For a policy-aligned way to retrieve YouTube comments, use the official YouTube Data API rather than a browser scraper. Its commentThreads.list method can fetch comments for a video or channel and supports pagination and search filters. However, a thread response may omit replies, so a complete thread-level collection may require additional comments.list requests.
How to download YouTube comments with the official API
The YouTube Data API provides a documented way for an application to request comment threads. The commentThreads.list endpoint is an HTTP GET request to https://www.googleapis.com/youtube/v3/commentThreads. Each request requires a part value and exactly one selector: videoId, allThreadsRelatedToChannelId, or id. See Google’s method reference for the supported parameters.

Google documents a quota cost of 1 unit for each commentThreads.list call. That is a per-request figure, not the total cost of collecting all comments for a video: the number of pages and any separate reply requests affect the total. The comments.list reference documents the companion method.

Can the API retrieve every comment and reply?
Not necessarily from thread-list responses alone. A thread resource may contain only some of the replies to its top-level comment. Google says to use comments.list with the parent comment ID when you need all replies to a particular comment; the limitation is described in the commentThreads resource reference.

Plan for a two-part workflow when reply completeness matters: collect thread pages, then make individual reply lookups for parent comments whose responses do not include every reply. The number of those lookups depends on the discussion and what the API returns; the documented 1-unit cost for a thread-list request does not establish the total quota needed for a full collection.
Why a scraper is not an equivalent alternative
A tool that extracts comments by scraping YouTube pages is not simply another implementation of the official API. YouTube’s YouTube API Services Developer Policies prohibit API clients from directly or indirectly scraping YouTube or Google applications, encouraging or enabling others to scrape, or obtaining scraped YouTube data. The policy page says it was last updated June 24, 2026; policies can change, so check the current terms before building or choosing a collection workflow.

API access also does not automatically authorize every downstream use of the data. The YouTube API Services Terms of Service incorporate the Developer Policies, YouTube Guidelines, and other listed terms. Review those requirements alongside privacy and data-handling obligations, particularly if a dataset includes identifiable user information.
How to assess a downloader or social-listening service
Do not assume a product called a “YouTube comment downloader” uses the API or captures complete discussions. Ask the provider for current documentation and assess the specific workflow:

- Access and authorization: Does it use the official API, and what authorization does the intended data require?
- Coverage: Does it collect top-level comments only, or also retrieve replies with the individual-comments method?
- Collection controls: Can you select videos or channels, paginate, sort by time or relevance, and filter with search terms?
- Export and analysis: Which formats, fields, and analysis features are supported? Confirm these in current vendor documentation rather than relying on a product label.
- Privacy and retention: What user data is collected, how long is it stored, and how can it be deleted or protected?
- Policy and scale: Is the collection method consistent with current YouTube policies, and how many API requests—including reply lookups—will your expected workload require?
The official API is the only specific collection method established here. Current vendor names, coverage, features, prices, and social-listening capabilities are not established, so compare providers only after verifying those details directly with each vendor.
