There is no universally best proxy provider. The right choice depends on target difficulty, required countries, session length, acceptable failure rate, rendering needs, and whether you want raw proxy access or a managed scraper. For most teams, start by choosing the proxy type, then test a small workload against the sites you are allowed to crawl.

Decodo is positioned as a value or general-purpose choice. Proxyway’s 2026 residential comparison reported a 99.92% success rate and 0.53-second response time for Decodo under Proxyway’s own test conditions over its stated research period. Those figures are not guarantees for your target, geography, concurrency, or time of day. Comparison sources list different residential pool sizes and prices, so confirm the live offer before committing.

Oxylabs

Oxylabs is aimed at larger operations that value support and a broad product range. Its own guidance describes datacenter proxies as fast and cost-effective for less difficult workloads, while residential proxies are associated with physical locations and may be harder to block. Treat those statements as provider guidance. Enterprise pricing, commitments, and target coverage should be checked for the exact deployment.

SOAX

SOAX is a candidate when city, carrier, residential, or mobile targeting matters. Proxyway reported 99.78% residential success and 0.89-second response time in its comparison methodology. Confirm whether the location granularity, session controls, and billing model match your crawler before selecting it on the benchmark number alone.

Webshare

Webshare’s self-service model and free datacenter entry make it practical for a first connectivity test. Test the paid residential product separately: a free datacenter endpoint can have a very different reputation and blocking profile from the traffic you ultimately need.

IPRoyal offers the broad product mix described in the comparisons—residential, ISP, datacenter, and mobile—and is positioned for flexible or pay-as-you-go use. Proxyway reported 96.11% residential success and 1.24-second response time in its test. That result is lower than the other listed leaders in that particular comparison, but your target may produce a different outcome. Verify the countries, rotation controls, and minimum purchase.

Rayobyte

Rayobyte is listed with multiple proxy types and a trial option. Proxyway reported 98.02% residential success and 1.86-second response time in its methodology. Because comparison pages disagree about its pool size, treat network-scale claims as unverified until you inspect the current product terms and run a controlled trial.

Five additional names to investigate, not equal-ranked winners

Other comparisons mention ProxyEmpire, DataImpulse, NetNut, Infatica, Nimbleway, MarsProxies, Byteful, and Evomi. The available evidence does not support giving all of them the same current, independent scrutiny as the seven providers above. If one appears in your procurement shortlist, verify its official product, sourcing, acceptable-use, pricing, and trial pages first. This is why a literal 12-way ranking would imply more certainty than the evidence supports.

Provider claims that commonly become stale

Network size, starting price, trial availability, and compliance language change frequently. The comparison sources themselves conflict: one lists Decodo at 115M-plus residential IPs and another at 125M-plus; Bright Data appears as 400M-plus in one source and 150M-plus in another. Do not combine those figures into a single “true” pool size. Record the publisher and date of every figure, then confirm the provider’s current terms.

  1. Describe the workload: domains, pages per day, countries, JavaScript requirements, concurrency, data fields, and maximum acceptable latency.
  2. Start with the least expensive viable type: test datacenter traffic first for permissive targets, then residential or mobile only when the target requires it.
  3. Use identical test conditions: same URL set, timeout, headers, session duration, retry policy, and geographic distribution for every provider.
  4. Measure useful outcomes: successful records, valid HTML, challenge frequency, median and tail latency, bandwidth consumed, and cost per accepted record.
  5. Check operational terms: sourcing documentation, abuse process, retention, authentication methods, concurrency limits, and cancellation terms.
  6. Roll out gradually: cap concurrency, monitor status codes and content changes, and keep a fallback provider only where the legal and financial case justifies it.

Common failure modes and fixes

Many 403, 429, or challenge responses

Reduce concurrency, use a longer-lived session where permitted, verify headers and cookies, and test a different proxy type or location. Do not assume rotating faster will solve a reputation problem.

Requests are slow or time out

Measure DNS, connection, transfer, and server time separately. Move the proxy location closer to the target, increase the client timeout within reason, and remove unnecessary retries that amplify load.

Pages return successfully but contain no data

The target may require JavaScript, a consent action, authentication, or a later API call. Use a browser-capable product when you are authorized to do so, or identify the data request directly and respect its access rules.

Costs exceed the estimate

Track bytes per page and retry traffic, not just page count. Cache immutable responses, avoid downloading unneeded assets, and compare cost per usable record across raw proxies and managed scraping products.

Proxy pool claims do not match reality

Ask how many addresses are available in your selected country at your required concurrency and session policy. Advertised totals may include worldwide or intermittently available addresses.
