A $4 shared-CPU instance is not directly comparable with a managed VPS costing $150 per month.

Atlantic.Net is one of the longest-running companies on this list, and the entry that competes on operating record rather than on the lowest monthly figure. It has hosted customer infrastructure since 1994, which makes it one of America’s—and one of the world’s—most experienced hosting providers.

Two qualifications belong with that. That SLA is a contractual commitment with stated exclusions and a service-credit remedy rather than a measurement of your own site’s uptime, and RAID protects against a failed drive rather than replacing a backup you can restore. Pricing also works differently from most of the entries below: Atlantic.Net quotes a build for the configuration you order, so take the recurring price, the transfer terms, and the backup arrangement from the provider’s current pricing page rather than from a headline number.
Choose it if: you want a three-decade operating history, fast provisioning, and a published service-level commitment behind the server.
Avoid it if: you are shopping strictly by the lowest advertised monthly price, or you want to compare fixed bundles without requesting a quote.

2. Hostinger VPS: best value for beginners and small applications
Hostinger is a practical starting point when you want more control than shared hosting without assembling a server from separate infrastructure components. Its current KVM VPS range covers 1–8 vCPU, 4–32 GB RAM, 50–400 GB NVMe storage, and 4–32 TB of bandwidth, depending on the plan.
The service includes full administrative control, weekly backups, firewall management, a public API, and a web terminal with AI tools. That combination suits WordPress installations with heavier plugins, small SaaS projects, staging environments, game servers, and personal development servers.
The important qualification is management. Hostinger supplies the virtual machine and related infrastructure; it does not generally maintain your operating system or application stack for you. You remain responsible for SSH credentials, patches, firewall rules, web-server configuration, malware protection, database maintenance, and recovery testing.
Choose it if: you want a relatively guided dashboard and generous RAM/storage for the money.

3. DigitalOcean Droplets: best VPS for developers
DigitalOcean remains one of the easiest VPS platforms to learn because its documentation, tutorials, API, CLI, images, and workflow are aimed directly at developers. A Basic Droplet currently starts at $4 per month for 1 vCPU, 512 MiB RAM, 10 GiB SSD, and 500 GiB transfer. The more useful entry point for many small applications is the 1 GiB plan at $6 per month, with 1 vCPU, 25 GiB SSD, and 1,000 GiB transfer.
DigitalOcean introduced per-second CPU Droplet billing on January 1, 2026. The minimum charge is 60 seconds or $0.01. This is useful for short-lived development resources, but it does not make an abandoned server free.
A powered-off Droplet continues billing because its compute resources remain reserved. To stop compute charges, destroy the Droplet. Backups are also separate: percentage-based options are 20% of Droplet cost for weekly backups or 30% for daily backups, while usage-based backups start at $0.01 per GiB-month.
Choose it if: you value clear documentation, predictable APIs, and a smooth developer workflow.
Avoid it if: your priority is the lowest possible price per gigabyte of RAM or storage.

4. Hetzner Cloud: best price-to-performance
Hetzner is often the strongest choice when infrastructure cost matters more than a beginner-oriented experience. Its current Cloud page advertises shared cost-optimized servers from $3.49/$4.09, shared regular-performance servers from $4.99/$5.59, and dedicated general-purpose servers from $12.49/$14.09. The paired figures reflect different billing or market contexts on the provider page.
The product distinction matters. Shared plans use shared CPU resources, while Hetzner’s dedicated plans are intended for sustained CPU and network use. Do not assume that every vCPU on the platform is dedicated.

Hetzner is particularly attractive for European workloads, where its locations can deliver good latency at low cost. Availability differs by location, currency, and plan, and some of the cheapest configurations may not be available when you need them.
Choose it if: you can administer the server and want strong compute value.
Avoid it if: you need extensive managed support or a large selection of locations outside Europe.
5. Vultr Cloud Compute: best global location choice
Vultr is a good fit for websites, content management systems, test environments, and small databases that need to be deployed close to users in different countries. Its Cloud Compute instances are shared-CPU virtual machines designed mainly for bursty workloads.

