Don’t average the grades or assume one scanner is wrong. Security scanners can test different parts of a website and apply unrelated scoring rules, so an A in one and an F in another may describe different conditions. Compare the reports’ exact findings, test scope, target, and scan time, then verify each issue before changing the live site.

Why can security scanners give the same site different grades?

A letter grade summarizes one scanner’s tests and scoring method; it is not a universal security rating. Two scanners can examine different layers of the same site, and even scanners that test similar settings may use different thresholds and penalties.

HTTP Observatory grades browser-facing security tests

Mozilla’s HTTP Observatory starts with a baseline score of 100, subtracts points for failed tests, and can add bonuses if the score remains at least 90. In its published rubric, scores of 90–99 receive an A, while 0–24 receive an F. Bonuses can take the score as high as 145. These are that tool’s rubric figures, not a measure of overall website security. Mozilla says the grade bands and modifiers are essentially arbitrary, informed by professional feedback, and subject to change. Read Mozilla’s scoring methodology.

SSL Labs grades TLS and certificate configuration

SSL Labs checks certificate validity and trust, then evaluates TLS protocol support, key exchange, and cipher support. It combines scores and applies additional rules that can cap or change a grade. Its guide also describes special grades for certain situations, such as an untrusted certificate or a name mismatch. This is a different scope and scoring process from an HTTP-header-focused report. As a result, the two letters cannot be compared as though both scanners used one standardized scale. An A in one report does not cancel an F in another; first find out what each grade represents.

What does a high grade not tell you?

A high score only speaks to the checks the scanner performs. Mozilla explicitly warns that an A or A+ does not establish that a site is secure overall. The Observatory does not test for several important risks, including outdated software, SQL injection, and vulnerable CMS plugins. Mozilla’s FAQ puts it plainly: “There are a lot of security considerations that we can’t test.” Read the Observatory FAQ.

That means an A can coexist with a serious vulnerability outside the scan’s scope. Conversely, an F from another tool is not enough to identify the problem: inspect its findings to determine whether it reports a certificate issue, a configuration weakness, or something else.

How to triage the two reports

  1. Confirm both scans tested the same target

    Check the hostname, scheme (HTTP or HTTPS), port, and path in each report. A scan of a root domain may not cover a subdomain or a particular application path. Record scan times and note any redirects; a changed destination or configuration can explain differences between reports.

  2. Identify each scanner’s scope

    Look at the tool’s methodology and determine whether it checks HTTP headers and browser-facing controls, TLS certificates and protocols, DNS or email configuration, software vulnerabilities, or application behavior. A report’s grade is useful only in the context of what the scanner actually tests.

  3. Compare findings, not just grades

    For each finding, note the affected endpoint, the condition reported, its severity, and the scanner’s explanation or evidence. Different findings may have different causes even when they concern the same site.

  4. Verify a finding before changing production

    Check the relevant server or application configuration and, where appropriate, use a second focused test. Don’t add headers or alter TLS settings blindly. For example, Mozilla notes that whether controls such as a Content Security Policy are appropriate depends on the site; an ill-fitting change can disrupt legitimate behavior. Its methodology says, “Individual developers will need to determine which ones are appropriate for their site.”

  5. Prioritize confirmed issues by risk

    Consider exploitability, exposure, and business impact. A certificate trust failure and an exploitable application vulnerability can both deserve prompt attention, but the two grades alone do not provide enough information to rank this site’s specific remediation work.

  6. Rescan and retain the evidence

    After a change, rerun the relevant scan and keep the before-and-after findings. A changed letter is less informative than confirmation that the underlying issue was resolved and the site still behaves as intended.

Which scanner should you trust?

Trust a report as evidence about the checks it documents, not as a complete verdict on the website. To compare scanners, examine these five things:

  • Layer and coverage: What part of the site or infrastructure does the tool test, and what does it leave out?
  • Target and time: Do both reports cover the same hostname, scheme, port, and path, and were they run against the same configuration?
  • Finding evidence and severity: What condition did the scanner observe, where did it observe it, and how does it justify its severity?
  • Scoring method: What tests, thresholds, penalties, caps, or bonuses determine the letter grade?
  • Test type: Is it a remote configuration check, or does it also assess application behavior and software vulnerabilities?

OWASP’s Web Security Testing Guide treats certificate, protocol, and cipher checks as one part of security testing; other vulnerabilities require separate tests. That is why a focused test for the relevant layer is more useful than expecting one grade to represent the entire application. Consult the OWASP Web Security Testing Guide.

When do you need a closer assessment?

If a finding is unclear, potentially severe, or tied to application behavior that an external configuration scan cannot inspect, seek qualified security help to validate it. A scanner grade by itself cannot diagnose the specific A/F difference. For an interpretation of your case, share the tool names and the finding summaries, with sensitive details removed.
