A parcel with no tracking update for seven days is not necessarily stuck. Tracking pages report carrier events when they are scanned; a shipment can keep moving between scan points without a new event appearing. A seven-day timer should prompt a status-aware check—not automatically label a parcel lost.

Why a parcel can move while tracking stays quiet

Tracking is an event feed, not a continuous location display. A scan confirms that a carrier reported an event at a particular point; the absence of a later scan means no new event has appeared in that feed. It does not establish that the parcel has stopped moving.

UPS says a package may remain “On the Way” for several days, especially over long distances, with tracking updates appearing when it reaches the next scan location. FedEx likewise says scans vary and that a shipment can go more than 24 hours without an update while traveling to its destination. Those are carrier-specific explanations, not a guarantee that every quiet parcel is progressing normally.

A second source of apparent silence is a handoff. The carrier shown in a tracking record may not yet have received the parcel from a shipping partner. USPS distinguishes a partner-related status from possession by USPS. A label event is different again: “Shipping Label Created, USPS Awaiting Item” means the label exists, but USPS says the package has not yet been given to it. See USPS Tracking: The Basics.

Separate status types before setting an alert

A single elapsed-time rule treats a label that has never been handed over the same way as a parcel already moving through the carrier network. Preserve the carrier’s original event text and classify the event before deciding what action to take.

Status class What it tells you Useful alert behavior
Label created or awaiting item A shipping label may exist, but the named carrier has not confirmed possession. Do not count this as an in-transit scan gap. Notify the shipper or fulfillment team if handoff has not been confirmed within the relevant operational window.
Shipping-partner handoff A partner-related event does not necessarily mean the final carrier has the parcel. USPS says it does not have possession while a package is still with a shipping partner. Track the handoff as its own stage; avoid starting the final carrier’s in-transit timer before possession is established.
Carrier possession or in transit The carrier has reported an event, but the next scan may not appear until another scan point. Use a calibrated quiet-period threshold and check the estimated delivery date and later events before escalating.
Exception or delivery attempt The carrier has reported a condition or attempted delivery that may need action. Prioritize the explicit status and its instructions rather than waiting for a generic no-scan timer.

This classification is an alert-design recommendation based on the carriers’ different status meanings; it is not a universal carrier standard. Keep raw event text alongside any normalized category so support staff can review what the carrier actually reported.

Why seven days can create false alarms

A fixed threshold assumes scan gaps are similar across all shipments. Carrier, route, handoff stage, and the shipment’s current status can make that assumption unreliable. A quiet interval is a signal to inspect context, not proof of a service failure.

One illustration comes from 24hTrack, a tracking provider. In a 2026 post describing a 120-day analysis of delivered parcels on its own platform, it reported that 27% had at least one longest gap between consecutive carrier scans of seven days or more. It reported a median longest gap of 4.1 days and a 90th-percentile gap of 10.3 days. These are provider-reported figures from its dataset, not independently validated industry rates; they should not be generalized to all carriers, routes, regions, or parcel volumes. The analysis and its limits are described in 24hTrack’s platform analysis.

Calibrate thresholds with completed shipments

If your system has enough historical data, use completed deliveries to estimate how long scan gaps actually run for the carriers and shipment stages you handle. This is a proposal from a tracking provider, not an official carrier rule or an independently validated best practice.

  1. Build a reference set. Start with delivered shipments and calculate the longest interval between consecutive carrier scans for each parcel. Keep carrier identity and available route or leg information with each record.
  2. Compare percentiles. Choose a threshold based on the trade-off you can accept: a lower threshold catches quiet parcels sooner but creates more false alarms; a higher one reduces noise but delays review. Do not treat any percentile as a universal definition of “stuck.”
  3. Apply it to the right stage. Measure in-transit scan gaps separately from label-to-handoff time and partner-to-carrier handoff time. A missing possession event is a different problem from a long gap during transit.
  4. Use exceptions as overrides. An explicit exception or attempted-delivery status may warrant action immediately, regardless of the silent-time threshold.
  5. Recheck the fit. Monitor alert outcomes as carrier mix, routes, and operating patterns change. A threshold that worked for one set of completed shipments may not suit another.

When selecting a tracking feed or designing an alert system, check whether it provides carrier and geographic coverage, raw event text, exception details, multi-carrier handoffs, completed-shipment history, and the notifications or integrations your workflow needs. These are evaluation criteria, not grounds to assume that one provider is best.

What to tell customers when tracking is quiet

Avoid saying a parcel is lost solely because seven days have passed without a scan. Give the customer the last reported event and its date, then explain that tracking updates depend on new carrier events. Check the carrier’s current status, estimated delivery information, and any exception before deciding what happens next.

For a USPS shipment, “Shipping Label Created, USPS Awaiting Item” means USPS has not received the package; USPS guidance directs customers to contact the shipper when it is awaiting an item from a shipping partner. USPS also notes that update messages may not arrive when there are no new shipment events. See USPS tracking status help.

For individual recipients, check the carrier’s own tracking page for the exact current status and estimated delivery information. Procedures and status meanings can vary by carrier, service, and country; the cited FedEx guidance is for the United States, while FedEx Canada publishes separate guidance on missing updates.
