural style remains a useful contrast with later dramas that lean on elaborate characterization or serialized plotlines.

2. Law & Order

Law & Order makes the criminal case’s two stages its defining structure: police investigate, then prosecutors take the matter into court. That investigation-to-prosecution handoff broadens the procedural beyond solving the mystery and gives each episode a built-in change of perspective. It is an especially good choice if you want both detective work and legal argument in a largely case-driven format.

1. Homicide: Life on the Street

Homicide: Life on the Street earns the top spot for its uncompromising, formally adventurous view of detectives, suspects, and the work of trying to make sense of a crime. Rather than treating investigation as a clean puzzle with a guaranteed emotional payoff, it gives the process and the people involved room to feel difficult and unpredictable. Its experimental form and ensemble make it the most distinctive drama here, though viewers seeking a light, easily interchangeable episode may prefer a more conventional entry.

The series is adapted from David Simon’s nonfiction book Homicide: A Year on the Killing Streets. Barry Levinson’s official site confirms the source-book relationship: Homicide: Life on the Street (1993–1999). The book is an optional companion, not a prerequisite for watching the series.

Which procedural should you watch next?

Choose by the kind of work and viewing rhythm you want, not by rank alone:

  • For mostly self-contained investigations: Try Dragnet, Adam-12, The F.B.I., or Law & Order.
  • For forensic or psychological methods: Pick Bones for forensic anthropology or Criminal Minds for profiling and darker cases.
  • For courtroom procedure: Law & Order follows the case from investigation to prosecution.
  • For character arcs and an ensemble: NCIS offers accessible team chemistry; Hill Street Blues and NYPD Blue give precinct life and serialized relationships more room.
  • For a distinctive lead or partnership: Try Elementary, Kojak, or Cagney & Lacey.
  • For a different setting or a harder edge: The Sweeney brings British street-level grit, while Homicide: Life on the Street takes a more experimental, unsparing approach.

Why procedurals still work—and how they keep changing

The format offers a clear pleasure: a problem, a process, and some form of resolution. In an Associated Press report published February 19, 2025, showrunner Jonathan Tolins described the appeal of what he called “the self-contained, 43-minute procedural” as a beginning, middle, and end with a mystery to figure out. That 43-minute description is his characterization, not a runtime rule for the genre. The same report discussed newer premise-driven and hybrid examples including Watson, Elsbeth, High Potential, and The Pitt; those titles illustrate how familiar case structures can be combined with distinctive premises and contemporary forms, rather than serving as a current availability or renewal guide: AP on procedural dramas and newer hybrids.

For a quick, mostly self-contained case, choose an episodic show. If you want relationships, workplace dynamics, or a season-long story to accumulate, lean toward the more serialized entries. And if you are picking a contemporary series, check the streaming service’s catalogue in your country: availability changes, and a US catalogue listing is not evidence that every show on this list is available there or elsewhere.