To create one in the current dashboard, use Products → Compute → Deploy → Shared CPU, select a location, choose a plan, select Configure Software, and click Deploy. That straightforward process is useful when you need to test several regions or create disposable environments quickly.
There are two billing traps. Stopping an instance does not stop billing; destroying it does. Also, Vultr says Cloud Compute instances cannot be downgraded, although they can be upgraded. The CPU type is fixed after deployment, so select the instance family carefully.
Choose it if: regional availability and quick deployment matter more than dedicated CPU performance.
Avoid it if: you expect to resize downward later or routinely leave stopped instances for weeks.

Akamai Cloud, formerly Linode, offers bundled plans combining CPU, RAM, storage, and transfer. The catalog includes shared-CPU, dedicated-CPU, and high-memory options, while Akamai positions the platform for distributed cloud and low-latency applications.
That makes it worth considering for services that need to run closer to users or alongside Akamai’s wider edge network. It also remains a relatively straightforward general-purpose cloud platform rather than a specialized hosting panel.
Check the pricing for the exact region before committing. Distributed-compute regions can have separate pricing and may require sales approval. Like DigitalOcean and Vultr, a powered-off Linode continues to incur charges; deleting the service is required to stop billing.
Choose it if: you want conventional cloud-server controls with an edge and distributed-compute angle.

7. OVHcloud VPS: best for included traffic and DDoS protection
OVHcloud’s new VPS 2027 range is compelling for sites that move substantial data. On its current US page, the VPS-1 starts at $4.54 per month and includes 2 vCores, 4 GB RAM, 40 GB SSD, daily backup, unlimited traffic, and 500 Mbps public bandwidth. VPS-2 starts at $8.50 with 4 vCores, 8 GB RAM, 75 GB NVMe, daily backup, unlimited traffic, and 1 Gbps public bandwidth.
The distinction between traffic and bandwidth is important. Unlimited traffic describes the amount of data transferred under the plan’s terms; 500 Mbps or 1 Gbps describes the public port speed. Neither means every application will receive unlimited real-world throughput.
OVHcloud also includes DDoS protection. The VPS 2027 range replaced the previous lineup for new purchases, but existing VPS 2026 customers were not automatically migrated and retain their existing configuration and pricing unless they make changes.
Choose it if: included transfer, daily backups, and DDoS protection are central requirements.
Avoid it if: you need the most polished beginner documentation or highly granular cloud billing.
8. IONOS VPS+: best low introductory price
IONOS VPS+ currently advertises promotions starting at $2 per month for three months when purchased with a one-year term. The entry VPS S+ lists 2 vCores, 2 GB RAM, and 90 GB NVMe; VPS M+ lists 4 vCores, 4 GB RAM, and 120 GB NVMe. Plans include full virtualization, root access, unlimited traffic, DDoS protection, and a 30-day money-back guarantee.
Do not use the $2 figure as the long-term cost. IONOS lists regular prices of $5, $11, $21, $44, and $68 for the corresponding VPS+ tiers. Check the renewal price, contract term, tax, and cancellation conditions before ordering. Optional Plesk costs $6 per month, and additional IPv4 addresses cost $5 per month each.
Choose it if: the introductory term fits your budget and you are comfortable managing the server.
Avoid it if: you are comparing providers only by their first invoice.
9. Kamatera: best for custom configurations
Kamatera is useful when standard VPS bundles do not match your requirements. Its displayed basic configuration is $4 per month for 1 vCPU, 1 GB RAM, 20 GB NVMe storage, and 5 TB traffic. Servers can be billed hourly or monthly, and hourly servers are billed by the minute.
You can select server components more flexibly than on many fixed-plan platforms. Kamatera also lists a 99.95% uptime guarantee and optional daily backups retained for up to 14 days.

Storage, traffic, backups, operating-system licenses, and other server components can be priced separately. Compare the complete configuration rather than placing Kamatera’s headline price beside a competitor’s larger 4 GB plan.
Choose it if: you need short-term flexibility or an unusual CPU, memory, storage, or billing combination.

10. DreamHost Self-Managed VPS: best unmetered-transfer option
DreamHost launched its new self-managed VPS on June 18, 2026. The platform uses AMD EPYC processors, NVMe storage, KVM virtualization, root access, Docker support, a one-click application library, DDoS protection, and 24/7 support.

