YouTube says it is changing Shorts recommendations to favor original videos and reduce distribution of reuploads that add nothing of the uploader’s own. That does not mean every clipper channel will be demonetized or that creators can no longer use clips: meaningful commentary, explanation, editing, or storytelling can make a transformed video viable, though reach and monetization are separate decisions.
What YouTube is changing for Shorts
In an announcement published October 1, 2026, YouTube said it is updating recommendations to “further prioritize original content” and “reduce the reach of content re-uploaded from other creators without adding anything of your own.” The stated target is aggregation and reuploading with little transformation, not every video that includes someone else’s footage. YouTube did not publish a percentage for the expected reach reduction, nor promise a fixed penalty for any individual channel. Treat the announcement as a change in recommendation preference, not a predictable channel-by-channel reach formula.

Yes, using a clip can still work when the Short adds clear original value. YouTube specifically points to original commentary, unique edits, or storytelling. Its monetization policy separately says borrowed material needs significant changes to make it the creator’s own. YouTube channel monetization policies

Formats that can add meaningful value
- Critical review or analysis that explains what the clip shows and why it matters.
- Sports footage accompanied by explanation of the play or tactics.
- A reaction video with substantive spoken commentary rather than a largely silent response.
- Edited footage shaped into a story, with the uploader’s own narration or other meaningful contribution.
- A movie scene with rewritten dialogue and a changed voiceover.
- A Shorts remix that adds original material rather than simply repeating the source.
Formats at greater risk
- Show or movie clips stitched together with little or no narrative.
- Short compilations taken from social-media platforms without an original contribution.
- Repeated uploads or copied material with no substantive modification.
- Videos that rely on minor technical changes or a mostly non-verbal reaction.
The practical test is whether a viewer can readily identify what you contributed and whether the video offers something beyond watching the source clip. A new caption, crop, or compilation alone may not make that contribution clear.
Does this mean YouTube will demonetize clipper accounts?
Not automatically. The recommendation update affects reach; monetization eligibility is governed by separate channel policies. Under YouTube’s reused-content policy, material from YouTube or another online source can fail review if it is republished without significant commentary, substantive modification, or educational or entertainment value. Review applies to the channel as a whole, and monetization can be removed if reviewers cannot tell that the channel made the content. YouTube channel monetization policies

Permission from a rights holder, or the absence of a copyright claim, does not by itself satisfy reused-content requirements. Copyright and monetization review are distinct questions: having permission does not establish that the channel has transformed the material enough for monetization.

YouTube’s Shorts monetization policy says views of non-original Shorts are ineligible for Shorts revenue. Its examples include unedited movie or television clips, reuploads of other creators’ material from YouTube or another platform, and compilations with no original content added. For eligible monetizing partners, revenue from ads shown between Shorts is pooled and allocated using eligible engaged views; creators keep 45% of their allocated amount. Separately, YouTube’s policy states that, beginning February 1, 2027, monthly Shorts ad and YouTube Premium eligibility requires at least 10 million qualified Shorts views in the preceding 90 days. How to adapt a clipper channel
- Give each Short an editorial purpose. Build it around analysis, criticism, explanation, reporting, or a story that a viewer could not get simply by watching the original clip.
- Make your contribution obvious. Use spoken commentary, on-screen explanation, visible participation, or substantial audio and visual editing that changes the experience of the source.
- Move beyond interchangeable templates. Avoid batches where videos differ only by the source clip or small technical tweaks; YouTube also flags mass-produced, generic, or repetitive content in its monetization policy.
- Assess copyright separately. Review whether you have the rights to use the material, then separately ask whether your contribution meets reused-content requirements.
- Judge results without assuming a fixed reach penalty. YouTube has not published a decline percentage or a guaranteed outcome for a particular channel.