The Stack 4 plan is advertised at $8.99 per month for the first three months, then $15.99 per month. It includes 2 vCPUs, 4 GB RAM, 75 GB NVMe storage, and unmetered bandwidth.
“Unmetered” is not the same as unlimited performance. Fair-use rules, port speed, CPU capacity, and application limits still apply. Also ensure you are looking at DreamHost’s new self-managed VPS rather than its older managed VPS products; the operating model and pricing differ.
Choose it if: your application transfers substantial data and you want a US-focused hosting option with Docker support.
Avoid it if: you want the provider to administer the operating system and applications.

11. Liquid Web Cloud VPS: best managed-support and control-panel flexibility
Liquid Web offers self-managed and fully managed VPS products, Linux or Windows support, cPanel, Plesk, and InterWorx options, root access, DDoS protection, dedicated IP addresses, and 24/7 support.
Its cloud VPS entry plan is listed at $5 per month for 1 vCPU, 1 GB RAM, 30 GB SSD, and 1 TB bandwidth. That particular plan is self-managed unless you select or purchase management. Fully managed pricing is much higher: the current managed VPS page shows an 8 GB Linux package at $150.30 per month before applicable discounts.
This is one of the better choices for businesses that want a control panel or Windows option and are willing to pay for support. It is not accurate to describe every Liquid Web VPS as fully managed.
Choose it if: control-panel compatibility, Windows, or paid technical support outweighs the lowest price.
Avoid it if: you are evaluating only unmanaged Linux infrastructure on a tight budget.

ScalaHosting’s standard unmanaged Linux VPS offering includes NVMe storage, full root access, free snapshots, a free dedicated IP, and SPanel on demand. Its SPanel option can be attractive if you want a hosting-control-panel workflow without relying entirely on cPanel.
The displayed Build #1 introductory price is $19.95 per month, renewing at $24.95 per month. The price is configurable, so record the selected CPU, RAM, storage, and management options before comparing it with another provider’s fixed bundle.
ScalaHosting is a sensible compromise for users who want more guidance and hosting features than a bare cloud VM, but more control than traditional shared hosting. As always, confirm whether the quoted price refers to managed or unmanaged service.

Choose it if: you want SPanel, snapshots, and a path between managed and self-managed hosting.
Avoid it if: you are looking for the absolute lowest infrastructure price.
How to choose a VPS provider
1. Decide whether you need managed hosting
With a self-managed VPS, you are responsible for tasks such as:
- Installing and updating the operating system
- Configuring SSH, firewalls, users, and fail2ban or equivalent protections
- Updating Nginx, Apache, PHP, Node.js, databases, and container images
- Monitoring disk space, memory, CPU, logs, and failed services
- Creating backups and testing restoration
Root access is administrative control, not a promise that the provider will secure the machine. Choose a managed plan if the server supports a business-critical site and nobody on your team can maintain Linux or Windows.

Compare plans using a common target such as 2 vCPU, 4 GB RAM, 80 GB storage, and at least 2 TB of transfer. Then identify whether the CPU is shared or dedicated and whether storage is SSD or NVMe. DigitalOcean’s regular Basic plans use SSD, while some premium and storage-optimized products use NVMe.
3. Read the transfer wording carefully
“Unlimited bandwidth” is often an imprecise description. Ask three separate questions:
- How much outbound transfer is included?
- Is excess transfer metered or restricted by fair-use rules?
- What is the port speed?
OVHcloud, for example, combines unlimited traffic with specified public speeds such as 500 Mbps or 1 Gbps. DreamHost describes its offering as unmetered bandwidth, but that does not guarantee unlimited throughput.
4. Price backups separately
Backup policies differ significantly. OVHcloud’s VPS 2027 plans advertise daily backups. DigitalOcean charges separately for backups, Kamatera makes daily backups optional, and Vultr treats automatic backups as optional. A cheap server without a recovery plan is not necessarily cheap hosting.
5. Check what happens when you stop the server
Stopping a VPS often shuts down the operating system but leaves the virtual hardware reserved. DigitalOcean, Vultr, and Akamai Cloud/Linode continue charging for powered-off servers. Destroy or delete the resource when you want compute billing to stop, and export any data you need first.
6. Check the renewal price
IONOS, DreamHost, Liquid Web, Hostinger, and ScalaHosting may display introductory prices that differ from normal or renewal pricing. Write down the full term, renewal amount, taxes, backup charges, control-panel fees, and extra IP costs before treating a plan as affordable.
